2. According to the Ministry of Environmental Protection, "Hazardous Waste Management Unit Review and Licensing Guidelines", the hazardous waste license must contain a number. Such as ten digits number: the first and second digits for the hazardous waste management facility is located in the provincial administrative division code; the third and fourth digits for the provincial municipal level administrative division code; the fifth and sixth digits for the county government administrative division code; the remaining four digits of the number for the running number. The administrative division code is filled out in accordance with the Administrative Division Code of the People's Republic of China*** and the State (available on the website of the National Bureau of Statistics). The license issued by the Ministry of Environmental Protection begins with G, 10-digit number, and the numbering method varies from province to province and region to region.
Scope of acceptance
1, annual incineration of more than 10,000 tons of hazardous waste;
2, disposal of hazardous waste containing PCBs, mercury and other hazardous wastes that pose a great threat to the environment and human health;
3, the use of the inclusion of the national hazardous waste disposal facilities construction planning for the disposal of hazardous waste in a comprehensive centralized disposal facility.
Conditions for approval
1, there are more than three environmental engineering or related professional title of intermediate or above, and more than three years of solid waste pollution control experience of technical personnel;
2, there are in line with the State Council's competent department of transportation related to the transportation of hazardous goods safety requirements of the means of transport;
3, there are in line with national or local environmental protection standards and Safety requirements of the packaging tools, transit and temporary storage facilities, equipment, and storage facilities, equipment, and qualified storage facilities;
4, in line with the national or provincial, autonomous regions, municipalities directly under the Central Government of the construction of hazardous waste disposal facilities planning, in line with national or local environmental protection standards and safety requirements of the disposal facilities, equipment and ancillary pollution prevention and control facilities; of which, the centralized disposal facilities for medical wastes, should also be in line with national standards on the disposal of medical waste. Medical waste centralized disposal facilities, should also comply with national health standards and requirements for the disposal of medical waste;
5, with the operation of hazardous waste categories of disposal technologies and processes;
6, to ensure the safety of hazardous waste management rules and regulations, pollution prevention and control measures, and emergency rescue measures;
7, disposal of hazardous wastes in the form of landfill, should be obtained by the law of the landfill site The land use right of the landfill site shall be obtained in accordance with the law.
Approval Procedures
The unit applying for a hazardous waste license (hereinafter referred to as the applicant) applies directly to the State Environmental Protection Administration.
Solid Division, Pollution Control Department, State Environmental Protection Administration is responsible for accepting the application materials for hazardous waste business license. The applicant shall send the application materials directly to the Solid Division by mail or by other means.
Commitment Time Limit
SEPA will review the supporting materials submitted by the applicant within 20 working days from the date of acceptance of the application and conduct on-site verification of the applicant's operating facilities. If the conditions are met, the hazardous waste management license will be issued and announced; if the conditions are not met, the applicant will be notified in writing and the reasons will be given.
Hazardous waste business license approval process in accordance with the law requires a hearing, monitoring, identification and expert review, the time required is not calculated in the "Measures" described in the 20 working days.
