Encourage social organizations, volunteers to carry out according to law drainage and protection of drainage and sewage treatment facilities, publicity and supervision activities. Article XI drainage units and individuals shall pay sewage charges in accordance with relevant regulations.
The sewage treatment fee shall not be less than the cost of normal operation of sewage treatment facilities. For special reasons, the sewage treatment fees collected are insufficient to cover the costs of normal operation of sewage treatment facilities and sludge treatment and disposal costs, the financial subsidies.

(iv) sewage treatment and recycling;
(v) requirements for sludge treatment and disposal;
(vi) waterlogging prevention and control measures;
(vii) facility construction and safeguard measures, including public **** drainage and sewage treatment facilities, through the ditch residual sludge and sludge treatment and disposal facilities, scale, layout, construction schedule, land security, etc.;
(viii) other content that needs to be included in the plan.
