Article XII has been approved and allocated funds for the project, in the prescribed time not in accordance with the provisions of the implementation, the Ministry of Health and the Ministry of Finance will withdraw the funds.

Article XIII of the completion of the project, if there is a balance of funds, the spending unit should be promptly surrendered to its competent departments or by the provincial health, financial sector review and approval of the adjustment for the project-related operational work, and reported to the Ministry of Health, the Ministry of Finance for the record.

Article XIV of the use of special funds for the formation of assets, are state-owned assets, should be included in the unified management of unit assets, the rational use of conscientious maintenance.

Article XV of the health, finance departments at all levels to strengthen the supervision and inspection of the project. During the implementation of the project, the Office of the Commissioner of Finance to strengthen the supervision and inspection of special funds, the security of the funds, compliance and performance tracking, the financial sector in conjunction with the same level of health departments as needed to carry out special inspections or random checks on the implementation of the project, but also can be entrusted to the intermediary institutions to assess the implementation of the project, found that the problem, and promptly reported to the Ministry of Finance, Ministry of Health, and corrected and dealt with in accordance with the provisions of the law. The project will be implemented by the Ministry of Finance and the Ministry of Health in accordance with the regulations.

Article XVI of the project provincial health, finance departments within three months of the end of the year to the Ministry of Health, the Ministry of Finance to submit the project's annual implementation report.
