The municipal administrative department of commerce is responsible for establishing the recycling network of renewable resources in this Municipality, formulating relevant technical specifications and recycling catalogue of renewable resources, and improving the recycling rate of resources.
Education, Guangzhou talent service management, environmental protection, culture, radio, film and television, press and publication, health and family planning, quality and technical supervision, tourism and other administrative departments and urban management comprehensive law enforcement agencies shall, according to their respective functions and duties, cooperate in the classified management of domestic waste. Article 7 The town people's government and sub-district offices, under the guidance of the district urban management administrative department, are responsible for the classified management of domestic garbage within their respective jurisdictions, and organize units and individuals within their respective jurisdictions to participate in the reduction and classification of domestic garbage.
The residents' committees and villagers' committees shall publicize and guide the classification of domestic waste, and cooperate with the town people's government and street offices to organize and urge property service enterprises, residents and villagers to carry out the classification of domestic waste.
The owners' committee and the realty service enterprise shall carry out the propaganda work of domestic waste classification in the local community, mobilize the community residents to reduce and classify domestic waste, and supervise the community cleaning personnel to do a good job in the classified collection of domestic waste. Eighth environmental sanitation, renewable resources, property management, catering, hotels and other related industry associations. , should be the source of domestic waste reduction and classification into the industry management standards and self-discipline norms, guide and urge member units to abide by these provisions.
Encourage trade unions, Communist Youth League, women's federations, volunteer organizations, environmental protection organizations and other social groups to give full play to their respective advantages, publicize the knowledge of source reduction of domestic waste, resource recycling and waste classification, carry out social practice activities, and promote all sectors of society to participate in domestic waste classification. Article 9 The municipal administrative department of urban management shall, in accordance with the national economic and social development plan, the overall urban planning and the overall land use planning, formulate the professional planning of environmental sanitation in conjunction with the relevant administrative departments of development and reform, commerce, land planning, environmental protection, urban and rural housing construction, agriculture and other relevant national standards and norms. Professional planning should include the construction arrangement of domestic garbage collection and transportation, recycling and sorting of renewable resources, and final treatment facilities, including construction site, scale and treatment methods. Land for domestic waste treatment facilities shall be included in the scope of protection of urban yellow line, and unauthorized occupation or change of use is prohibited. Domestic waste disposal fees shall be earmarked for the reduction, classification, collection, transportation and disposal of domestic waste, and it is strictly prohibited to use them for other purposes. Article 11 The administrative departments in charge of urban management at all levels in this Municipality and the administrative departments in charge of culture, radio, film and television, press and publication, tourism, and personnel service management in Guangzhou shall use radio, television, newspapers, outdoor advertisements, bus videos, architectural videos, websites, atlases and other propaganda media to enhance citizens' awareness of classification and cultivate citizens' classification habits. Radio stations, TV stations, newspapers, periodicals and other news media in this Municipality shall, in accordance with the provisions of relevant laws and regulations, arrange public welfare publicity content related to the classification of municipal solid waste. The news media shall, according to the requirements of the municipal administrative department of urban management, set up a publicity column for the classification of domestic waste, and regularly publish a certain proportion of public welfare domestic waste classified advertisements free of charge every week.
The education administrative departments at all levels in this Municipality shall incorporate the knowledge of source reduction and classification of domestic waste into the teaching content and social practice of primary and secondary schools and kindergartens.
Managers of public facilities and places such as shopping malls, bazaars, subways, airports, stations, docks, stadiums, parks and tourist attractions. Publicity and education on the classification of domestic waste should be carried out in various forms.
