Chapter I General Provisions Article 1 For the inheritance and development of traditional Chinese medicine, give full play to the role of traditional Chinese medicine in medical and health care, to protect the people's health, according to the relevant national laws and regulations, combined with the actual situation in this province, the formulation of these regulations. Article 2 These Regulations shall apply to Chinese medicine (including the combination of Chinese and Western medicine) medical (including prevention, rehabilitation, health care), education, scientific research and other activities carried out in the administrative area of the province. Article 3 Chinese medicine is an important part of the national health services. Development of Chinese medicine shall inherit and give full play to the characteristics and advantages of Chinese medicine, and actively use modern science and technology to promote the development of Chinese medicine. Article 4 The health administrative departments at or above the county level shall be in charge of the cause of traditional Chinese medicine in their administrative regions. Provinces, cities (prefecture), counties (cities and districts) administration of traditional Chinese medicine is specifically responsible for the work of traditional Chinese medicine in the administrative region.

Provincial and municipal (prefecture) health administrative departments shall set up Chinese medicine management organization. Conditional counties (cities, districts), the health administrative department shall set up Chinese medicine management organization; not set up management organization of counties (cities, districts), the health administrative department shall be equipped with Chinese medicine full-time managers. Traditional Chinese medicine fees should be in the financial accounts in a separate line.

Local people's governments at or above the county level shall establish the development of traditional Chinese medicine special funds for the support of traditional Chinese medicine, education, research and development of key construction projects. Article VIII of the local people's governments at or above the county level shall incorporate the construction of traditional Chinese medical institutions into the regional health planning, medical institutions set up planning and urban construction master plan. Article 9 The local people's governments at or above the county level and the relevant departments in the establishment and improvement of the social medical insurance system, should be above the county level of traditional Chinese medicine medical institutions as a fixed point for the provision of medical services. Article 10 Local people's governments at or above the county level shall support the cause of rural traditional Chinese medicine, incorporate the cause of rural traditional Chinese medicine into the development plan for primary health care, and gradually improve the medical service network of rural traditional Chinese medicine. Article 11 The health administrative departments above the county level and their traditional Chinese medicine management institutions shall do a good job of excavating, collating, researching and utilizing traditional Chinese medicine literature and folk remedies, secret recipes, strengthen the collection and research of difficult medical cases, improve and promote the unique efficacy of traditional Chinese medicine diagnostic and treatment techniques, and in the funds, personnel and other aspects to be guaranteed. Article XII of the local people's governments at and above the county level and the relevant departments, Chinese medicine management institutions shall attach importance to the protection and development and utilization of Chinese herbal resources, encourage the research and creation of Chinese medicine products, the development of Chinese medicine industry. Article 13 Local people's governments at or above the county level and relevant departments shall take measures to stabilize and develop professional and technical teams of traditional Chinese medicine, and encourage traditional Chinese medicine personnel to engage in traditional Chinese medicine medical services in rural areas and at the grass-roots level. Chapter III Medical institutions and Chinese medicine personnel Article 14 The local people's governments at or above the county level and their health administrative departments shall give full play to the traditional advantages of local traditional Chinese medicine, and actively support and organize medical institutions specializing in Chinese medicine. Article XV medical institutions of traditional Chinese medicine business premises, medical instruments and professional and technical personnel shall meet the national or provincial standards. Article XVI of traditional Chinese medicine medical institutions should adhere to the characteristics of traditional Chinese medicine, give full play to the advantages of traditional Chinese medicine diagnostic and treatment techniques, and improve the comprehensive medical service capacity. Article XVII above the county level general hospitals must set up Chinese medicine and Chinese herbal pharmacy, and not less than five percent of the total number of beds set up Chinese medicine beds. Conditional general hospitals should be set up Chinese medicine ward.

Central health centers should be set up Chinese medicine and Chinese medicine room. Conditional areas should be set up Chinese medicine specialized medical institutions.

Township and village health centers should be equipped with a certain number of traditional Chinese medicine personnel and the necessary medical devices and equipment to provide traditional Chinese medicine medical services.

Village doctors in village health centers shall master the basic knowledge of traditional Chinese medicine and Chinese medicine diagnosis and treatment techniques to deal with common and frequent diseases. Article 18 practitioners of traditional Chinese medicine shall, in accordance with the relevant health management laws, administrative regulations, departmental rules and regulations through the qualification examination, and registered to obtain a practicing certificate before engaging in traditional Chinese medicine service activities.

To learn Chinese medicine in the form of teacher training, as well as people with expertise, shall, in accordance with the provisions of the State Council administrative department of health, through the licensed physician or physician assistant qualification examination, and after registration to obtain a certificate of practice of traditional Chinese medicine, before engaging in medical activities.

Persons engaged in Chinese medicine services in the countryside shall comply with the provisions of the Regulations on the Administration of the Practice of Rural Doctors. Article 19 Chinese medicine personnel shall abide by professional ethics, the implementation of the relevant rules and regulations and technical procedures, and improve the level of practice. Chapter IV Education and Scientific Research Article 20 Encourage multi-channel, multi-form development of traditional Chinese medicine education, and gradually establish and improve the appropriate scale, appropriate specialization, level and structure of the higher and secondary education system of traditional Chinese medicine, and the establishment of its matching clinical education base.
