Departments of the people's governments at or above the county level, such as civil affairs, finance, judicial administration, health and family planning, housing and urban-rural construction, transportation, culture, sports, tourism and other departments, shall, in accordance with their respective divisions of responsibilities, do a good job in the work of giving preferential treatment to the elderly. Article 6 Organs, organizations, enterprises, institutions and village (neighborhood) committees shall assume the social responsibility of providing preferential treatment services to the elderly.
The people's governments at or above the county level and their relevant departments shall encourage and support citizens, legal persons or other organizations to make donations and provide various forms of voluntary services for the preferential treatment of the elderly. Article 7 The people's governments at or above the county level and their relevant departments and radio, television, newspapers, networks and other media units shall widely carry out educational activities for respecting, caring for and helping the elderly, publicize the deeds of advanced units and individuals, and set up a good culture of respecting, caring for and helping the elderly in the whole society.
Youth organizations, schools and kindergartens should educate young people and children on the morality of respecting, caring for and helping the elderly, and on the legal system for safeguarding the legitimate rights and interests of the elderly.
Encourage institutions of higher learning and scientific research organizations to carry out scientific research on aging. Article VIII of the elderly with resident identification card and other valid documents to enjoy the relevant preferential treatment services under these measures. Article IX municipalities, counties (cities, districts) people's governments in accordance with the relevant provisions of the state and the province, and in accordance with local practice, the elderly over eighty years of age, the old-age allowance. Financial institutions for large transfers, remittance business or purchase of large financial products for the elderly, should be prompted by the risks that may occur. Article 12 The people's governments at or above the county level and their relevant departments shall encourage and support medical institutions and other relevant organizations to take the following measures to provide preferential health care services for the elderly:
(1) to build geriatric medical institutions and geriatric nursing and rehabilitation institutions according to the local needs, and to set up geriatric specialties and wards for the elderly in the comprehensive medical institutions at or above the second level that are equipped with the conditions, and to configure relevant medical equipment and appliances;
(2) setting up medical institutions in qualified elderly institutions, and applying for inclusion in the designated scope of urban workers' (residents') basic medical insurance and new rural cooperative medical care;
(3) establishing a business collaboration mechanism and a fast channel for booking medical appointments between medical institutions and elderly institutions, and progressively promoting telemedicine services for elderly institutions and providing priority, convenience and concessions for the elderly. The elderly to provide priority, convenience and preferential medical services;
(4) medical institutions for the elderly to seek medical treatment, priority arrangements for registration, consultation, laboratory tests, inspections, charging and medication, and the need for hospitalization of the elderly priority arrangements for beds;
(5) with the conditions of the medical institutions, for the elderly to provide medical guidance and assistance in medical services, and free stretcher and wheelchairs and other assistants to the elderly (vi) medical institutions reduce or waive the registration fees for general outpatient services for the elderly and the consultation fees for the poor elderly in accordance with the actual situation, and actively provide voluntary medical services for the elderly;
