The report serves as a guideline for the modification and improvement of the special program. \x0d\ Article 12 The construction unit shall modify and improve the special program according to the demonstration report, and shall be signed by the construction unit's technical leader, the project superintendent engineer, and the construction unit's project leader before organizing and implementing the program. \x0d\\ The implementation of construction general contracting, should be signed by the construction general contractor, the relevant specialized contracting unit technical responsible person. \x0d\ Article 13 The special program is subject to major modifications after the demonstration, the construction unit shall be modified in accordance with the demonstration report and re-organize the demonstration by experts. \x0d\ Article 14 The construction unit shall organize construction in strict accordance with the special program and shall not modify or adjust the special program without authorization. \x0d\ such as changes in design, structure, external environment and other factors need to be modified, the modified special program should be re-examined in accordance with Article VIII of these measures. For more than a certain size of the special program of large-scale hazardous projects, the construction unit should re-organize experts to demonstrate. \x0d\ Article 15 Before the implementation of the special program, the preparer or the project technical person in charge shall conduct a safety technical briefing to the site managers and operators. \x0d\ Article 16 The construction unit shall designate a person to carry out on-site supervision of the implementation of the special program and monitoring in accordance with the regulations. Found not in accordance with the special program construction, should be required to immediately rectify; found that there is a danger to personal safety emergency, should immediately organize the evacuation of operating personnel from the danger zone. \x0d\ The technical person in charge of the construction unit shall regularly inspect the implementation of the special program. \x0d\ Article 17 For the dangerous sub-parts of the project that need to be accepted according to the regulations, the construction unit and the supervisory unit shall organize the relevant personnel to carry out acceptance. If the acceptance is qualified, only after the signature of the technical person in charge of the project of the construction unit and the project superintendent and supervising engineer can the project proceed to the next process. \x0d\ Article 18 Supervision units shall include the more dangerous sub-parts of the project in the supervision planning and supervision implementation details, and shall develop safety supervision workflow, methods and measures for the characteristics of the project, the surrounding environment and the construction process. \x0d\ Article 19 Supervision unit shall carry out on-site supervision of the implementation of the special program; the implementation of the special program is not according to the special program should be ordered to rectify, the construction unit refuses to rectify the construction unit should be promptly reported to the construction unit; the construction unit receives the report of the supervisory unit, shall immediately order the construction unit to stop work and rectify the construction unit; the construction unit still does not stop work and rectify the construction unit should be promptly reported to the housing and urban-rural construction Department in charge of the report. \x0d\ Article 20 The competent departments of housing and urban-rural construction in each locality shall establish an expert pool according to professional categories. The professional categories and the number of experts in the expert pool shall be set up according to the local actual situation. \x0d\ The list of experts shall be publicized. \x0d\ Article 21 The experts in the expert pool shall have the following basic conditions: \x0d\ (a) honesty, integrity, decent style and academic rigor; \x0d\ (b) more than 15 years of professional work or rich professional experience; \x0d\ (c) senior professional and technical titles. \x0d\ Article 22 The competent departments of housing and urban-rural construction in each region shall, in accordance with the actual situation in the region, formulate methods of examination of qualifications of experts and management system and establish integrity files of experts, and update the expert database in a timely manner. \x0d\ Article 23 If a construction unit fails to provide a list of dangerous sub-items and safety management measures in accordance with the regulations, fails to order the construction unit to stop work and rectify the situation, and fails to report to the competent department of housing and urban-rural construction; if a construction unit fails to prepare and implement a special program in accordance with the regulations; and if a supervision unit fails to review the special program or fails to supervise a dangerous sub-item project in accordance with the regulations; the housing The competent department of urban and rural construction shall be penalized in accordance with relevant laws and regulations. \x0d\ Article 24 The competent departments of housing and urban-rural construction in each region may take into account the actual situation in the region and formulate implementation rules in accordance with these Measures. \x0d\ Article 25 These Measures shall be implemented from the date of promulgation.
