Newly built residential areas and newly established units that are not included in the domestic garbage collection system shall declare the amount and type of generation to the municipal or district or county amenities and sanitation departments in accordance with the following provisions:
(1) Residents' domestic garbage shall be declared to the district or county amenities and sanitation departments by the property service enterprises in residential areas where property management is practiced; residential areas where property management is not practiced shall be declared to the municipal or county amenities and sanitation departments by the construction units or house owners.
