3. Qualification requirements of bidders
3. 1 This tender requires the bidder to be registered in People's Republic of China (PRC) as an independent legal person with legal operation. The business scope of the business license must include multimedia technology development or computer software development or display and other related contents, and have the ability corresponding to this tender project;
3.2 The consortium bid is not accepted in this tender.
4. Acquisition of bidding documents
4. 1 Any potential bidder who intends to participate, please log on to Chifeng Electronic Bidding Trading Platform of Chifeng Public Resources Trading Center (ggzy.chifeng.gov.cn) to register, and all bidders must register their information first. After the registration is successful and passed the audit, get the user name and password and log in to the system for bidding registration. 4.2 Please download the electronic bidding documents from 9:00+0 on March 2, 20265438 to March 7, 20265438 17: 30 (Beijing time). Bidders must log on to Chifeng electronic bidding trading platform to download the electronic bidding documents before the deadline for obtaining the bidding documents; After the deadline, you will not be able to download.
4.3 The bidder shall log on to Chifeng electronic bidding trading platform at any time from the date of obtaining the bidding documents, and timely check the addendum and notice of the tenderer related to the bidding of this project. If the latest addendum is not used, the electronic bidding documents will not be uploaded, and the bidder will bear the consequences.
4.4 This tender adopts electronic bidding. Bidders need to submit electronic bidding documents encrypted with CA lock. Please apply for CA lock in time, otherwise they will not be able to bid normally, and the consequences arising therefrom will be borne by the bidders.

5. Qualification examination
5. 1 Evaluation method: Post-qualification evaluation, that is, after bid opening, the bid evaluation committee will evaluate the qualifications of bidders according to the standards and methods specified in the bidding documents.
6. Submission of bid documents
6. 1 Bidding documents include encrypted electronic bidding documents and paper bidding documents. The deadline for submission of bidding documents (bidding deadline, the same below) is 09: 00 on March 24th, 20021year. The bidder shall submit the bidding documents in the following ways before the deadline for bidding:
(1) Online submission: Bidders should log on to "Chifeng Electronic Bidding Trading Platform" before the bidding deadline and upload the encrypted bidding documents. If the electronic bidding documents are uploaded within the time limit, it shall be deemed that the bidder has given up.
(2) On-site submission: The bidder shall seal the paper bidding documents according to the requirements of the bidding documents before the deadline, and submit them to Room 5, Bid Opening, Chifeng Public Resources Trading Center (Block C, Northern Times Architectural Design Institute, No.36 Baoshan Road, Xincheng District, Chifeng City). If it is delivered late or not delivered to the designated place, its bid will not be accepted.
6.2 The bid opening will be conducted at the same time and place as the above deadline. The entrusted agent of the bidder must carry the original ID card, the original power of attorney, the CA lock for encrypting the bid documents and the paper version of the bid documents for decrypting the bid documents at the bid opening site. If the bidder fails to decrypt the bid documents because he doesn't carry the CA lock, it will be regarded as having revoked the bid documents.
6.3 When bidding for this project, the bidder shall strictly follow the relevant regulations issued by the Inner Mongolia Autonomous Region and Chifeng COVID-19 Epidemic Prevention and Control Headquarters and other departments. Bidders should check the latest epidemic prevention and control requirements at any time. If Inner Mongolia Autonomous Region and Chifeng City issue other epidemic prevention and control requirements again, the tenderee will not give further notice. The responsibility for failing to participate in the bidding due to the bidder's failure to check the relevant information in time shall be borne by the bidder.
