The rail transit operation referred to in these regulations, including traffic organization, passenger organization and service, equipment and facilities operation and maintenance, station and vehicle base management, operational safety management and other work.
The rail transit equipment and facilities referred to in these regulations, refers to the track, roadbed, tunnel, elevated, train, station (including entrances and exits, passages), wind kiosks, cooling towers, substations, control centers, electromechanical systems, communication and signaling systems, etc., in order to ensure the normal and safe operation of the rail transit system. Article 4 The operation and management of rail transit shall follow the principles of scientific management, standardized service, safe operation, high efficiency and convenience. Article 5 The competent department of municipal transportation is responsible for the supervision and management of rail transit operations, and the municipal public **** transportation passenger management agency (hereinafter referred to as the operations management agency) is responsible for the specific implementation.
The relevant departments and units of the municipal people's government shall, in accordance with their respective responsibilities *** with the work related to rail transit operations management.
Rail transit along the county (city) people's government shall assist in operational safety management, emergency response and other related work. Article VI of the municipal people's government to determine the rail transit operators (hereinafter referred to as the operating unit) is specifically responsible for rail transit operations and management, and in accordance with the authorization of these regulations on the provisions of Article 18 of the violations of administrative penalties. Law enforcement officers of the operating unit shall obtain valid law enforcement documents, standardized law enforcement, civilized law enforcement. The public shall comply with the provisions of the rail transit operation and management, the right to complain, report behavior that endangers the operation of safety.
Newspapers, radio stations, television stations, news sites and other news media and other relevant units, should cooperate with the publicity and education work of rail transit operations safety. Chapter II operation organization and management of Article VIII city and county (city) people's government shall establish a rail transit work coordination mechanism to strengthen rail transit planning, construction and operation of integrated management.
The relevant departments of the municipal and county (city) people's government shall, according to the progress of rail transit project construction, to ensure that the rail transit and public **** car, public **** bicycle and other transfer infrastructure required for the construction, as well as the public **** parking lot, public **** toilets, and other public **** service facilities construction. Article 9 After the completion of the rail transit project, the construction unit shall, in accordance with the relevant provisions of the state organization of engineering quality acceptance and relevant special acceptance, and obtain acceptance documents.
After acceptance, the construction unit shall apply to the municipal transportation department for trial operation of the basic conditions of review. Assessment of qualified and approved by the municipal people's government before transferring to trial operation. Article 10 during the trial operation, the operating unit shall be in accordance with the design standards and technical specifications, the operation of equipment and facilities and operating conditions for safety monitoring, according to the annual report to the municipal transportation department in charge of the operation of the report.
Trial operation shall not be less than one year and shall not exceed three years; need to extend, shall be approved by the municipal people's government.

Chapter III operation and service management Article XIV of the municipal transportation department shall develop rail transportation operation service specification.

Service commitment should be announced to the community, accept social supervision. Article XV operating units shall provide passengers with a good ride environment, to fulfill the following obligations:
(a) the establishment of public **** health management system, clear health management responsibilities, to keep the station and the train neat and clean, sanitation;
(b) reasonable setting of automatic ticketing equipment, artificial ticket windows, standardize the provision of ticket sales (check) services;
(c) keep the train, ticket sales (inspection), elevators, guide, ventilation, lighting and other equipment and facilities in good condition;
(4) to maintain the barrier-free facilities intact, smooth, and set up love seats in the carriage for the elderly, weak, sick, disabled, pregnant and carrying infants and young children;
(5) a reasonable allocation of the appropriate position of the staff to maintain order in the station and the train, to keep the station smooth, and to guide the passenger flow in an orderly manner in a timely manner;
(F) the use of rail transit security monitoring equipment should protect the privacy of passengers;
(VII) other obligations that should be fulfilled to provide a good environment for passengers to ride.
