The latest entry rules for Singapore 2021 are out and many travelers who need to go to Singapore are happy. Everyone is looking forward to going to Singapore to experience a different country and have a great vacation here.

Singapore officially released the "Update on Border Measures for Travelers from Australia and Guangdong Province of Mainland China" on June 30, updating the new rules for travelers with a history of travel to Guangdong Province of China, allowing residents of Guangdong Province of China to enter the country without being quarantined but tightening the entry policy for travelers with a history of travel to Australia in the past 21 days. Short-term travelers with an Air Travel Pass (ATP) will not be allowed to enter Singapore if they have a history of travel in Australia in the last 21 days prior to their trip to Singapore.

Singapore was one of the few countries that opened its borders to mainland Chinese residents during the outbreak. While the visa process is now slightly more cumbersome to get to Singapore before the epidemic (you now have to apply for an air pass in addition to a visa), it is generally acceptable. While some European countries are open to China, visa application centers in some cities remain closed as usual. Only the visa application centers in the north will be more open, so it's not very convenient for non-north applicants to apply.

One, to confirm whether they are eligible to apply for

Chinese citizens holding ordinary passports to Singapore, should first confirm their travel history of the past 21 days, and require them to go to Singapore before the last 21 consecutive days of stay in mainland China (the place of departure), and before leaving the country, they should carry out health monitoring;

Travelers with the following conditions should not travel to Singapore: Symptoms of New Crown Pneumonia (NCP); Diagnosed or suspected to be infected with the NCP virus in the last 21 days prior to traveling to Singapore; or Close contact with any person with NCP in the last 14 days prior to traveling to Singapore. Close contact means: providing care to a person with CKP, including in medical care or home/social setting; staying in the same place as a person with CKP (e.g. a family member); or being in close (i.e. less than 2m) and prolonged contact (15 minutes or more) with a person with CKP (e.g. eating together).

II. Applying for Visa and Air Travel Permit

Applying for Singapore Visa (Apply within 35 days prior to date of entry):The first step is to apply for a Singapore visa, which must be applied for through an organization designated by the Singapore Embassy or Consulate. Domestic Singapore visas can only be applied for 35 days prior to the departure date and the visa obtained is normally valid for 35 days.

Applying for an Air Travel Pass (ATP) (Apply between 7 to 30 calendar days prior to the scheduled date of entry into Singapore):Because of the epidemic, only a Singapore visa is not allowed for entry, and you need to apply for another Air Pass.The normal processing time for an ATP is 3 working days, and the validity of the ATP is from the date of entry to 7 days thereafter. If you don't know English, you can go through an agent or get help with the process. If you understand English, you can also do it yourself online. Every visitor needs to apply for an ATP. in the case of minors (under 18 years old), a parent submits the application on behalf of the visitor. the ATP is applicable to visitors intending to enter Singapore, but not for transit passengers. after the ATP application has been approved, a letter of approval will be sent to the applicant via email.

Three things to do before you leave for Singapore

Note: Tickets must be purchased for direct flights to Singapore and are non-transferable.

Polymerase Chain Reaction (PCR) test before going to Singapore (test not required for under 3 years old):If you have been in mainland China for the past 21 days, you do not need to take the PCR test before departure if you entered the country on a Singapore Visa and Air Pass. However, according to the IATA website, if a Chinese national enters China through the "Reciprocal Green Line (RGL) between China and Singapore (generally applicable for business purposes, where a representative of a Singaporean company or government agency sponsors or applies for a Safe Travel Pass Approval Letter (STP) under the Reciprocal Green Line (SafeTravelPass - RGL), which requires that person to have traveled to Chongqing, Chongqing and Singapore within the 7 days prior to the date of departure), then you are not required to take the PCR test before departure. had stayed in Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin or Zhejiang within 7 days prior to departure), in which case the person needs to therefore, in fact, such person can apply for an STP but can also apply for an ATP, which does not require a PCR test prior to departure.

Mandatory purchase of travel insurance for S.C. pneumonia in advance:

Short-term visitors applying for entry into Singapore through the Air Travel Pass (ATP) and Reciprocal Green Lane (RGL) from 23.59hrs on January 31, 2021, are required to purchase a travel insurance policy in Singapore for their S.C. pneumonia-related medical treatment and hospitalization, with a minimum sum insured of 30,000 SGD. The travel insurance will help cover their medical expenses in Singapore. Tourists should purchase such travel insurance from Singapore or overseas insurance companies before going to Singapore. All short-term travelers entering the country through ATP and RGL are required to prepare an electronic or physical insurance policy and carry it with them to facilitate their entry into the country. Compulsory travel insurance does not apply to Singapore Citizens/Permanent Residents (SC/PR) as they are eligible for government subsidies and Lifetime Health Insurance/Comprehensive Health Insurance Scheme to help cover medical expenses if they develop symptoms of COVID-19.

Before work permit, work permit for training and S-permit holders arrive in Singapore, employers are required to purchase SGP medical insurance. The insurance must fulfill the requirement that the employee will pay at least $10,000 in medical expenses if he/she develops symptoms of CKP or tests positive within 14 days of arrival in Singapore.

SG Entry Card Online

Three days prior to your arrival in Singapore, you must submit an electronic health declaration online. Note: All passengers must submit their health declaration to ICA (Immigration) Singapore through the SG Entry Card e-Service, which also has a health declaration function. This does not apply to those who are transiting/transiting through Singapore without applying for an Entry/Exit Permit.

Non-completion/submission of Entry Card: Maximum fine of S$10,000 and/or maximum imprisonment of 6 months; for repeat offenders, maximum fine of S$20,000 and/or maximum imprisonment of 12 months. If false information is provided: maximum fine of S$10,000 and/or maximum imprisonment of 6 months or maximum fine of S$20,000 and/or maximum imprisonment of 12 months for a second offense.

Booking: Non-residential accommodation and single rooms with en-suite bathrooms

Advance booking of 1-2 days' quarantine accommodation after arrival in New Zealand is required (accommodation must be non-residential and in a separate room with en-suite bathrooms) to allow for temporary quarantine accommodation on arrival while awaiting the results of the New Crown Pneumonia Polymerase Chain Reaction (PCR) test. While waiting for the PCR test results, travelers may share a room with a family member, travel companion or caregiver*** if they have a similar travel history in the 21 days prior to traveling to Singapore.

Note: Visitors may refer to the Singapore Hotels Association (SHA) website for a list of hotels that currently accept visitors traveling to Singapore on an Air Travel Pass. This list is not exhaustive and visitors can book other available accommodations as long as these are non-residential and self-contained rooms with attached toilets.

Installing the "TogetherTracking Mobile App":

The "TogetherTracking App" is a mobile app to combat the spread of C.diff through contact tracing.All travelers are required to use the "TogetherTracking App" during their stay in Singapore. "TogetherTrackingAPP" or rent a TraceTogether token (children aged 6 years or below are exempted from the TraceTogether requirement).

1. Install the "TogetherTrackingAPP" or rent a "TogetherTrackingToken"

a) Prior to arriving in Singapore, passengers should check that their mobile device is compatible with the HeliTrackingAPP, and then download the app onto their phones and register their mobile numbers and personal data (ID number, nationality and date of birth as shown on the passport they used to enter Singapore) on the app. Visitors must activate the app by clicking on the "Activate App" button on the screen of the Hopscotch app and follow the instructions as soon as they have completed the immigration formalities in Singapore. Visitors arriving at Changi Airport who are unable to download the Helicopter Tracking App on their mobile device, but are not renting a Helicopter Tracking Token as listed in Section B below, will need to rent a mobile device from the airport.

b)Renting a "Hoplite Tracking Token": If you cannot install Hoplite Tracking on your cell phone, you will need to rent a "Hoplite Tracking Token". Depending on the traveler's mode of entry, the Joint Tracking Token can be rented, paid for, collected and returned in different ways:

Airports (Changi and Sillydale)

Land and sea checkpoints (Ulaanbaatar, Tuzi and Thanamela Jetty)

Qualifying Token sets (not requirements for mobile devices to download the Joint Tracking app)

When you arrive in Singapore, you should be at the Information Desk at Changi Airport or Shridhar Airport Shridhar Business Aviation Center.

2. Using Joint Force Tracking:

a) Joint Force Tracking app users

To facilitate contact tracking, travelers must activate Joint Force Tracking on their mobile devices during their stay in Singapore. activate the Joint Force Tracker app during their stay in Singapore and they must also retain the Joint Force Tracker app data for 21 consecutive days after leaving Singapore. If a passenger tests positive for CKP in Singapore or within the first 21 days of departure from Singapore, he/she must upload all data to the Joint Tracker app as required by the Singapore Ministry of Health.

b) "Joint Force Tracking Token" Users

To facilitate the tracking of contacts, travelers are required to carry the tokens with them wherever they go and are not allowed to exchange the tokens with others. Each token is uniquely tagged to the individual who registered it. Prior to departure from Singapore, visitors must return their Joint Forces Tracking Tokens in person to any of the following locations: the Departure Hall at Changi Airport, Sillydale Business Aviation Center at Sillydale Airport, Upland Checkpoint, Checkpoint Tuesday, or the counters at Tanah Merah Ferry Terminal. Travelers who fail to return the tokens in person before leaving Singapore will forfeit a S$50 deposit.

The S$50 deposit will be refunded if:

The visitor's returned token belongs to him/her; and

The visitor has made a deposit for the returned token; and

The visitor returns the token in person.

Returned tokens will be kept securely for 21 days from the date of return. If the visitor tests positive for NKP during or within the first 21 days after departure from Singapore, the data in the token will be uploaded as required by the Singapore Ministry of Health.

Registration and Payment on Arrival for New Crown Pneumonia Polymerase Chain Reaction Test

Tourists should also register and pay for the New Crown Pneumonia Polymerase Chain Reaction Test fee (SGD$160) prior to arrival in Singapore. Note: Children under the age of 3 years in this calendar year are not required to undergo the New Crown Pneumonia Polymerase Chain Reaction (NCPR) test at the airport upon arrival in Singapore. Check-in at the departure airport.

When checking in at the departure airport, travelers must present to the airline staff: a valid ATP approval letter (electronic or physical) applicable for the stipulated period of entry into Singapore; a valid visa (for travelers who require a visa); and a mobile device that has been downloaded with the Tracking Together app and whose profile has been registered on the app.

Four, Upon Arrival in Singapore

After arriving at Changi Airport:

On arrival, visitors who are not permitted to shop or eat at the airport, but who can purchase Singapore dollars or SIM cards, or rent a cell phone, should do so at the airport transit area before proceeding with immigration formalities. This is because tourists must leave the airport immediately upon arrival for the SGP PCMR test and undergo quarantine at their declared place of residence until the test result is confirmed negative. Please refer to the "Transportation from Airport to Accommodation" section below.

Arrival and Departure Procedures:

On entry into Singapore, visitors must present to the Singapore ICA officer: a valid letter of approval for an Air Travel Pass (electronic or paper) applicable to the specified period of entry into Singapore; a valid visa (for passport holders requiring a visa); and an electronic or physical copy of their travel insurance policy. The minimum coverage for medical and hospitalization expenses related to SGD 30,000; and a mobile device that has downloaded the Heli Tracker App and registered personal data on the app (or Heli Tracker Token for token-eligible persons)*. Visitors who do not fulfill any of the above criteria may be denied entry by SICA.

*Visitors must activate the app by clicking on the "Activate App" button on the screen of their Joint Force Tracking app and follow the instructions immediately after completing the Singapore entry process.

Transportation from Airport to Accommodation

Visitors arriving in Singapore with ATP will be subjected to a PCR test at the airport. The cost of the test in Singapore is shown below. Travelers are advised to register and pay for the test prior to arrival to shorten the associated administration process.

Passengers will be notified of the results of their Polymerase Chain Reaction Tests either by phone or in person. Passengers with Singpass accounts can log on to HealthHub to access their polymerase chain reaction test results.

After the test is completed, the visitor must travel immediately from the airport by private transportation, cab or private cab to their declared accommodation (which must be non-residential and in a separate room with an attached toilet) where they will be quarantined until they are informed that the test results are negative. The visitor shall also be responsible for any transportation and accommodation costs incurred as a result.

Tourists entering Singapore on an Approved Air Travel Permit (ATP) can also be picked up from the airport by their company/family/friends in a private vehicle. No more than one person should pick up the guest from the airport. Passengers must be transported directly to their declared accommodation and then await the results of the Polymerase Chain Reaction (PCR) test. Everyone in the private vehicle must wear a mask throughout and the following precautions are highly recommended: visitors should sit alone in the back seat with the front passenger seat empty. If you pick up more than one tourist, passengers traveling in the same vehicle should have the same travel history to the same declared residence. If possible, close the windows and turn off the air conditioning. The driver should wipe down the vehicle after the tourists get off at their declared residence.

Self-isolation and notification on arrival

New Crown Pneumonia PCR results will be available within 48 hours of arrival. Once passengers are informed that they have tested negative for New Crown Pneumonia, they can leave their quarantine accommodation and carry out their activities in Singapore. If it is positive, you will need to be treated for New Crown Pneumonia and pay for the associated medical expenses.

V. During and after your stay in Singapore

Compliance with existing public **** hygiene measures in Singapore

Visitors are required to comply with existing public **** hygiene measures during their stay in Singapore, including the wearing of facemasks and keeping a safe distance.

Heli activation and retention

For those who have installed the Heli Tracker app on their mobile phones: travelers must activate the app on their mobile devices during their stay in Singapore and retain the data on the Heli Tracker app for a period of 21 consecutive days after leaving Singapore. This is to prevent travelers from uploading all data in the Heli Tracker app during their departure from Singapore or within the first 21 days after their departure, as required by the Singapore Ministry of Health. For those using the Joint Forces Tracking Token: as the token uniquely tags each individual, passengers are reminded to carry it with them wherever they go and not to exchange it with others. Before leaving Singapore, visitors must return their tokens in person at the designated booths/counters set up at the checkpoints.

Extension of Visa while in Singapore:

Tourists traveling in Singapore for social purposes or seeking medical treatment who need to stay longer can submit an application for extension of stay (not exceeding 89 days from the date of entry) through the Online Access to eServices (OATS). All extension applications must be submitted online at least 7 days prior to the expiry date of the pass. Counter processing is not accepted.
