Conditions for opening a clinic
Individuals who set up clinics in urban areas and counties must meet the following conditions in addition to the circumstances specified in the third paragraph of this article:
1. passed the examination of doctor's practice technology and obtained the doctor's practice certificate;
2. After obtaining the "Physician's Practice Certificate" or the title of physician, he has been engaged in clinical work in the same profession for more than 5 years in medical institutions above the second level;
3. Have a certificate of permanent residence in the region and a resident ID card;
4. After the examination of the opening of the health administrative department, the certificate was obtained.
Individuals setting up clinics in towns and villages must meet the following conditions:
1. passed the examination of doctor's practice technology and obtained the doctor's practice certificate;
2. After obtaining the "Physician's Practice Certificate" or the title of physician, he has been engaged in clinical work in the same profession for more than 3 years in a medical institution above the first level; Or after obtaining the title of healer, he has been engaged in clinical work in the same profession for more than 8 years in a medical institution above the first level;
3 in the administrative area of the county (city) has a permanent residence certificate and identity card;
4. After the examination of the opening of the health administrative department, the certificate was obtained.
Four. Declaration and approval procedures
1. Individuals and units apply for setting up clinics, and submit application for preparation to the District Health Bureau.
2. The District Health Bureau accepts qualified applications and comments on their medical technical qualifications, practice conditions and feasibility analysis report.
3. For the applicants who have passed the evaluation, the District Health Bureau will make a decision on approval or disapproval according to the Plan for the Establishment of Medical Institutions. For the approved applicants, the District Health Bureau will issue the Approval Letter for the Establishment of Medical Institutions. If it is not approved, it shall explain the reasons in writing and inform the applicant.
4. Those who have obtained the Approval Letter for the Establishment of Medical Institutions shall prepare for the establishment in accordance with the Basic Standards for Medical Institutions. After the preparation work is completed, they shall apply to the District Health Bureau for practice registration.
5. The District Health Bureau shall, within 30 days from the date of accepting the application for practice registration, review and conduct on-the-spot investigation on the preparation, and conduct spot checks on the basic knowledge and skills of disinfection, isolation and aseptic operation of relevant employees. For qualified institutions, the District Health Bureau shall issue the Practice License for Medical Institutions; If the examination fails, it shall explain the reasons in writing and notify the applicant.
