The people's governments at all levels in the autonomous prefectures and the relevant departments shall organize regular grassland fire prevention publicity and education activities, and raise the awareness of all citizens of fire prevention. Encourage and support scientific research on grassland fire prevention, and promote advanced fire prevention and fire fighting technology. Article 4 the autonomous prefectures, counties and municipal people's governments livestock (agriculture) and animal husbandry administrative departments in charge of grassland fire prevention in their administrative areas, the township people's government is responsible for grassland fire prevention in the township's administrative area.
The autonomous prefectures and counties, cities and township people's governments shall strengthen the leadership of grassland fire prevention work, and implement the administrative leadership responsibility system and departmental and unit leadership responsibility system. Article 5 of the grassland and forest junction or between counties, cities, townships, should establish fire prevention work joint defense system, determine the joint defense area, develop joint defense measures, and do a good job in the joint defense area of fire prevention work. Article 6 The duties of the grassland fire prevention authorities at all levels in the Autonomous Prefecture are:
(1) to carry out the implementation of the relevant national grassland fire prevention laws, regulations and these regulations;
(2) to formulate grassland fire prevention planning, preplanning, and inspection of the construction of grassland fire prevention facilities;
(3) to organize the relevant departments to carry out the work of preventing and combating grassland fires, and to cooperate with the relevant units in investigating and dealing with the fire cases. Chapter II Prevention of Grassland Fire Article 7 The grassland fire prevention period in the Autonomous Prefecture is from October to May each year. The people's governments of counties, cities and townships shall, in the event of high temperature, drought, gale and other risky weather during the grassland fire prevention period, delineate grassland fire prevention control zones, stipulate the period of grassland fire prevention control, and have the right to carry out fire prevention safety inspections on vehicles and people entering the grassland. Article 8 State-run ranches, military ranches and other enterprises and institutions shall be responsible for grassland fire prevention in their own areas. Article 9 During the grassland fire control period, wildfire is prohibited in the grassland. Due to special circumstances of the use of fire, must comply with the following provisions:
(a) due to epidemics contamination or renewal of grassland, the need for area rotation burning, must be approved by the people's government of the township and reported to the county fire prevention department for the record. The fire unit should inform the four neighbors in time, and should make the fire isolation zone in advance, prepare the fire-fighting tools, and prevent the fire from occurring.
(2) in the grassland engaged in pastoral production or other production of people, need to production, life and other fire, must take the necessary fire prevention measures. After using fire, they must extinguish the remaining fire, and it is forbidden to discard fire and dump the fire-bearing ashes. Article 10 The forest edge or grassland between forests shall not be set on fire to burn the land, and the ash shall be burned to accumulate fertilizers. Article 11 During the period of grassland fire prevention, all kinds of motorized vehicles operating on the grassland and passing through the grassland must be installed with fire prevention devices and take effective measures to prevent fire caused by fire leakage and spraying. Passengers, the driver and helpers should be educated on fire prevention, and it is strictly prohibited to discard the fire. Article XII in the grassland area of the township, village settlements, industrial and mining enterprises, schools, barracks, ranches, etc. to strengthen the management of living fire.
The grassland fire prevention period, approved by the live-fire exercises, blasting and other activities, to implement fire prevention measures, make preparations to extinguish the fire before they can be carried out. Article XIII of the autonomous prefectural people's governments at all levels should be planned grassland fire prevention facilities:
(a) pastoral counties and cities should be established grassland fire monitoring network points, equipped with fire-fighting equipment, communication equipment and monitoring equipment.
(2) the pastoral key construction projects, must include grassland fire prevention facilities construction. Article 14 The meteorological department shall, according to the requirements of grassland fire prevention, do a good job of grassland fire weather forecasting and prediction. Chapter III grassland fire fighting and treatment of Article 15 Any unit or individual found grassland fire, must immediately fight, and promptly report to the local people's government or grassland fire prevention department. The local people's government or the grassland fire prevention department receives the report, must immediately organize the fight, and at the same time reported to the next level. Article 16 The local people's government shall unify the command of fighting and dealing with the grassland fire. The unit or individual who receives the order to put out the fire must quickly rush to the designated place and put out the fire with full strength. Public security, meteorology, transportation, post and telecommunications, civil affairs, food, commerce, supply and marketing, supplies, tourism, health departments should go all out and actively cooperate.
Fighting grassland fire, shall not mobilize the disabled, pregnant women and children and teenagers to participate. Article XVII after fighting grassland fires, must be a comprehensive inspection of the scene, and retained personnel to monitor the fire, the complete elimination of residual fire and its hidden dangers, grassland fire prevention authorities to check and acceptance before withdrawing the monitoring personnel. Article 18 of the fire fighting in the medical, pension, travel expenses, living subsidies paid in accordance with the following provisions:
(1) due to fighting grassland fires injured, disabled or sacrificed, in accordance with the relevant provisions of the local people's government to give medical treatment, assessment of disability, pension.
(ii) state employees to participate in fighting fires during the wages, travel expenses paid by their units.
(3) The living allowance during the participation of state employees in fire-fighting, the allowance for loss of work and living allowance during the participation of non-state employees in fire-fighting, as well as other expenses consumed during the fire-fighting, shall be paid by the unit responsible for the fire or the person responsible for the fire in accordance with the standards stipulated in the relevant regulations; if the cause of the fire is not clear, it shall be paid by the unit which started the fire; and the portion of the part which the unit responsible for the fire, the person responsible for the fire or the unit which started the fire is really incapable of paying, it shall be paid by the local people's government to pay.
