I. Basic Situation of Orphans in our Province
1, Data on Orphans
According to the statistics of the Women's Federation of 21 prefectural-level cities in Guangdong Province in October 2006, there were 24,414,865 children and teenagers under the age of 18 in the province, of whom 39,666 were orphans, orphans accounted for 0.16% of the total number of children; Guangdong's orphans accounted for 6.92% of the total number of orphans in the country (573,000 orphans). According to the information from the Provincial Civil Affairs Department, among the orphans in Guangdong, 6,321 are centrally supported by social welfare institutions, accounting for 15.94% of the total number of orphans; 30,028 orphans are scattered in the society, accounting for 75.70% of the total number of orphans; and there are in fact 3,317 unsupported children (children of sentenced persons and those whose guardians are incapable of supporting them), accounting for 8.36% of the total number of orphans.
2. Distribution of Orphans
Orphans in our province are mainly distributed in coastal areas, limestone areas, and mountainous areas where economic development is relatively lagging. Such as: Huilai County, Lufeng City, Xinyi City, Gaozhou City, Lianjiang City, Wuchuan City, Luoding City, Qingxin County, Jiexi County, Huaji County, Yangchun Dongyuan County, and Haifeng County.
3, the government relief of orphans there are two main measures
One is institutionalization. The sum of the two items, social welfare institution support and government relief, amounted to 83.82%.
Objectively speaking, the provincial government departments at all levels have a wide coverage of orphans' relief (83.82%). There are still nearly 17% of orphans, for various reasons, did not enter the "low security", "five guarantees" protection network, even if they are included in the low security, five guarantees protection network, the relief provided by the government is very meager, it is difficult to ensure that the orphans of the normal life. Moreover, most orphans are raised by their elderly grandparents, grandparents or uncles, and their situation is worrying, their lives are worrying, their education is worrying, their growth is worrying, and some of them even have difficulty in getting enough to eat, so the problem of survival is the problem they most urgently need to solve.
4, social assistance

Two reasons to help orphans

After more than 20 years of hard work, our government from this year onwards in urban and rural areas across the country to implement the true meaning of nine years of compulsory education, exempting students below junior high school tuition and miscellaneous fees, "difficult to go to school" is no longer the mainstream problem of today's children and teenagers. Three, to help orphans to help orphans overall goal

2. Helping to teach
Linking with relevant associations and schools, we collaborate to carry out activities such as hand-in-hand, twinning, going out and inviting in. Focusing on spiritual communication with orphans and caring for their growth.
The Guangdong Provincial Women's Federation, the Guangdong Provincial Women and Children's Foundation, the Guangdong Provincial Organs Working Committee activated the "Ten Thousand Loving Parents" activity in March-June this year, the associations and individuals can choose orphans within a county or a town, and organize staff to one-on-one to help the poor, education, teaching and other forms of help. 3. Mutual aid
is a hand-holding activity between teenage students and orphans of the same age, focusing on the teenage students and orphans hand in hand **** growth, the holidays, teenage students can visit orphans in their hometowns, but also to invite the orphans to the teenagers' school home to live together. Teenage students understand the plight of orphans, will cherish today's life; orphans also feel the friendship and love of teenage students, in the future will double back to society.
