Public security, fire, transportation, civil affairs, communications, shipping and other relevant departments shall, in accordance with their respective responsibilities, actively cooperate with the health administrative department to do a good job in social emergency medical work. Designated as a three-level hospital of the Ministry, provinces, municipal hospitals, hospitals and military hospitals, hospitals and enterprises comprehensive emergency department for the central emergency station; designated as a two-level hospitals, district, county and municipal hospitals, hospitals and enterprises comprehensive emergency room for the first aid station. City streets and rural townships of the health center for the grass-roots first aid station, its duties are:

(2) publicize first aid common sense. Article VII first aid stations at all levels should be in accordance with the provisions of the municipal health administrative department of social emergency medical equipment, equipment and medical personnel, and according to the provisions of the social emergency medical equipment, equipment repair, maintenance. Article VIII first aid stations at all levels shall establish and implement the emergency physicians, nurses before training and education system. Article 10 The first aid stations with ambulances shall establish a management system for the use of ambulances, specialize in the implementation of dedicated vehicles, and ensure that the first-line ambulances operate normally 24 hours a day. After receiving information on the call for help, ambulances are dispatched within 5 minutes in the daytime and 10 minutes at night.
No unit or individual may use the first-line ambulance to perform non-emergency tasks without authorization. Driving cars, ships and other means of transportation drivers and staff, shall not refuse to carry the sick and wounded call for help. Article XVI of the telecommunications sector must ensure that the "120" call for help line phone smooth, and in a timely manner to the Guangzhou Emergency Medical Command Center to provide the required technology and information. Article XVII of the ambulance in the implementation of emergency missions, the relevant departments and personnel should be convenient. Article 18 The transportation stations, swimming pools, tourist attractions and disaster-prone enterprises and institutions, should establish professional or mass rescue organizations, and in accordance with the provisions of the municipal health administrative departments to configure the emergency medical equipment. Article 19 of the press, film and television, radio and other publicity media, should be publicized to the public to save the spirit of saving lives and popularize the disaster rescue, self-help, mutual rescue knowledge, improve the first aid awareness and skills.
