Part 1: Special action plan for environmental protection

In order to implement the requirements and arrangements of the State Council for in-depth rectification of illegal pollutant discharge enterprises to protect people's health and environmental protection, according to the Provincial People's Government's " Regarding the spirit of the Hubei Province’s 20XX Special Action Plan for Rectifying Illegal Pollutant Discharging Enterprises to Protect Public Health and Environmental Protection (Ehuanban [20XX] No. 71), the municipal government decided to continue to carry out in-depth rectification throughout the city in the second half of 20XX. The special action plan for illegal pollutant discharge enterprises to protect people's health and environmental protection has been formulated as follows:

1. Guiding ideology and work objectives

Guided by Deng Xiaoping Theory and the important thought of "Three Represents" , conscientiously implement the spirit of the Fifth Plenary Session of the Central Commission for Discipline Inspection, the Central Symposium on Population, Resources and Environment Work, and the province's video and telephone conference on population, resources and environment work, increase environmental law enforcement, resolutely correct outstanding problems that harm the people's environmental rights and interests, and effectively safeguard the people's legality rights, promote governments at all levels to implement the scientific outlook on development and the correct outlook on political performance, and serve to build a harmonious Tianmen.

The work goals are: by the end of 20XX, the environmental impact assessment rate of construction projects will reach more than 95%, the implementation pass rate of the "three simultaneous" system for environmental protection will reach more than 90%, the completion rate of deadline management tasks will reach 100%, and the key municipal pollution-discharging enterprises will stably meet the standards. The emission rate has reached over 90%, the environmental pollution problems repeatedly complained by the masses have been basically solved, the water quality of centralized drinking water sources has remained stable, and the wrong practices of local governments and relevant departments that violated national environmental protection laws and regulations have basically been corrected.

2. Work content and focus

(1) Examine the implementation of environmental protection laws and regulations by local governments at all levels and relevant departments. Focus on checking whether local governments and relevant departments have promulgated local and departmental regulations that violate environmental protection laws and regulations; whether relevant departments can perform their duties in accordance with the law in environmental supervision, and whether there are any behaviors such as dereliction of duty, malpractice for personal gain, etc.

(2) Remediate problems that seriously affect people’s health due to illegal pollution discharge by enterprises. Focus on rectifying the resurgence of the "Fifteen Small" and "New Five Small" enterprises in various towns; the masses have continuously reported air pollution, noise pollution, drinking water source pollution and other issues within two years; industrial enterprises in heavily polluting industries such as papermaking, cement, and chemicals have exceeded standards Sewage discharge issues; clean up industries such as cement and papermaking that do not comply with industrial policies.

(3) Check the implementation of relevant environmental protection policies and regulations by enterprises. Continue to clean up the implementation of environmental impact assessments of construction projects and the "three simultaneities" system; check whether industrial enterprises discharge pollutants in the prescribed manner; and whether there are unauthorized dismantling, idleness or intentional abnormal use of pollution control facilities.

(4) Inspect the township people’s government’s plans for environmental protection, ecological protection, and measures to improve environmental quality within its jurisdiction. Focus on inspecting the implementation of environmental protection responsibility certificates such as drinking water source protection, environmental impact assessment rates of construction projects, pollution prevention and control, and environmental quality within the jurisdiction.

(5) Strengthen the investigation and punishment of those responsible for environmental violations. The focus is to investigate and deal with the heads of enterprises that illegally discharge pollutants and seriously pollute the environment; to investigate and deal with the heads of relevant departments and individuals in some towns and villages who collect sewage discharge fees without authorization; to investigate and deal with the heads of local governments and departments that refuse to correct the laws and regulations that have violated environmental protection laws and regulations.

3. Working methods and steps

This special action adopts a combination of self-inspection, spot inspection and key inspection, and is implemented in four stages:

(1) Mobilization and deployment stage (before July 15). The municipal government convened a meeting with the heads of townships, relevant departments and key municipal pollution-discharging units to mobilize and deploy.

(2) Self-examination and self-correction stage (July 16-July 25). Environmental protection and supervision departments must, in accordance with the requirements of this opinion, carefully organize and concentrate their efforts to carefully clean up local regulations that violate environmental protection laws and regulations, carefully sort out environmental violations reported by the masses, conduct comprehensive inspections of corporate pollution discharges, and target Existing problems will be corrected and rectified in a timely manner, and the list of the first batch of enterprises and towns listed for supervision will be determined and reported to the Provincial Special Action Leading Group Office.

(3) Comprehensive rectification stage (July 26 to October 10). Carry out centralized rectification of the problems identified within the jurisdiction, publicly handle a number of typical cases, determine the second batch of listed enterprises and towns for supervision, and report the rectification status in strict accordance with the unified deployment of the province. At the same time, we should conscientiously prepare for and welcome inspections by the provincial special action leading group.

(4) Summary stage (October 11-October 25). After the comprehensive rectification work is completed, we will carefully summarize the results and shortcomings of the special inspection work, propose measures to strengthen long-term management, establish and improve rules and regulations, and plug loopholes. At the end of the year, the municipal government will carefully inspect and accept the status of special inspections carried out in various places and the implementation of work goals. The inspection and acceptance results will be comprehensively scored, evaluated, and notified, and will be included in the performance evaluation of party and government leading cadres as an important basis.

4. Relevant requirements

(1) Unify understanding and effectively strengthen leadership. Resolutely correcting the outstanding problems of illegal discharge of pollutants by enterprises that harm the interests of the masses is an important manifestation of the important thinking of the "Three Represents" and the Party Central Committee and the State Council's philosophy of putting people first, governing for the people, and the interests of the masses are no small matter. It is necessary to fully understand the importance of doing this work well and enhance the sense of responsibility and mission for rectification. The municipal government established a special environmental protection action leading group with Deputy Mayor Wang Faliang as the leader and heads of relevant departments such as the Municipal Government Office, Supervision, Environmental Protection, Development and Reform Commission, Industry and Commerce, Health, and Safety as members. All towns and villages should establish special work teams, effectively strengthen the leadership of special actions, incorporate special environmental protection actions into the important agenda, and formulate outline implementation plans based on their respective realities, highlight key points, clarify tasks, implement responsibilities, and comprehensively carry out rectification work.

(2) Strictly enforce the law and resolutely correct the illegal discharge of pollutants by enterprises. Environmental protection departments must intensify environmental law enforcement and conduct in-depth inspections and strict supervision in accordance with the requirements of the "six prohibitions" of the environmental protection system and the "six no-nos" of environmental law enforcement personnel. Enterprises that illegally discharge pollutants must be dealt with seriously in accordance with disciplines and laws. New, renovated or expanded projects that fail to implement the environmental impact assessment system and the "three simultaneities" system must be immediately ordered to suspend construction and production; those who refuse to declare pollutants or commit fraud when reporting must be ordered to make corrections within a time limit; those who use pollution prevention and control facilities abnormally must be ordered to Restore use or reinstall and use within a time limit; those who fail to complete the treatment tasks within the time limit shall be ordered to suspend business or close; those who illegally set up sewage outlets in drinking water source protection zones shall be ordered to dismantle them within a time limit and be fined; refuse or obstruct the environmental protection department in accordance with the law Administrative matters will be transferred to the judicial department for processing.

It is necessary to identify a number of typical problems that seriously affect people's health and have not been solved for a long time, and implement the supervision of local administrative heads, seriously investigate and deal with them, and publicly expose them.

(3) Coordinate and cooperate to establish a interdepartmental transport mechanism. Relevant municipal departments must, in accordance with their respective functions, conscientiously perform their duties, strengthen coordination and cooperation, establish regular liaison meetings, joint case handling systems and environmental violation case transfer and transfer systems, and coordinated operations to severely crack down on environmental violations. The development, reform and economic authorities must supervise the implementation of production capacity, processes and products; supervisory agencies must investigate the administrative responsibilities of government and department heads and relevant personnel who violate environmental protection laws and regulations in accordance with the law and disciplines; judicial agencies must increase the publicity and promotion of environmental protection laws and regulations. Strengthen legal aid; the industrial and commercial departments must promptly cancel or revoke the business licenses of enterprises that have been closed according to law; the safety supervision departments must strengthen the supervision of hazardous chemicals.

(4) Strengthen responsibilities and implement the environmental protection administrative responsibility investigation system. In this year's special action, the provincial government clearly stipulated that more than five companies within the jurisdiction violated the environmental impact assessment system and the "Three Simultaneities" system, improper use of pollution prevention and control facilities, and outdated production processes, equipment, and products that were eliminated within a time limit. If there is a serious rebound in environmental violations such as elimination, "15 small" and "new five", the main responsible persons of the local government must be held accountable. Therefore, relevant departments in various localities must conscientiously implement the spirit of the national and provincial rectification work conferences, conduct special inspections on the implementation of environmental protection laws and regulations by local people's governments at all levels and their relevant departments, and resolutely correct outstanding problems that harm the people's environmental rights and interests.

Those who violate environmental protection laws and regulations, make major decision-making mistakes, and cause serious environmental pollution; those who fail to investigate and deal with environmental violations, or even cover up and condone illegal pollutant discharge enterprises, causing problems that the masses have strongly complained about to remain unresolved for a long time; those who do not exercise their authority in accordance with the law The heads of local governments and departments who have exercised their authority and caused serious consequences must be held accountable in accordance with the law.

(5) Smooth complaint channels and strengthen public supervision. Comprehensively open and vigorously publicize the 69 environmental protection hotline, strengthen the reporting and acceptance work, and improve the public supervision mechanism. For pollution problems reported by the public, the environmental protection department must complete the investigation and handling work within the specified time, and promptly feedback the investigation and handling results to the complainant. It is necessary to give full play to the role of the media in supervising public opinion and create a good atmosphere of social public opinion.

Part 2: Special Action Plan for Environmental Protection

In order to effectively solve the current outstanding environmental problems that endanger people's health and affect sustainable development, and protect the people's immediate environmental rights and interests, according to the "20XX This plan was formulated based on the unified deployment and requirements of the Provincial Department of Environmental Protection Special Action Video and Telephone Conference and combined with the actual situation of our county.

1. Guiding ideology

Thoroughly implement the Scientific Outlook on Development, further increase environmental law enforcement, and closely focus on the environmental protection work of "improving environmental quality, ensuring environmental safety, and serving scientific development" The main line, with the theme of maintaining environmental safety, focuses on solving outstanding environmental problems that endanger people's health and affect sustainable development such as excessive emissions or malicious illegal discharges from gas and water-related enterprises, effectively protect the people's environmental rights and interests, and ensure the construction of our county's ecological county. The construction of a livable water city for human beings was successfully completed.

2. Work priorities and requirements

(1) Continue to increase the supervision of key enterprises.

First, continue to strengthen the supervision of the operation of sewage treatment plants and landfills. It is necessary to focus on strengthening the daily supervision and inspection of Haiyuan Water Urban Sewage Treatment Plant, further improve the operating load rate and water compliance rate, and ensure the normal operation of the built environmental infrastructure. If the facility is not operating normally or the concentration of the incoming water changes significantly, the cause must be identified in a timely manner and rectified immediately. It is necessary to further increase the supervision of the treatment and disposal of sludge produced by sewage treatment plants, strictly manage the sludge disposal ledger, and standardize the sludge transportation and reception procedures. Strengthen cooperation with public security agencies and strictly investigate and deal with illegal dumping and illegal disposal of sludge. Focus on monitoring leachate from landfills. For problems that cause serious pollution to the surrounding environment or threaten drinking water sources and are strongly reported by the masses, the causes must be identified in a timely manner and resolved in a focused manner. Implement key supervision on enterprises that illegally discharge waste water and waste residue. Strengthen the daily supervision of the sewage treatment plant in the food park, the sewage treatment plant in the chemical industrial park and key enterprises in the development zone to ensure that the sewage treatment plant in the park and the enterprises in the park are in production and operation at the same time.

The second is to continue to strengthen the supervision of air polluting enterprises that burn coal and raise dust. Respirable particulate matter, sulfur dioxide and nitrogen oxides in the atmosphere are the key to air management. Controlling coal burning pollution, dust pollution and vehicle exhaust emissions are the three key points of treatment. Comprehensively carry out air pollution control in the coal chemical, cement, brick and glass manufacturing industries. Gases emitted by the above industries into the atmosphere must be equipped with desulfurization and denitrification or efficient dust removal treatment facilities, and ensure normal and effective operation. Enterprises are often urged to strengthen the operation, maintenance and management of pollution control facilities. For illegal discharges, excessive discharges, and unauthorized shutdown of desulfurization and denitrification facilities without any reason, severe penalties and sewage discharge fees must be recovered in accordance with the law. Promote the management of environmental protection signs for motor vehicles. Establish a government-led, department-coordinated work pattern to prevent air pollution as soon as possible.

The third is to continue to increase supervision of enterprises polluting surface water and river sections. We will conscientiously implement the "Implementation Plan for Stable Water Quality of Key Rivers in Jining City and Compliance with Standards" issued by the municipal government, taking the South-to-North Water Diversion Project as the overall focus to ensure that the water quality of the outbound river sections in our county is stable and meets the South-to-North Water Diversion control target requirements. We must resolutely shut down small-scale dehydration and chemical water-use enterprises that are difficult to manage, and strictly prevent the resurgence of the small dried garlic factory that has been closed down in our county. Industry is concentrated in three major parks, sewage is treated centrally, and environmental supervision is further strengthened.

(2) Focus on building an environmental safety prevention and control system.

All enterprises must closely focus on the three major links of prevention, early warning and emergency response, establish and improve the four working mechanisms of environmental risk assessment, hidden danger investigation, accident early warning and emergency response, and effectively form an environmental safety prevention and control system with full prevention and full control. Give full play to the role of environmental early warning monitoring and automatic monitoring systems for cross-sectional characteristic pollutants to effectively prevent environmental emergencies and ensure environmental safety.

(3) Carefully investigate and deal with environmental petitions and prominent environmental issues reported by the media. Environmental pollution problems reported in letters, calls, visits from the people and reported by the media must be included as important parts of special environmental protection actions. Environmental pollution problems that endanger people's health and have strong social repercussions must be severely investigated and punished. Those who emit illegal emissions and have been investigated and punished many times but have not yet made rectifications will be stopped for rectification; those who emit excessive emissions will be given maximum penalties in accordance with the law and ordered to make corrections within a time limit; those who do not operate the treatment facilities normally will be ordered to make corrections within a time limit, and those who fail to complete the tasks within the time limit will be punished according to the law. Shut down; especially drainage enterprises in drinking water source protection areas and enterprises engaged in hazardous waste utilization and disposal without operating licenses must be banned.
