1. Guiding ideology and work objectives

The emission rate has reached over 90%, the environmental pollution problems repeatedly complained by the masses have been basically solved, the water quality of centralized drinking water sources has remained stable, and the wrong practices of local governments and relevant departments that violated national environmental protection laws and regulations have basically been corrected.
2. Work content and focus
(1) Examine the implementation of environmental protection laws and regulations by local governments at all levels and relevant departments. Focus on checking whether local governments and relevant departments have promulgated local and departmental regulations that violate environmental protection laws and regulations; whether relevant departments can perform their duties in accordance with the law in environmental supervision, and whether there are any behaviors such as dereliction of duty, malpractice for personal gain, etc.
(2) Remediate problems that seriously affect people’s health due to illegal pollution discharge by enterprises. Focus on rectifying the resurgence of the "Fifteen Small" and "New Five Small" enterprises in various towns; the masses have continuously reported air pollution, noise pollution, drinking water source pollution and other issues within two years; industrial enterprises in heavily polluting industries such as papermaking, cement, and chemicals have exceeded standards Sewage discharge issues; clean up industries such as cement and papermaking that do not comply with industrial policies.
(3) Check the implementation of relevant environmental protection policies and regulations by enterprises. Continue to clean up the implementation of environmental impact assessments of construction projects and the "three simultaneities" system; check whether industrial enterprises discharge pollutants in the prescribed manner; and whether there are unauthorized dismantling, idleness or intentional abnormal use of pollution control facilities.
(4) Inspect the township people’s government’s plans for environmental protection, ecological protection, and measures to improve environmental quality within its jurisdiction. Focus on inspecting the implementation of environmental protection responsibility certificates such as drinking water source protection, environmental impact assessment rates of construction projects, pollution prevention and control, and environmental quality within the jurisdiction.
(5) Strengthen the investigation and punishment of those responsible for environmental violations. The focus is to investigate and deal with the heads of enterprises that illegally discharge pollutants and seriously pollute the environment; to investigate and deal with the heads of relevant departments and individuals in some towns and villages who collect sewage discharge fees without authorization; to investigate and deal with the heads of local governments and departments that refuse to correct the laws and regulations that have violated environmental protection laws and regulations.
3. Working methods and steps
This special action adopts a combination of self-inspection, spot inspection and key inspection, and is implemented in four stages:
(1) Mobilization and deployment stage (before July 15). The municipal government convened a meeting with the heads of townships, relevant departments and key municipal pollution-discharging units to mobilize and deploy.
(2) Self-examination and self-correction stage (July 16-July 25). (4) Summary stage (October 11-October 25). 4. Relevant requirements
(1) Unify understanding and effectively strengthen leadership. The municipal government established a special environmental protection action leading group with Deputy Mayor Wang Faliang as the leader and heads of relevant departments such as the Municipal Government Office, Supervision, Environmental Protection, Development and Reform Commission, Industry and Commerce, Health, and Safety as members. (3) Coordinate and cooperate to establish a interdepartmental transport mechanism. Relevant municipal departments must, in accordance with their respective functions, conscientiously perform their duties, strengthen coordination and cooperation, establish regular liaison meetings, joint case handling systems and environmental violation case transfer and transfer systems, and coordinated operations to severely crack down on environmental violations. (4) Strengthen responsibilities and implement the environmental protection administrative responsibility investigation system. In this year's special action, the provincial government clearly stipulated that more than five companies within the jurisdiction violated the environmental impact assessment system and the "Three Simultaneities" system, improper use of pollution prevention and control facilities, and outdated production processes, equipment, and products that were eliminated within a time limit. If there is a serious rebound in environmental violations such as elimination, "15 small" and "new five", the main responsible persons of the local government must be held accountable. Therefore, relevant departments in various localities must conscientiously implement the spirit of the national and provincial rectification work conferences, conduct special inspections on the implementation of environmental protection laws and regulations by local people's governments at all levels and their relevant departments, and resolutely correct outstanding problems that harm the people's environmental rights and interests.
Those who violate environmental protection laws and regulations, make major decision-making mistakes, and cause serious environmental pollution; those who fail to investigate and deal with environmental violations, or even cover up and condone illegal pollutant discharge enterprises, causing problems that the masses have strongly complained about to remain unresolved for a long time; those who do not exercise their authority in accordance with the law The heads of local governments and departments who have exercised their authority and caused serious consequences must be held accountable in accordance with the law.
(5) Smooth complaint channels and strengthen public supervision. Comprehensively open and vigorously publicize the 69 environmental protection hotline, strengthen the reporting and acceptance work, and improve the public supervision mechanism. For pollution problems reported by the public, the environmental protection department must complete the investigation and handling work within the specified time, and promptly feedback the investigation and handling results to the complainant. It is necessary to give full play to the role of the media in supervising public opinion and create a good atmosphere of social public opinion.

1. Guiding ideology

2. Work priorities and requirements
(1) Continue to increase the supervision of key enterprises.
First, continue to strengthen the supervision of the operation of sewage treatment plants and landfills. It is necessary to focus on strengthening the daily supervision and inspection of Haiyuan Water Urban Sewage Treatment Plant, further improve the operating load rate and water compliance rate, and ensure the normal operation of the built environmental infrastructure. If the facility is not operating normally or the concentration of the incoming water changes significantly, the cause must be identified in a timely manner and rectified immediately. It is necessary to further increase the supervision of the treatment and disposal of sludge produced by sewage treatment plants, strictly manage the sludge disposal ledger, and standardize the sludge transportation and reception procedures. Strengthen cooperation with public security agencies and strictly investigate and deal with illegal dumping and illegal disposal of sludge. Focus on monitoring leachate from landfills. For problems that cause serious pollution to the surrounding environment or threaten drinking water sources and are strongly reported by the masses, the causes must be identified in a timely manner and resolved in a focused manner. Implement key supervision on enterprises that illegally discharge waste water and waste residue. Strengthen the daily supervision of the sewage treatment plant in the food park, the sewage treatment plant in the chemical industrial park and key enterprises in the development zone to ensure that the sewage treatment plant in the park and the enterprises in the park are in production and operation at the same time.
The second is to continue to strengthen the supervision of air polluting enterprises that burn coal and raise dust. Respirable particulate matter, sulfur dioxide and nitrogen oxides in the atmosphere are the key to air management. Controlling coal burning pollution, dust pollution and vehicle exhaust emissions are the three key points of treatment. Comprehensively carry out air pollution control in the coal chemical, cement, brick and glass manufacturing industries. Gases emitted by the above industries into the atmosphere must be equipped with desulfurization and denitrification or efficient dust removal treatment facilities, and ensure normal and effective operation. Enterprises are often urged to strengthen the operation, maintenance and management of pollution control facilities. For illegal discharges, excessive discharges, and unauthorized shutdown of desulfurization and denitrification facilities without any reason, severe penalties and sewage discharge fees must be recovered in accordance with the law. Promote the management of environmental protection signs for motor vehicles. Establish a government-led, department-coordinated work pattern to prevent air pollution as soon as possible.
The third is to continue to increase supervision of enterprises polluting surface water and river sections. We will conscientiously implement the "Implementation Plan for Stable Water Quality of Key Rivers in Jining City and Compliance with Standards" issued by the municipal government, taking the South-to-North Water Diversion Project as the overall focus to ensure that the water quality of the outbound river sections in our county is stable and meets the South-to-North Water Diversion control target requirements. All enterprises must closely focus on the three major links of prevention, early warning and emergency response, establish and improve the four working mechanisms of environmental risk assessment, hidden danger investigation, accident early warning and emergency response, and effectively form an environmental safety prevention and control system with full prevention and full control. (3) Carefully investigate and deal with environmental petitions and prominent environmental issues reported by the media. 3. Main work measures

(1) Strengthen organizational leadership. The industrial and commercial administrative departments must promptly order enterprises that have been closed down according to law to change, cancel or revoke their business licenses, and seriously investigate and deal with violations of registration laws and regulations by relevant enterprises. Electric power regulatory agencies must supervise power supply enterprises, strictly implement the energy-saving and environmentally friendly electricity price policies formulated by the state, and take measures such as power restrictions, power outages, and power outages against illegal enterprises in accordance with the law.
(3) Strict law enforcement and supervision. (4) Increase supervision efforts. All towns and streets must follow the work requirements of each stage of the special environmental protection action, focus on outstanding environmental issues that have strong public complaints, affect social stability, and harm the interests of the people, implement responsibilities, follow up and supervise, and ensure that investigations, rectifications, and accountability are in place. . 4. Time Arrangement
