IV. Healthcare

The Lebanese healthcare system is dominated by private hospitals, clinics, and pharmacies (90%), supplemented by state medical units. Currently, there are 161 hospitals in Lebanon, with 9,710 beds, 3,865 registered doctors and about 20,000 healthcare workers.

Health insurance in Lebanon can be purchased through two channels:

(1) Social insurance. Social insurance covers health insurance and is purchased by employers for their employees. The insured person is the employee, and the beneficiaries are the insured person and his/her spouse, children and family members for whom he/she is responsible for support. There are three types of premiums for Social Security:

Type 1: $3,000 per year per insured person. Enjoy the highest level of medical treatment, such as hospitalization can enjoy the suite. This type of insured is usually a high-income freelancer.

The second type: each insured person pays $1,000 per year, but must be organized by the trade guilds for group insurance. The beneficiaries of this type of insurance are entitled to the same treatment as the beneficiaries mentioned above.

The third type: $300 per year per insured person. This type of insurance is mainly for the grassroots, and the medical treatment is lower than the former, and the hospitalization is usually in a 3-room ward.

(2) Medical insurance. This is a voluntary insurance. Premiums vary according to the age and physical condition of the insured. It is usually set at $300 per year for those under 60 years of age who are in good health and $600 per year for those over 60 years of age.

The premiums for those with chronic illnesses are determined on a case-by-case basis. People who are already insured by Social Security are not required to enroll in Medicare.

Beneficiaries of both social security and health insurance are reimbursed 90% of the cost of medicines by the insurance company with official invoices from hospitals or pharmacies, and 10% of the cost of medicines by the insurance company.

V. Security situation

Since the end of the civil war in Lebanon, the security situation is generally good and the social order is basically stable. 2000 years ago, the incidence of malignant criminal cases in the country was kept at a low level.

However, in recent years, due to changes in the regional situation, especially the impact of the Israeli-Palestinian conflict and the Iraqi war, the trend of religious extremism and anti-Israeli and American sentiments in Lebanon has been on the rise, and there were a number of attacks against American and British interests in Lebanon in 2003. In addition, due to historical reasons, there are more than ten Palestinian refugee camps in Lebanon, and violent disputes occur from time to time in the camps.

At present, Israel still frequently sends aircraft to invade Lebanese airspace for reconnaissance activities, and often creates sound barriers to intimidate. Hizbullah continues to carry out anti-Israeli operations, but its activities are limited to the disputed Sheba region in southern Lebanon. The ups and downs in the relationship between Hizbullah and Israel often have an impact on the internal security and stability of the country.

VI. Traffic safety and travel precautions

Lebanon is a small country, the road condition is generally good, but there are more mountain roads. There is a large flow of motor vehicles, but the traffic order is still good. When traveling in the country, it is necessary to carry identification documents.

VIII. Legal Advice and Recommendations on Problems Commonly Encountered by Chinese People

1. About Labor in Lebanon

The labor market in Lebanon is not big. There are about 50,000-60,000 foreign workers in Lebanon, mainly from Syria, Egypt, the Philippines, Bangladesh, Sri Lanka, Ethiopia, etc. Most of them are engaged in dirty, bitter, tiring, and risky industries, and their wages are about 2.5-5 US dollars per hour. The Lebanese government levies a labor tax on foreign labor, according to the country of origin of labor divided into technical grades, skilled labor charges the highest, such as chefs, each person monthly tax of more than 200 U.S. dollars; the lowest level of laborers, cleaners, or housemaids, each person about 50 U.S. dollars per month.

2. About labor permits

Normally, labor permits can be obtained legally, but the delay is usually up to six months. Some Lebanese employers, in order to satisfy their urgent needs, often make the applicants apply for tourist visas and then apply for labor permits and legal residence upon arrival in Lebanon. When foreign laborers arrive in Lebanon, they may stay illegally due to the long time it takes to apply for labor permits, or due to intentional delays by employers (who try to force them to accept unfair treatment because they do not have legal status). Chinese laborers should remember not to come to work in Lebanon on tourist visas.

3. Regarding activities in Lebanon

The security control in Lebanon is relatively strict, and the local police are strict in checking the documents of outsiders, so outsiders must carry legal documents with them.

IX. Climate and Natural Disasters

Lebanon has a Mediterranean climate, with a big difference between coastal and inland climate. In winter, the coastal areas are warm and rainy, and the mountains have a lot of snowfall, forming snow-covered peaks in West Asia. The rainy season lasts from October to April every year, and the rainfall gradually decreases from west to east. The average annual rainfall in the coastal areas is 700-1000 millimeters. The average maximum temperature in the coastal plain and the Bekaa Valley is 33°C in July, and the average minimum temperatures are 7°C and 2°C in January. There are few natural disasters.

X. Nationality Policy

Lebanon recognizes dual nationality.
