Regulations on Traditional Chinese Medicine in Beijing

Chapter I General Provisions Article 1 In order to inherit and carry forward Chinese medicine, safeguard and promote the development of Chinese medicine, give full play to the unique role of Chinese medicine in health care and health care, enhance people's health, and promote the construction of a healthy Beijing, in accordance with the Chinese People's Republic of China Law on Traditional Chinese Medicine, and other relevant laws, administrative regulations, and in conjunction with the actual situation of the city, the enactment of these Regulations. Article 2 This regulation shall apply to the medical treatment, preventive health care, scientific research, education, culture, industry and other activities and their supervision and management within the administrative area of the city. Article 3 The city vigorously develop the cause of traditional Chinese medicine, follow the laws of development of traditional Chinese medicine, inheritance of the essence of the right and innovation, to give full play to the characteristics and advantages of traditional Chinese medicine; adhere to the equal importance of Chinese and Western medicine, support for Chinese and Western medicine to complement each other, the coordinated development of Chinese and Western medicine, promote the combination of Chinese and Western medicine; promote the Chinese medicine of centralized cooperation, regional synergies, and promote the Chinese medicine of foreign exchanges, open development. Article 4 city and district people's governments shall strengthen the leadership of traditional Chinese medicine, establish and improve the management system in line with the characteristics of traditional Chinese medicine, the development of traditional Chinese medicine into the national economy and social development planning, planning, and establish a sustainable and stable mechanism for multiple inputs into the development of traditional Chinese medicine, traditional Chinese medicine development to provide the necessary conditions and safeguards.

City and district people's governments shall establish and improve the joint meeting system of traditional Chinese medicine, study the administrative region to promote the development of traditional Chinese medicine policy, guidance, supervise the implementation of the relevant policies and measures, and coordinate the solution of major problems in the development of traditional Chinese medicine. Article 5 municipal and district Chinese medicine department is responsible for the management of traditional Chinese medicine in the administrative region, coordinate the allocation of resources for traditional Chinese medicine, and rationalize the staffing force.

Development and reform, education, science and technology, economy and information technology, civil affairs, finance, human resources and social security, agriculture and rural areas, business, culture and tourism, health, market supervision and management, statistics, intellectual property rights, medical security, drug supervision and management departments shall, in accordance with their respective responsibilities, do a good job related to Chinese medicine. Article 6 The city supports Chinese medicine industry organizations to establish and improve industry norms, strengthen industry self-discipline, carry out services in accordance with the law, participate in the formulation of relevant laws, regulations, policies, planning and standards, safeguard the credibility of the industry and the legitimate rights and interests of the industry, and promote the healthy development of the industry. Article 7 The city carries forward the culture of traditional Chinese medicine, popularizes the knowledge of traditional Chinese medicine, and creates a social atmosphere of concern and support for the development of the cause of traditional Chinese medicine. Article VIII of the city of Chinese medicine in the development of organizations and individuals who have made outstanding contributions, in accordance with the relevant provisions of the state and the city to give recognition and reward. Article 9 The city establishes and improves the Chinese medicine service system consisting of municipal and district Chinese medicine medical centers, various types of Chinese medicine medical institutions at all levels, Chinese medicine departments of other medical institutions, and primary medical and health care institutions, giving full play to the important role of Chinese medicine in preventive health care, treatment and rehabilitation of diseases, and providing Chinese medicine services covering the whole population and the whole life cycle. Article 10 The people's governments of cities and districts shall, in accordance with the demand for Chinese medicine services, organize Chinese medicine medical institutions, adjust and improve their layout and scale in accordance with the national and municipal plans and standards for the establishment of medical institutions.

Districts should run at least one regional Chinese medicine medical center function of Chinese medicine medical institutions. District people's government merger, withdrawal of government-organized Chinese medicine institutions or change their nature, shall seek the views of the municipal Chinese medicine department. Article XI of the government-run general hospitals, maternal and child health institutions and specialized hospitals and other conditions should be set up in accordance with the requirements of traditional Chinese medicine departments equipped with Chinese medicine practitioners, Chinese pharmacists, traditional Chinese medicine or Chinese and Western medicine beds; improve the Chinese and Western medicine collaborative mechanism to promote the advantages of the Chinese and Western medicine services complement each other.

Community health service centers and township health centers shall set up Chinese medicine departments, equipped with a certain number of Chinese medicine practitioners.

Community health service stations and the conditions of the village health center should be equipped to provide traditional Chinese medicine services, physicians, configuration of the necessary Chinese medicine diagnostic and treatment equipment and facilities; village health centers do not have to provide traditional Chinese medicine services, township health centers should be arranged for traditional Chinese medicine physician rounds. Article XII of the city to encourage social forces to organize Chinese medicine medical institutions.

Social forces organized by the Chinese medicine medical institutions in the basic medical insurance designation, the construction of key specialties, scientific research and teaching, level assessment, specific medical technology access, medical and health personnel title evaluation, etc. Enjoy the same rights as the government-organized Chinese medicine medical institutions.

Encourage social forces organized by the Chinese medical institutions to provide basic medical services. Article 13 The municipal and district health departments, the Chinese medicine department shall take the following measures to strengthen the community health service centers (stations), township health centers, village health offices and other primary health care institutions of traditional Chinese medicine service capacity building:

(1) in accordance with the national and municipal standards, in the grassroots health care institutions in the construction of Chinese medicine museums, Chinese medicine halls and other Chinese medicine integrated service area;

(2) (2) (2) support qualified Chinese medicine medical institutions to take the lead in forming medical consortia with primary health care institutions;

(3) encourage Chinese medicine practitioners to practise at multiple locations in primary health care institutions;

(4) encourage retired Chinese medicine practitioners to serve in primary health care institutions;

(5) train general practitioners and rural doctors in knowledge and skills of Chinese medicine. Article 14 The city supports the construction of key specialties of traditional Chinese medicine, rationally distributes the resources of key specialties of traditional Chinese medicine, and favors the key specialties in scientific research, personnel training, and investment in facilities and equipment; and supports the key specialties to give full play to the characteristics and advantages of traditional Chinese medicine in the fields of major and difficult diseases, acute and critical illnesses, and the prevention and treatment of infectious diseases.

The municipal Chinese medicine department shall screen and release the city's Chinese medicine advantage of the disease, the organization of research and summary of Chinese medicine advantage of the basic clinical diagnosis and treatment of the law, and promote the application of diagnostic and treatment programs.
