Article I In order to carry forward the humanitarian spirit and promote the further development of the cause of gratuitous blood donation in China, these measures are formulated in accordance with the relevant provisions of the Law of the People's Republic of China on Blood Donation (hereinafter referred to as the Blood Donation Law).
The second gratuitous blood donation commendation and reward refers to the reward given to individuals, collectives, provinces (municipalities) and troops who have made remarkable achievements and contributions to the cause of gratuitous blood donation in accordance with these provisions.
Article 3 Recognition and reward for gratuitous blood donation adheres to the principles of openness, fairness and impartiality, and focuses on spiritual rewards, in accordance with the stipulated awards, standards, authorities and procedures.
Article IV National-level commendation activities are held once every two years. Article 5 The awards for recognition of gratuitous blood donation are divided into "Award for Contributing to Blood Donation", "Award for Promoting Blood Donation", "Award for Volunteer Service in Blood Donation", " Award for Advanced Provinces (Municipalities) in Blood Donation", "Award for Advanced Troops in Blood Donation" and "Award for Unreimbursed Donation of Hematopoietic Stem Cells".
Article 6 The Award for Contributing to Blood Donation is used to reward those who have voluntarily donated blood for many times without compensation. The awards and award criteria are:
(1) Bronze Award, for those who have voluntarily donated blood without compensation for more than 20 times;
(2) Silver Award, for those who have voluntarily donated blood without compensation for more than 30 times;
(3) Gold Award, for those who have voluntarily donated blood without compensation for more than 40 times.
Article 7: The Award for Promotion of Non-Remunerated Blood Donation shall be used to reward units and individuals who have made contributions to the cause of non-remunerated blood donation. The awards and award criteria are:
(1) Unit Award, for units that donate more than RMB 500,000 yuan or donate blood collection equipment and facilities valued at more than RMB 500,000 yuan;
(2) Individual Award, for individuals that donate more than RMB 300,000 yuan or donate blood collection equipment and facilities valued at more than RMB 300,000 yuan;
(3) Special Award, for units that make outstanding contributions to the cause of gratuitous blood donation in China for a long period of time. (c) Special Award, for people from all walks of life and departments that have made outstanding contributions to promoting the cause of blood donation in China.
Article VIII Voluntary Service Award for Non-Reimbursable Blood Donation is used to reward individuals who actively participate in voluntary service work for non-reimbursable blood donation. The awards and award criteria are as follows:
(1) "One-star", volunteers who have accumulated 120 hours of volunteer service in blood donation;
(2) "Two-star", volunteers whose cumulative time in volunteer service in blood donation reaches 240 hours;
(iii) "Three-star", volunteers whose cumulative time of volunteering for unpaid blood donation reaches 360 hours;
(iv) "Four-star", volunteers whose cumulative time of volunteering for unpaid blood donation reaches 480 hours;
(v) "Five-star", volunteers whose cumulative time of volunteering for unpaid blood donation reaches 600 hours;
(vi) "Lifetime Honor Award", volunteering for unpaid blood donation for more than ten years and the cumulative time exceeds 1,500 hours, or volunteers whose cumulative time exceeds 3,000 hours.
Article IX Advanced Provinces (Municipalities) Award for Non-Reimbursable Blood Donation is used to reward provinces (autonomous regions and municipalities directly under the central government) and municipalities with districts (prefectures, states and unions) that actively support the cause of non-reimbursable blood donation. The criteria for the award are:
(1) 100% of the blood used for clinical purposes comes from voluntary non-remunerated blood donation;
(2) the proportion of regular non-remunerated blood donors among the local blood donation population reaches more than 50%;
(3) among the population aged between 15-55 years old, the rate of awareness of non-remunerated blood donation among the urban residents shall be more than 85%, and that of the rural residents more than 75%; the rate of the young people in school shall be more than 95%;
(4) the rate of blood donation among the urban residents and the young people in school shall be more than 95%; and 95% or more;
(4) local news media actively broadcast public service advertisements to publicize the knowledge of unremunerated blood donation, of which radio, television and other media ensure that it is broadcast more than twice a day from 7:00 a.m. to 10:00 p.m.
(5) more than 70% of public ****places within the jurisdiction such as major roadways, streets, plazas, parks, commercial districts, and tourist attractions, etc., free of charge to set up public service billboards or bulletin boards on the knowledge of unremunerated blood donation. Knowledge of public service billboards or bulletin boards;
(vi) according to the clinical blood consumption of local medical institutions, set up a reasonable layout and appropriate number of fixed blood donation houses (points).
Article X: The Award for Advanced Troops in Blood Donation is used to reward the military and armed police forces that have made contributions to the cause of blood donation. The criteria for the award are:
Units of the military and armed police forces above the military level (independent divisions) where the awareness rate of gratuitous blood donation among officers and soldiers has reached more than 95%, and where 100% of the officers and soldiers have voluntarily donated blood without compensation.
Article XI Award for Non-Remunerated Blood Stem Cell Donation is used to reward successful blood stem cell donors. The awards and award criteria are:
(1) Dedication Award, successful donation of hematopoietic stem cells for one donor;
(2) Special Award, successful donation of hematopoietic stem cells for more than two donors, or successful donation of hematopoietic stem cells for one time and voluntary blood donation for more than 20 times. Article 12 The health administrative departments of each city, the Red Cross and the relevant units of the army are responsible for the collection and submission of relevant application materials.
Provincial (autonomous regions and municipalities directly under the central government) health administrative departments, Red Cross societies and relevant units of the military are responsible for the statistics and preliminary examination of the application materials.
The Ministry of Health, the Red Cross Society of China and the Ministry of Health of the General Logistics Department formed a "blood donation commendation and award evaluation team", which is responsible for reviewing, evaluating and approving blood donation commendation awards.
Article 13 The people's governments of various cities, the Red Cross and the relevant units of the armed forces shall be responsible for recognizing:
(1) Bronze Medal for the Award for Donation of Blood without Compensation;
(2) Volunteer Service Award for Donation of Blood without Compensation (one-star to three-star).
Article 14 The people's governments of provinces (autonomous regions and municipalities directly under the central government), the Red Cross and the relevant units of the armed forces shall be responsible for recognizing:
(1) the Silver Award of the Award for Contributing to Blood Donation without Reparation;
(2) the Award for Volunteer Service in Blood Donation without Reparation (four-star to five-star);
(3) the Award for Devotion to Blood Stem Cells by Unreimbursed Donation.
Article 15 The Ministry of Health, the Red Cross Society of China and the Ministry of Health of the General Logistics Department shall be responsible for recognizing:
(i) Bonus Award for Donation of Blood without Compensation;
(ii) Award for Promotion of Donation of Blood without Compensation;
(iii) Lifelong Honorary Award for Volunteer Service of Donation of Blood without Compensation;
(iv) Award for Advanced Provinces (Municipalities) for Donation of Blood without Compensation;
(v) Award for Advanced Troops in Non-Reimbursable Blood Donation;
(vi) Special Award for Non-Reimbursable Donation of Blood Stem Cells.
Article 16 Commendation and reward for gratuitous blood donation shall generally be carried out in accordance with the following procedures:
(1) If an individual, a collective, a province (city) or a troop meets the criteria for the award of the corresponding prize, the individual, the unit or the local blood collection and supply institution shall submit application materials and report them to the local and municipal health administrative departments, the Red Cross and the relevant units of the army in accordance with the stipulated authority of recognition and reward;
(2) (2) The relevant departments of the local and municipal cities collect, compile and report statistics of gratuitous blood donation and the relevant units of the army; and ) The relevant departments of the local municipalities collect and count the relevant application materials and report them to the provincial health administrative departments, the Red Cross and the relevant units of the army;
(c) The relevant units at the provincial level carry out a preliminary examination of the application materials reported by the local municipalities and formulate a list of qualified persons to be assessed, which will be publicized within a certain range and in an appropriate form for seven working days;
(d) After the expiration of the publicity period, the Ministry of Health, Red Cross Society of China and the Ministry of Health of the General Logistics Department shall review the qualified materials reported by the provinces and the relevant units of the army and make them public.
Article XVII For blood donors who have participated in gratuitous blood donation in different regions to make declarations, each region shall carefully check the information of the donors concerned and accept them in a timely manner, and shall not refuse to accept the declarations of the donors who meet the conditions for commendation. Article 18 Declaring individuals, collectives, provinces (municipalities) and troops who have made false claims and fraudulent rewards shall be disqualified from declaration after verification and shall not be allowed to declare again within four years; if rewards have already been made, the approving authority shall revoke the rewards, withdraw the rewards certificates, and publicize them to the society.
Article 19 The relevant personnel involved in the evaluation of gratuitous blood donation shall be criticized and educated or punished according to the seriousness of the circumstances if they engage in favoritism or falsification in their work. Article 20 Non-remunerated blood donation refers to the act of citizens voluntarily donating their own blood without remuneration.
Fixed unpaid blood donors are those who have donated blood at least three times and at least once in the last twelve months, and have promised to donate blood again within the next year.
Article 21: The number of times of unpaid blood donation for commendation and evaluation shall be converted and counted according to the following provisions:
Whole blood shall be counted as 1 time for every 200 milliliters;
Machine-absorbed platelets shall be counted as 1 time for every 1 therapeutic unit, and 2 times for 2 therapeutic units;
The number of times of unpaid blood donation prior to the promulgation of the Blood Donation Act may be cumulated and counted.
Article 22 These Measures shall apply to the recognition and reward of overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, and foreigners in China after they have donated blood in mainland China.
Article 23 The awards recognized under these Measures are honorary awards.
Article 24 The people's governments of provinces (autonomous regions and municipalities directly under the central government), the Red Cross and the relevant units of the armed forces may formulate the relevant commendation and reward methods in accordance with the present Measures and the actual situation in their own regions and units.
Article 25 These Measures shall be interpreted by the Ministry of Health of the People's Republic of China, the Red Cross Society of China and the Ministry of Health of the General Logistics Department of the Chinese People's Liberation Army.
Article 26 These Measures shall come into force on January 1, 2010, and the "National Measures for Commending and Rewarding Blood Donation" issued on July 12, 1999 shall be repealed at the same time.

Article 4 The National Award for Promoting Non-Reimbursable Blood Donation shall be used to reward units that donate more than RMB 500,000 yuan for the cause of non-reimbursable blood donation, or donate blood collection vehicles and equipment worth more than RMB 500,000 yuan; individuals who donate more than RMB 300,000 yuan for the cause of non-reimbursable blood donation, or donate blood collection equipment worth more than RMB 300,000 yuan; units and individuals who provide public welfare service and publicity for the cause of non-reimbursable blood donation for many years; and units and individuals who make outstanding contributions to the cause of promoting non-reimbursable blood donation in China in other forms. Individuals from all walks of life who have made outstanding contributions to the cause of blood donation in China in other ways. Article 5 The National Advanced Provinces (Municipalities) Award for Non-Reimbursable Blood Donation shall be awarded to provinces (autonomous regions, municipalities directly under the central government and sub-provincial municipalities) where 100% of the clinical blood supply is provided by non-reimbursable blood donors. Article 6 The Ministry of Health, the Red Cross Society of China and other relevant departments shall form a group to evaluate the recognition and award of gratuitous blood donation, and shall be responsible for reviewing and evaluating the reported materials for the award. Article 7 The National Conference on Commendation and Reward for Non-Remunerated Blood Donation shall be held once every two years to commend the recipients of the National Award for Devotion to Non-Remunerated Blood Donation (Gold Award), the Award for Promotion of Non-Remunerated Blood Donation, and the Award for Advanced Provinces (Municipalities) for Non-Remunerated Blood Donation. The recipients of the Award for Contributing Blood without Reparation (Silver and Bronze Awards) shall be entrusted to the people's governments of the provinces, autonomous regions and municipalities directly under the central government and the Red Cross for joint commendation after the approval by the Appraisal Group for Commending and Rewarding Blood Donation. Article 8 The people's governments of provinces, autonomous regions and municipalities directly under the central government and the Red Cross may formulate local commendation and reward methods in accordance with these Measures and the actual situation in their respective regions. Article 9 These Measures shall also apply to overseas Chinese, compatriots in Hong Kong and Macao, and foreigners in China. Article 10 These Measures shall be interpreted by the Ministry of Health of the People's Republic of China and the Red Cross Society of China. Article 11 These Measures shall come into force on the date of promulgation, and the former Measures for Rewarding Non-Reimbursable Voluntary Blood Donation (for Trial Implementation) shall be repealed by itself. The quantity of unpaid blood donation before the promulgation of the Blood Donation Law can be calculated cumulatively. The various types of awards recognized by this method are honorary awards, and the individual award distinction is for the reference of other sectors Uncompensated Voluntary Blood Donation Reward Measures (Trial)
(promulgated on June 8, 1987) Uncompensated voluntary blood donation is a noble act of saving lives and helping the sick and wounded, a manifestation of the spirit of selfless dedication, and one of the important symbols of the construction of the socialist spirit of civilization. In order to recognize the gratuitous voluntary blood donors, this incentive scheme (for trial implementation) is hereby formulated. (1) Unreimbursed voluntary blood donors shall be issued with an unreimbursed voluntary blood donation card [with the number of blood donations, the year, month and day, the unit of blood collection (with official seal), and the name of the blood collector] and be awarded with a commemorative medal for unreimbursed voluntary blood donation. (b) Those who have donated 1 liter of blood in total shall be awarded a bronze medal for voluntary blood donation. (c) Those who have donated 1.6 liters of blood on a voluntary basis shall be awarded a silver medal for voluntary blood donation. At the same time, the honorable title of Honorary Member of the Red Cross Society of China shall be awarded and the certificate and badge of Honorary Member shall be issued. (d) Those who have donated 2.4 liters of blood on a voluntary basis shall be awarded a gold medal for voluntary blood donation. (v) Those who have donated more than 3.4 liters of blood on a voluntary basis shall be awarded a trophy for voluntary blood donation. (F) When the volunteer blood donors and their immediate family members who are not entitled to public medical treatment and labor insurance medical treatment (those who are not eligible to donate blood) need to use blood due to injuries or illnesses, they shall be reimbursed by the blood supply unit with the blood supply invoice from the blood supply unit for the amount of blood or blood components equal to the amount of blood donated by the volunteer blood donors, and then they shall be reimbursed by the blood collection unit with the blood supply invoice. (1) Unpaid voluntary blood donation means that the blood donor does not receive nutritional expenses, various subsidies and other remunerations in both the blood donation unit and his/her work unit. (b) Various medals, trophies and cards for unpaid blood donation are designed by the Red Cross Society of China and uniformly made (common throughout the country), which are collected and distributed by the county and above citizen's voluntary blood donation offices (blood stations) to the Red Cross Societies of the provinces, autonomous regions and municipalities directly under the central government. The labor cost of the production is paid by the blood collection unit. (c) Bronze medals, silver medals, gold medals and trophies for awards for gratuitous voluntary blood donation are issued only once to each person. (d) Honorary member certificates and badges of the Chinese Red Cross shall be uniformly designed and produced by the Red Cross Society of China, and shall be collected and issued by the Red Cross societies of counties and counties above to the Red Cross societies of provinces, autonomous regions and municipalities directly under the central government, and the cost of production shall be paid by the blood-collecting units. (e) After donating blood, unpaid voluntary blood donors shall be provided with one meal of appropriate snacks and drinks free of charge by the blood collection unit. (C) The unpaid voluntary blood donors rewarded by these Measures refer to the qualified unpaid voluntary blood donors since the implementation of Document No. 242 of the National Development [1978] since 1978. These measures also apply to overseas Chinese, Hong Kong and Macao compatriots and foreigners in China.
