The Office of Comprehensive Management of Social Security, development and reform, finance, planning, housing and urban-rural development, transportation, industrial information technology, quality supervision, electricity, communications management and other departments should be in their respective areas of responsibility to do a good job in the construction of public **** security video image information system, management, supervision and other related work. Article VII involves national security, commercial secrets of the public *** security video image information system construction, shall be implemented in accordance with relevant state regulations.
The use of public **** security video image information system shall not disclose state secrets and commercial secrets, shall protect the privacy of citizens and other legitimate rights and interests. Chapter II Planning and Construction Article 8 The public security organs of the people's governments at or above the county level in accordance with the needs of social public **** security, in conjunction with the development and reform, industry and information technology, transportation, housing and urban-rural construction, planning and other departments to prepare the administrative area of the public **** security video image information system construction planning, reported to the people's government at the same level for approval and then implemented.
People's governments at or above the county level shall coordinate the construction of public **** security video image information system in the administrative area in accordance with the construction plan, and make full use of and integrate existing resources to avoid duplication of construction. Article IX of the following places and parts involving public **** security should be constructed public **** security video image information system:
(a) radio, television, newspapers and other news organizations of the key parts;
(b) telecommunications, postal services, the key parts of the financial institutions;
(c) the development, production, sales and storage of hazardous substances unit of the key parts;

(vii) urban public **** transportation vehicles, passenger vehicles and passenger ships and other large and medium-sized public **** transportation vehicles of the key parts;
(viii) cultural and sports venues, squares, key cultural relics, museums, archives, exhibition venues, municipal underpasses, pedestrian streets, major public **** * channels and entrances and exits;
(ix) the main public **** channels and entrances and exits of large and medium-sized commercial outlets, large and medium-sized catering establishments, cinemas, theaters, entertainment venues, hotels, Internet access service business establishments.
Encourage and support other units, organizations and individuals in the provisions of Article X of these measures outside the premises and parts of the installation of public **** security video image information system. Article X of the following places and parts of the installation of public **** security video image information system is prohibited:
(1) hospitals, nursing homes and other medical institutions wards;
(2) hotels, guest rooms in hotels, entertainment venues, private rooms;
(3) group dormitory rooms;
(4) public **** dressing rooms, fitting rooms, locker rooms, rest rooms;
(v) public **** bathrooms, public **** toilets;
(vi) financial, insurance, securities institutions and other operating parts that may leak personal information;
(vii) election boxes, polling places and other nearby parts where the expression of one's will can be observed;
(viii) other places and parts of the premises that involve personal privacy. Article 11 The setting up of outdoor advertisements, the erection of pipelines or the installation of other facilities shall not impede the normal operation of the public **** security video image information system that has been legally installed.
Engaged in the activities provided for in the preceding paragraph, indeed, because of the needs of special circumstances can not guarantee the normal operation of the public **** security video image information system, can be rebuilt or relocated the system, but should ensure that the rebuilt or relocated system can operate normally. Article XII of the city's main entrances and exits, squares and important road sections, important traffic intersections and other public **** places and parts of the public **** security video image information system by the government to organize the construction and maintenance of the costs included in the budget of the same level of government.
