Chapter I General Provisions Article 1 In order to promote the classified management of domestic waste, improve the living environment, safeguard public health and promote the construction of ecological civilization, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the classified delivery, collection, transportation, treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The classified management of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, territorial management, adaptation to local conditions and gradual progress, and promote the whole process of domestic waste classification, resource utilization and harmlessness. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the classified management of domestic garbage into the national economic and social development plan, accelerate the establishment of a classified management system for the classified delivery, collection, transportation and treatment of domestic garbage, establish and improve the work coordination mechanism, incorporate it into the assessment system, and include the required funds in the fiscal budget at the corresponding level.

Township people's governments and sub-district offices are responsible for the daily management of the classification, delivery, collection and transfer of domestic garbage in their respective jurisdictions. Fifth city management department is the competent department of the city's domestic waste classification management, responsible for the organization, coordination, guidance and supervision of the city's domestic waste classification management.

County (city, district) people's government to determine the domestic waste classification management department is responsible for the administrative area of domestic waste classification management.

Departments and units such as development and reform, finance, ecological environment, housing and urban construction, education and sports, public security, transportation, agriculture and rural areas, commerce, cultural tourism, health and wellness, emergency, market supervision, and institutional affairs guarantee shall do a good job in the classified management of domestic waste within their respective functions and duties. Chapter II Classified Delivery Article 6 Domestic garbage is divided into the following four categories:

(1) Recyclable materials refer to domestic garbage suitable for recycling, including waste paper, waste plastics, waste metal, waste glass, waste fabrics, etc.

(2) Hazardous wastes refer to domestic wastes that directly or potentially endanger human health or the natural environment, including waste fluorescent tubes, waste thermometers, waste nickel-cadmium batteries, waste mercury oxide batteries, waste lead batteries, waste drugs and their packaging, waste pesticide disinfectants and their packaging, etc. Produced in the daily life of residents;

(3) Kitchen garbage refers to perishable life garbage containing organic matter, including household garbage such as kitchen garbage and leftovers generated in residents' daily life, kitchen garbage such as food residue, food processing garbage and waste cooking oil generated by relevant enterprises and institutions in food processing, catering service and unit feeding, and vegetable and melon garbage generated by farmers' markets and agricultural products wholesale markets.

(4) Other garbage refers to other domestic garbage except recyclables, hazardous wastes and kitchen garbage, including ordinary mercury-free batteries, polluted paper, cigarette butts and lime soil.

The classification standard of rural domestic waste follows the principle of adapting to local conditions, simplicity and economy, and is implemented with reference to relevant laws and standards.

The municipal urban management department shall, according to the classification standards, compile a specific catalogue of domestic waste classification, and report it to the Municipal People's Government for approval and promulgation. Article 7 The containers for classified collection of domestic garbage shall be set according to the actual situation of the amount and types of domestic garbage produced in different regions and the following provisions:

(a) offices, production and business premises of organs, enterprises, institutions, social organizations and other organizations shall be equipped with four types of collection containers for recyclable materials, hazardous waste, kitchen waste and other garbage; The number of hazardous waste collection containers is set according to the area size and actual needs; There are centralized catering units, and the number of kitchen waste collection containers is set according to the number of diners and output;

(2) Four types of collection containers for recyclable materials, harmful waste, kitchen garbage and other garbage shall be set up in residential areas; Set up at least one drop point for recyclables and hazardous wastes;

(three) public places should be equipped with recyclable materials and other garbage collection containers; If there is a dining area or a concentrated rest area for passengers, a kitchen waste collection container shall be added;

(4) In rural areas, according to the domestic waste classification standards determined locally, corresponding domestic waste classification collection containers are set at the domestic waste dropping point.

The municipal urban management department shall formulate the guidelines for the setting and use of the classified collection containers for domestic waste. Article 8 Units, families and individuals that produce domestic garbage shall fulfill their obligations of classified delivery of domestic garbage according to law, and deliver domestic garbage according to the following provisions:

(1) Put recyclables, hazardous wastes, kitchen wastes and other wastes into corresponding collection containers, and recyclables can also be recycled by renewable resource recycling operators;

(2) Hazardous waste lamps, mercury products and other fragile or liquid-containing products should be put into use after taking measures to prevent damage or leakage;

(3) Household kitchen waste should be emptied and put into use;

(four) waste furniture and other large pieces of garbage with large volume, strong integrity or need to be split and reprocessed, should be put into the designated place or make an appointment for a large piece of garbage collection unit to collect;

(5) Coal cinders produced in the daily life of rural villagers should be put into corresponding collection containers or designated places separately.

No unit or individual may dump, scatter, pile up or burn domestic garbage at will, and may not mix medical garbage, construction garbage, garden garbage, industrial solid waste and agricultural solid waste with domestic garbage.
