Capacity Building of National Geological and Environmental Monitoring
I. Basic Situation of Geological and Environmental Monitoring Institutions
Geological and environmental monitoring institutions in Hainan Province consist of the General Station of Geological and Environmental Monitoring of Hainan Province (under the Department of Land and Resources of Hainan Province), with no sub-stations.The total number of employees in service at the end of 2008 was 30, with 20 technicians of various types and 10 others, and 12 persons with senior and middle-level There are 12 people with professional and technical positions (see table).

The predecessor of Hainan Provincial General Station of Geological Environment Monitoring was Haikou Groundwater Monitoring Station, which was established in 1981, and was formally set up by the former Ministry of Geology and Mineral Resources in 1991 as a part of the Bureau of Geology and Mineral Resources of Hainan Province. On March 20, 2003, Hainan Provincial Institutional Preparation Committee will be adjusted to the level of the Department. 2007 at the end of the administrative unit subordinate to the Department of Land, Environment and Resources of Hainan Province. Under the office, financial office, hydrogeology room, geotechnical engineering room, environmental geology room, information synthesis room, geology and minerals room and other sections. The main responsibilities are: responsible for the province's geo-environmental monitoring, geological disaster investigation and evaluation and forecasting and early warning work, for the government to formulate land and resources planning, management, protection and rational development and utilization of decision-making to provide a scientific basis for the national economy and social development to provide geo-environmental information and other public welfare services.
Second, the monitoring network construction
At present, Hainan Province in the groundwater environment, geological disasters and other aspects of the monitoring work.
Dynamic monitoring of groundwater in Hainan Province mainly includes dynamic monitoring of groundwater in Haikou City as well as dynamic monitoring of thermal and mineral water in Guantang, Qionghai City, Xinglong, Wanning City, Lanyang Farms in Danzhou City, Phoenix Villa and Lychee Gully in Sanya City, etc. As of the end of 2008, there were 35 monitoring points in ****, of which 11 were national-level monitoring points and 24 were provincial-level monitoring points.
Thirty-five monitoring points in the city of Haikou has 30 monitoring points, monitoring area of 1100km2, control of 5 aquifers (10 diving points, 2 points of the 1st layer of pressurized water, 12 points of the 2nd layer of pressurized water, 5 points of the 3rd layer of pressurized water, the 5th layer of pressurized water, 1 point); monitoring projects are mainly for the groundwater level, water quality and water temperature; the frequency of monitoring the level for the level of water level 3 times a month; water quality, The frequency of water level monitoring is 3 times per month; the frequency of water quality and water temperature monitoring is 2 times per year. Monitoring points in other areas include 1 in Sanya City, 1 in Guantang, Qionghai City, 2 in Xinglong, Wanning City, and 1 in Lanyang Farm, Danzhou City, to monitor the dynamics of thermal and mineral water respectively; the frequency of water level monitoring is 3 times per month; and the frequency of water quality and water temperature monitoring is 2 times per year.
Groundwater dynamics monitoring tools, in Haikou City for professional observers self-testing, other cities and counties by the total station professionals trained and qualified mass monitoring. The monitoring tools are measuring bells and ropes, and the ropes are regularly calibrated every month, so the data are reliable.
Geological disaster monitoring network 162 points, mainly in the central mountainous areas prone to geological disasters, basically covering the more serious sudden geological disasters in cities and counties. The monitoring points are all geologic disaster group monitoring and prevention points.

Hainan Province, geo-environmental monitoring equipment (equipment) mainly includes: 1 vehicle; measuring clock, measuring rope, 4 sets of multimeters; 4 sets of handheld GPS; 2 sets of data processing equipment.

Four, informationization construction
(a) Construction of meteorological forecast and early warning system for geological disasters
In order to better promote the prevention and control of geologic hazards and to effectively mitigate and avoid loss of life and property caused by geologic hazards, and to promote the sustainable development of the economy and the society, Hainan Province Land and Environment Resources and Environmental Resources and Environmental Protection Bureau of the Ministry of Land, Infrastructure, Transport and Tourism of the People's Republic of China has been working on the construction of a geologic disaster prevention and control system. At the end of 2003, the Department of Land, Environment and Resources of Hainan Province, in cooperation with the Meteorological Bureau of Hainan Province, entrusted the General Station of Geological and Environmental Monitoring of Hainan Province to carry out meteorological forecasting and warning of geologic disasters during the flood season in Hainan Province. In order to meet the demand for meteorological forecasting and early warning of geological disasters, the General Station of Geological and Environmental Monitoring of Hainan Province specially set up a project team in 2004, configured equipment and software, and established a duty system and consultation mechanism, which provided an ideal platform for information transmission, release, consultation and product production for the forecasting and early warning work.
(II) Construction of Geological Environment Database
At present, the Hainan Provincial General Station of Geological Environment Monitoring has set up the database of groundwater dynamics, the database of municipal (county) geologic disaster survey, the database of mine geologic environment survey, and the database of abandoned mine shaft survey. Among them, the groundwater dynamic monitoring information system, geological disaster survey and zoning database, mine geological environment survey database is more complete, the data management situation is normal, abandoned mine wells survey database is under construction.
V. Main Monitoring Achievements and Services
Over the years, the total station's geo-environmental monitoring work has achieved a large amount of monitoring data and comprehensive research results, which provide valuable basic information and scientific decision-making basis for the province's national economic construction and development.

In June 2004, the Department of Land and Resources of Hainan Province and the Provincial Meteorological Bureau jointly carried out the meteorological forecast and warning work of geologic disasters in Hainan Province, and since 2004, it has issued forecasts of geologic disasters of the third level or above 30 times through Hainan TV, providing more time-sensitive information on geologic disaster prevention for all levels of the government and all sectors of the society, and the disaster prevention and mitigation effect has been remarkable.
Sixth, the legal system
1. September 29, 1997, by the Hainan Provincial People's Government of the 157th executive meeting passed the "Hainan Provincial Geological Environment Management Measures", on November 21, the same year, issued by Government Decree No. 107 to take effect.
2. November 2007, completed the "Hainan Provincial Geological Environment Management Regulations" (draft for review), and submitted to the Provincial Legislative Affairs Office, is now included in the Hainan Provincial Government regulations and construction of legislative programs.
