Article 2 The construction and management of the barrier-free environment within the administrative area of the city, the provisions shall apply.

Article 4 city, county (autonomous county) people's government shall strengthen the leadership of the construction and management of the barrier-free environment, establish and improve the comprehensive coordination mechanism, increase the public **** facilities and public **** service barrier-free environment construction and management of investment, will be included in the relevant expenditures in the financial budget.

For units and individuals who have made remarkable achievements in the construction of a barrier-free environment, in accordance with the relevant provisions of the commendation and reward.Chapter II Barrier-free facilities construction
Article 9 new towns, alterations, expansion of roads, public **** building, public **** transportation facilities, residential buildings, residential areas, the construction of barrier-free facilities, should be in line with the national and municipal standards for barrier-free facilities construction.
The countryside should be in accordance with the relevant provisions of the barrier-free facilities construction. Article 20 The owner and manager of the barrier-free facilities shall protect the barrier-free facilities, damage or failure of timely maintenance to ensure the normal use of barrier-free facilities.
Any organization or individual shall not destroy, encroach on the barrier-free facilities, or unauthorized changes in the use of the barrier-free facilities. For urban construction and other special circumstances require the temporary occupation of barrier-free facilities, should be in accordance with the relevant procedures, set up protective devices and warning signs, to take the necessary alternative measures. Temporary occupation of the expiration of the period, should be promptly restored to the original status of the barrier-free facilities.Chapter III Barrier-free information exchange

Twenty-seven Article public utilities, transportation, finance, postal services, communications, commerce, tourism, culture, sports, health care, and other public **** services and public **** places should create conditions for persons with disabilities, the elderly and other members of the community to provide voice and text prompts, sign language, Braille and other information exchange services for persons with disabilities, the elderly and other members of society, and staff training in barrier-free service skills.

Government service organizations at all levels should provide the necessary barrier-free services for persons with disabilities, the elderly and other members of the community, and give priority to the relevant matters.Article 28 The organization of visually impaired, hearing persons with disabilities to participate in meetings, lectures, training, performances and other public **** activities, the organizers shall provide interpretation, subtitles or sign language and other information exchange services.
Article 29 The relevant departments of cities, counties (autonomous counties) and units providing public **** services shall take measures to promote the application of intelligent information services that meet the needs of persons with disabilities, the elderly and other members of the community and provide corresponding support, respect the habits of persons with disabilities and the elderly, retain and improve the traditional ways of providing services and promote the integrated development and complementarity of online and offline services. The integration and development of online and offline services complement each other.
Telecommunications business operators to provide telecommunications services, should be in need of persons with disabilities, the elderly and other members of society to provide voice and text prompts and other information exchange services. Telecommunications terminal equipment manufacturers should provide barrier-free information exchange services with the technology, products. Encourage federations of persons with disabilities, organizations of the elderly and training institutions to carry out thematic training to help persons with disabilities, the elderly and other members of society to improve their ability to use intelligent technology.Article 30 The relevant departments of municipalities, districts and counties (autonomous counties), federations of persons with disabilities and organizations of the elderly shall, in accordance with the needs of persons with disabilities, the elderly and other members of the community for accessible information exchange, guide and encourage the relevant scientific research institutions, enterprises or individuals to carry out research on the subject of accessibility construction, research and development, popularization and application of accessibility maps, teaching materials, translations and software to meet the accessibility of information exchange. Encourage other conditions of public **** cultural facilities and tourist attractions, to provide barrier-free services.Article 38 Encourage and support the provision of legal aid organizations and individuals with disabilities, the elderly and other members of society to provide Braille, sign language services.
Article 39 State organs, social organizations, grass-roots mass self-government organizations and owners' committees that organize elections shall facilitate the participation of persons with disabilities, the elderly and other members of society in elections, and shall provide, as necessary, Braille ballots for persons with visual disabilities, and text prompts and sign language services for persons with hearing disabilities.
Chapter V Supervision and Management
Article 40 The relevant departments of municipalities and counties (autonomous counties) shall set up a complaint mechanism for the construction and use of barrier-free environments, and linkage with the municipal government service hotline. Any organization or individual has the right to complain, report damage, encroachment of barrier-free facilities and change the use of barrier-free facilities and other acts. Article 43 The federations of persons with disabilities and organizations of the elderly have the right to reflect to the relevant departments the needs of persons with disabilities, the elderly and other members of society for a barrier-free environment, and to put forward opinions and suggestions for strengthening and improving the construction and management of a barrier-free environment. Chapter VI Supplementary Provisions
Article 45 The provisions of this regulation shall come into force on January 1, 2022 .
