City, district and county people's governments are responsible for the quality of the water environment in their jurisdictions, the establishment of water environmental protection joint meeting system, regular study and deployment of water environmental protection work, coordination and resolution of major issues of water environmental protection.

Town people's governments and street offices shall carry out water environmental protection work in accordance with the provisions of laws and regulations and the requirements of higher-level people's governments. Water administration, housing and construction, urban management, agriculture, resource planning, Qinling protection, health, emergency response and other departments, within their respective areas of responsibility, the implementation of relevant supervision and management of water environmental protection. Schools should strengthen the water environment protection education, enhance students' awareness of water environment protection.

The news media should be carried out to publicize the laws, regulations and knowledge of water environmental protection, public opinion supervision of acts of destruction of the water environment. Article XI of any unit or individual has the obligation to protect the water environment, the right to pollution and damage to the water environment and does not fulfill the supervision and management responsibilities in accordance with the law to report. Article XV of the city, district and county people's governments shall be based on relevant laws and regulations, combined with the water resources of the region, the carrying capacity of the water environment, rational planning of industrial layout, adjustment of industrial structure, the implementation of cleaner production, to ensure that water pollutants meet the discharge standards. Article XVI of the new construction, alteration, expansion of direct or indirect discharge of pollutants into the water body of construction projects and other water facilities, shall be carried out in accordance with the environmental impact assessment.

Construction projects of water pollution prevention and control facilities, should be in line with the approved or filed environmental impact assessment documents, and with the main project at the same time as the design, construction, and put into use at the same time. Article XVII of the city to implement the sewage discharge permit management system. The following enterprises, institutions and other producers and operators shall, in accordance with the law, apply to the competent ecological and environmental authorities to obtain a sewage discharge permit:

(a) the operation of urban centralized wastewater treatment facilities;

(b) directly or indirectly discharged into the water body of industrial wastewater and medical wastewater;

(c) in accordance with the relevant provisions of the other should be to obtain sewage discharge permits.

Enterprises, institutions and other producers and operators are prohibited from discharging wastewater and sewage into water bodies without a sewage discharge license or in violation of the provisions of the sewage discharge license.
