Spiritual comfort service refers to providing caring visits, life companionship, emotional communication, psychological counseling, healthy life guidance, negative emotional intervention and other services for the elderly and the elderly living alone. Old-age facilities in new residential areas should be planned, constructed, accepted and delivered simultaneously with residential buildings. If there are no old-age facilities in the old community or the existing facilities do not meet the allocation targets, the people's governments of the districts and counties where they are located will allocate them by means of purchase, replacement and lease; If the old-age facilities built in the community are rented for other purposes, they should be recovered for community old-age services.
The municipal, district and county people's governments shall integrate social resources, formulate incentive policies, and guide enterprises, institutions and individuals to use idle places and facilities near residential areas to carry out home-based aged care services; Guide organs, organizations, enterprises and institutions to open places to provide services for the elderly in nearby communities; Guide rural areas to rely on administrative villages and natural villages, and use farmhouses and other places to build old-age care centers, old-age activity stations and other old-age facilities to carry out home-based care services.
New construction, renovation and expansion of residential areas shall conform to the national standards for the construction of barrier-free facilities.
Managers and users of community pension facilities arbitrarily change the functions and uses of government-invested or subsidized pension facilities, and the civil affairs department shall order them to make corrections within a time limit, order them to return the subsidy funds and related expenses, and may impose a fine of 6,543,800 yuan or more and 6,543,800 yuan or less; If no correction is made within the time limit, the right to operate and use shall be recovered. The municipal health and family planning department should improve the primary medical and health service network. Community health service institutions invested by the government shall provide the following services for the elderly who care for the elderly at home:
(a) to establish health records, provide regular free physical examination and influenza vaccination services in accordance with relevant regulations, and provide health guidance such as disease prevention, injury prevention, self-help and self-care;
(two) to carry out community family doctor services, comprehensive management of common diseases and chronic diseases of the elderly, and to carry out medical, nursing and rehabilitation service guidance;
(three) to provide priority treatment and two-way referral with other medical institutions and other services;
(four) according to the need to cooperate with the community care center to provide contracted medical and health services for the elderly.
City human resources and social security, health and family planning departments to improve the basic medical insurance community drug reimbursement policy, improve the basic drug system according to the service function of community health service institutions, ensure the drug allocation of community health service institutions, and provide convenience for the elderly to treat common diseases and chronic diseases in the community. The Municipal People's Government shall formulate policies to support and guide commercial insurance institutions to develop long-term care insurance, and provide long-term care guarantee for disabled elderly people. The government shall give appropriate subsidies to policyholders of long-term care insurance.
The municipal, district and county people's governments shall establish an evaluation system. Assess the family economic status, physical condition and demand for aged care services of the elderly with special difficulties; Subsidies will be given to eligible elderly people with special difficulties such as low income, disability and loss of independence, and family barrier-free facilities will be transformed as needed, equipped with life AIDS.
