(1) The application for provincial-level integrated incubator shall have the following conditions:
1. The incubator shall set up a specialized operation and management organization, which needs to be registered in Hebei Province, with the same registered place and actual operation address, and with independent legal personality. The main business of the operating body is consistent with the operation and management of the incubator, the development direction is clear, and there is a perfect operation management system and incubation service mechanism. The incubation site is centralized, with an area of not less than 6,000 square meters at the disposal of the incubation site (if the site is leased, it should be guaranteed to have an effective lease period of more than 5 years). Among them, the area available for use by incubatees (including the area of public **** service sites) accounts for more than 75%. The public ****service space is the activity place provided by the incubator for the incubatees ****to enjoy, including the public ****restaurant and reception area, project display area, meeting room, leisure activity area, professional equipment area, technical testing room and other supporting service venues.
3. The incubator is equipped with its own seed capital or cooperative incubation capital of not less than RMB 3 million in size, with no less than 10% of the incubated enterprises receiving investment and financing, and with no less than two cases of capital use.
4. The incubator has a professional service team, with professional incubation service personnel (referring to full-time incubator staff with experience in entrepreneurship, investment and financing, business management or entrepreneurial service-related training) accounting for more than 80% of the total number of staff in the organization, and with at least one professional incubation service personnel and one entrepreneurial mentor (referring to those who have been appointed by the science and technology departments, industry associations, or the incubator) for every 10 incubated enterprises. 5. The proportion of incubatees that have applied for intellectual property rights in the incubator to the total number of incubatees is not less than 30% or the proportion of enterprises with effective intellectual property rights is not less than 20%.
