Chapter 1 General Principles

Chapter II Prevention and Emergency Preparedness

Chapter III Monitoring and Early Warning

Article 37 The State Council establishes a national unified information system on emergencies.

Article 41 The State establishes a sound system for monitoring emergencies.

Chapter IV Emergency Disposal and Rescue

Chapter V Recovery and Reconstruction

The people's government of the area affected by the emergencies shall promptly organize and coordinate the public security, transportation, railroads, civil aviation, post and telecommunications, construction and other relevant departments to restore social order, and as soon as possible to repair the damaged transportation, communications, water supply, drainage, power supply, gas supply, heating and other public **** facilities.

Article 60 If the people's government of an area affected by an emergency needs the support of the people's government at a higher level to carry out restoration and reconstruction work, it may make a request to the people's government at a higher level. The people's government at the next higher level shall, in accordance with the losses suffered by the affected area and the actual situation, provide funds, material support and technical guidance, and organize other areas to provide funds, materials and manpower support.

Article 61 The State Council shall, in accordance with the losses suffered by the area affected by the emergency, formulate preferential policies to support the development of the relevant industries in the area.

The people's government of the region affected by the emergency shall, according to the losses suffered by the region, formulate plans for relief, compensation, consolation, pension, resettlement and other rehabilitation work and organize the implementation of such plans, and appropriately resolve the contradictions and disputes arising from the handling of emergencies.

Citizens to participate in emergency relief work or to assist in maintaining social order during the period, their wages and benefits in their units remain unchanged; outstanding performance, outstanding achievements, by the people's governments at or above the county level to give recognition or reward.

The people's governments at or above the county level in the emergency rescue work casualties are given compassionate treatment according to law.

Article 62 The people's government which performs the duty of unified leadership shall promptly ascertain the occurrence and causes of emergencies, summarize the lessons learned from the emergency response work, formulate improvement measures, and report to the people's government at the next higher level.
