I. Situation of Geological Survey Team
Shaanxi is a large province of geological survey team. As of the end of 2006, the localized geological survey departments in Shaanxi include the Provincial Bureau of Geology and Mining, the Northwest Nonferrous Geological Survey Bureau, the Provincial Bureau of Coalfield Geology, and the Provincial Bureau of Geology for the Nuclear Industry and other four bureaus, with 53 legal entities under their jurisdiction at the division level. Geological survey units directly under the central government include Metallurgical Northwest Bureau, Shaanxi General Bureau of Building Materials, Shaanxi Geological Survey Institute of Sinochem, the Fifth Armed Police Gold Detachment, Xi'an Institute of Geological Research, and the Nuclear Industry Institute of Twenty-three, and six other units. State-owned geological exploration units are still the main force of geological exploration in the province. In addition, there are 39 units with the qualification of geological exploration, such as the Provincial General Station of Geological and Environmental Monitoring, coal mines, construction, hydropower, science and education and other industrial units and social units. The province's geological survey industry has 22,200 employees, down from 22,600 in 2005. Geological survey employees 11,200 people, including 6,362 technicians (4,803 geoscientific professionals and technicians, 1,415 senior technicians and 2,332 intermediate technicians), an increase of 2.5% over 2005; engineering survey and construction employees 2,071 people, a decrease of 0.4% over 2005; mining development employees 799 people, an increase of 2%; 5,457 employees in other industries, down 3% from 2005; average annual labor compensation of employees of 17,100 yuan, up 0.18 million yuan from 2005; 17,500 retired personnel, per capita annual funding of 16,700 yuan, all of them have a certain degree of growth from 2005. The above can be seen, due to the lack of geological talent succession, the industry continues to reduce the number of employees. However, by the mining market continues to warm up, geological exploration, mining development practitioners increased, mainly from the geological exploration units within the work of exploration and other industry personnel return.
The province's 81 units have 293 geological exploration qualifications, of which the highest for the Class A qualification of 47 units, the highest for the Class B qualification of 9 units, the highest for the Class C qualification of 25 units. By qualification level: 95 Class A qualifications; 85 Class B qualifications; 113 Class C qualifications. According to qualification categories: 15 regional geological surveys; 41 hydrogeological engineering geological and environmental geological surveys; 65 solid mineral surveys; 27 liquid mineral surveys; 8 gas mineral surveys; 30 geophysical surveys; 22 geochemical surveys; 7 remote sensing geological surveys; 50 survey engineering and construction; 26 rock and mineral appraisal and rock and mineral testing; and 2 metallurgical processing tests. Compared with the 71 geologic survey qualification units in 2005, there were 10 additional social geologic survey units in 2006, of which one was a Class B survey engineering construction (drilling) unit, four were Class C solid minerals survey units and five were Class C survey engineering construction (drilling) units.

Provincial Coalfield Geological Bureau basically did not undertake engineering survey projects. Geological exploration units engaged in a variety of business industry most of the smaller scale, unclear market positioning, lack of management experience, market competitiveness is insufficient, did not form an economic growth point.
Three, the implementation of preferential policies for the reform of geological exploration units
1. Geological exploration fee base
Provincial Department of Finance are timely allocation of monthly, the Bureau of Geological Exploration Fee in accordance with the provisions of the main costs for retirees, geological exploration work and recurrent costs, etc., to ensure that the earmarked.
2. Transfer to the national capital
In accordance with the provisions of the prospecting rights price needs to be transferred to the national capital of the Ministry of Finance, the Ministry of Land and Resources for joint approval, the province has not yet approved a case.
3. Loan subsidies
The local exploration units since the localization of the financial subsidies for the organization of geophysical exploration units since the transfer of production, the arrangement of staff re-employment in the bank loan applications, the provincial financial regulations are given to the subsidized interest rate.
4. Tax incentives
Currently, the localization of the geological exploration department only budget allocations do not pay taxes, other external operating income to make up for the lack of funds and for the resettlement of laid-off workers to create business income are taxed, especially in the income tax policy has not yet been treated the same as the institutions.
5. Preferential re-employment of laid-off workers
The Provincial Bureau of Geology and Mining has handled some of the preferential certificates for laid-off workers, while other bureaus have not. However, the basic cost of living is still paid by the units themselves.
6. Retiree Pension
Retirees are managed by the bureaus and the cost comes from the geochemical exploration fee. At present, none of the territorialized geochemical exploration units have been restructured into enterprises, so they are not under social coordination and have no source of funding.
7. Disposal of state-owned allocated land use rights
The provincial government has issued documents to implement.
8. Capital investment subsidies
The National Development and Reform Commission had some subsidies in 2006.
9. Housing Reform Expenditures
Because of the unfunded source of funds, together with the provincial units, none of them have been monetized.
10. Wage increase
has been realized and enjoys the same treatment with the institutions.
11. Basic medical insurance, unemployment, work-related injuries and maternity insurance
Bureaus and agencies have been into the medical insurance, other personnel due to the lack of funding sources have not yet been implemented.
Four, state-owned geological exploration unit "Eleventh Five-Year" reform and development of the vision
"Eleventh Five-Year" period, further implementation of the State Council, the provincial people's government on the reform of the management system of geological exploration team program and views, in accordance with the Ministry of Enterprise The principle of separation, and actively promote the reform of state-owned geological exploration units in our province. Our department has suggested the provincial government to set up a leading group for the reform of geological exploration unit system composed of Provincial Editorial Office, Personnel Office, Land and Resources Department, Finance Department, Development and Reform Commission, Labor and Social Security Department, Construction Department, Policy Research Office, and four provincial geological exploration units, which is responsible for the implementation of preferential policies, formulation of the reform plan, and step-by-step implementation of the reform plan in accordance with the idea of "making up for the arrearage, divestment, restructuring and reorganization".
(A) make up the arrears
Measures to effectively solve the geological exploration units, "three gold", housing difficulties, insufficient capital funding, historical debt and other legacy issues. Formulate detailed solutions, implement responsibilities, clear sources of funding, and create conditions for the reform of geological exploration units.
(ii) divestment
Divestment of retired personnel, funding cuts a single management, by the geological exploration units on behalf of or into the social security system of the provincial institutions; divestment of the function of running the community, the geological exploration units under the schools, hospitals, etc. according to the principle of territoriality and categorization of the local government and departmental management.
(C) restructuring
Reform the current management system of institutions, and gradually establish a modern enterprise management system. In personnel management, to the end of 2006 as a limit, in accordance with the "old man old ways, new people new policies", the original employee status, position, rank and so on all into the archives, retirement according to the status of the cause. New recruits are employed by the unit on an autonomous basis in accordance with the enterprise approach. In terms of establishment and fund management, the balance of the retirement expenses cut out in 2006 is taken as the base, and the policy of "retiring one and reducing one" is implemented according to the original staff. Funds are underwritten and self-supporting. After the reform, the geological exploration unit in accordance with the requirements of enterprise management, in personnel management, the original employee status, position, rank and so on all into the archives, the implementation of post management; in the distribution system, the establishment of job, performance and equity distribution based on the wage distribution system, operators gradually implement the annual salary system; in the management of labor, all employees to implement the system of employment and labor contract system.
(D) reorganization
In the initial stage, the Bureau as a unit, through the adjustment and optimization of industrial structure, integration of assets, highlighting the geological survey, mining development, engineering survey and other main industries, the use of existing assets and equipment, human resources and technical advantages and acquired mineral rights, to participate in the development of resources, and entrepreneurial operation and management. Later, in due course, the formation of Shaanxi Province Geological Exploration Enterprise Group.
