Centralized procurement refers to the centralized procurement of goods, projects and services in the centralized procurement catalogue. Centralized procurement includes centralized procurement by institutions and centralized procurement by departments. The catalogue belongs to the general procurement project, and should be entrusted to a centralized procurement agency for procurement. For projects with special requirements for this department and this system, centralized procurement by departments should be implemented. Compared with centralized procurement, it is called decentralized procurement.
Refers to the trend of centralized procurement management within the same enterprise or enterprise group, that is, to reduce procurement costs through centralized procurement of similar materials.
Centralized function
The financial department should make overall arrangements for the same procurement project within one month as far as possible, so as to avoid the disadvantages of reduced work efficiency and loss of procurement benefits caused by repeated arrangements for the same project.
Any government procurement project is ultimately paid and settled by the financial department. Therefore, when the financial department can arrange the procurement budget, it becomes an important prerequisite to decide when the procurement work can be started and implemented.
