According to the "Implementation Opinions on Open Recruitment of Personnel in Public Institutions of Jinan City" (Ji Renzi [2007] No. 91) and "Notice on Further Improving the Open Recruitment Work of County (City) and District Public Institutions" ( In accordance with the relevant provisions of Jirenzi [2009] No. 96), the relevant matters concerning the public recruitment of health professional and technical personnel in Shanghe County in 2013 are now announced as follows:

1. Recruitment plan

The recruitment unit is each township (street) health center, and the recruitment quota is 30 people (see attachments 1 and 2 for specific recruitment plans and positions).

2. Recruitment scope and conditions

(1) Basic conditions.

1. Have the nationality of the People’s Republic of China, abide by the Constitution and laws, have high political and ideological quality and professional ability, have good conduct, obey work assignments, perform job responsibilities conscientiously, and be in good health.

2. Under 40 years old (born after September 5, 1972).

3. College degree or above (obtained after 2009). The requirements for a college degree are permanent residents in Jinan City (including college graduates from Jinan City who are not employed during the career selection period). The "selecting college graduates to work in the village" and "three supports and one support" serving in Shanghe County Plan, "College Student Volunteer Service West Plan" and other grassroots service project personnel (hereinafter referred to as grassroots service project personnel) are not limited to household registration.

(2) Other conditions required for the recruitment position.

1. Full-time students in general colleges and universities and active military personnel cannot apply; those who have been criminally punished or dismissed from public service are found to have cheated by the competent authorities in civil servant recruitment and public recruitment in public institutions. Persons who engage in behavioral or other circumstances that prohibit employment by law are not eligible to apply. Applicants cannot apply for positions with which they have a kinship relationship that should be avoided.

2. Current employees of public institutions affiliated to Shanghe County cannot apply. Graduates of orientation and commissioned training must obtain the consent of the orientation and commissioned training unit to apply. If you are an in-service employee, you must obtain the consent of your employer.

3. According to relevant national and provincial and municipal regulations, grassroots project personnel recruited and selected by our province will be uniformly organized to serve for 2 years and pass the assessment within 3 years (referring to 2009, 2010, 2011 For those who recruit and select personnel in 2011 (including college student village officials who were re-appointed in 2011), there will be targeted positions and targeted recruitment will be implemented. Personnel serving grassroots projects can apply for targeted recruitment positions or other recruitment positions.

3. Registration and preliminary qualification review

(1) Registration time and method. Registration is conducted at the same time, online registration, online preliminary review, and online payment.

(2) Individual registration. Applicants should log in to the designated registration website, truthfully fill in relevant personal information and upload a recent bareheaded electronic photo of themselves in accordance with the job requirements and online prompts. Each person is limited to applying for one position. If an applicant logs in multiple times to fill in the registration information before passing the preliminary qualification review, the last filled-in information will automatically replace the previous filled-in information. Once the registration qualification is approved in the preliminary review, it cannot be changed. Applicants must use a second-generation ID card to register, and the ID card used during registration and examination must be consistent. If the applicant maliciously registers the registration information, disrupts the registration order, etc., his or her qualifications for this application will be canceled after verification and will not be allowed to participate in the open recruitment of public institutions in Shanghe County for 5 years.

(3) Preliminary review. The County Health Bureau will designate a dedicated person to be responsible for the preliminary qualification review, check the online registration status during the registration period (not closed on holidays), conduct a qualification review based on the information submitted by the applicants, and publish the preliminary review results online.

Those who are qualified to apply and meet the application conditions shall not refuse to apply; for those who fail the preliminary review, the reasons must be explained. During the online registration period, the consultation hotline will be announced and a dedicated person will be on duty to provide consultation services. For those who pass the preliminary qualification review, the County Health Bureau will retain the applicant's registration information for reference during the qualification review.

(4) Check the preliminary review results. After submitting the registration information online, applicants must check the results of the preliminary review of registration qualifications in a timely manner. Those who have passed the preliminary qualification review cannot apply for other positions; those whose registration qualifications have not yet been reviewed or who have not passed the preliminary qualification review can apply for other positions, but the system automatically prohibits the applicant from applying for the position that has been rejected again.

(5) Online payment. Those who pass the preliminary qualification review must log in to the registration website to pay online within the specified time. Those who fail to pay within the time limit will be deemed to have automatically given up. After successful payment, download and print the "Registration Form for the 2013 Shanghe County Public Recruitment of Health Professionals and Technical Personnel" (Attachment 3) and the "Integrity Letter for Applicant Public Institution Staff" (Attachment 4).

The standard fee for the written examination is: 40 yuan per person. Those who have successfully paid can log in to the registration website from 9:00 on September 11 to 16:00 on September 12, 2013 to download and print the admission ticket for the written examination.

The number of applicants should reach 3 times the recruitment plan. If the above proportion is not reached, if the plan is to recruit one person, the plan will be cancelled; if the plan is to recruit two or more people, the recruitment plan will be reduced accordingly. The vacated plans will be adjusted to positions with a relatively high ratio of applicants in clinical and nursing majors to the recruitment plan. The canceled targeted recruitment plan will automatically be converted into a recruitment plan for the same major. Those who apply for positions that have been canceled can apply for other qualified positions within the specified time.

Rural extremely poor college students and urban subsistence allowance recipients who plan to enjoy the exemption or reduction of examination fees are not required to pay online. (6) Targeted recruitment. 4. Examination and Qualification Review

The exam is divided into two parts: a written test and an interview. The test is conducted first and then the interview.

(1) Written test.

The written test time is 9:00-11:00 am on September 21, 2013.

The written test is worth 100 points.

The examination content covers basic medical knowledge and corresponding professional knowledge.

After the written test, the interview candidates will be determined in order from high scores to low scores in a ratio of 1:3 for each recruitment plan position based on the written test scores. For recruitment positions that do not meet the 1:3 ratio, interview candidates can be determined at a minimum ratio of 1:2.

(2) Qualification review. The qualification review of applicants runs through the entire recruitment process.

Personnel conducting qualification review must submit the "2013 Shanghe County Health System Open Recruitment Staff Registration Form", "Applicant Staff Integrity Letter", graduation certificate, and degree certificate (for clinical application) to the County Health Bureau in accordance with relevant recruitment requirements. , dental post personnel to submit), registration certificate, ID card, household registration book (to be submitted by college graduates), etc. In-service personnel must also submit a letter of introduction from the department or unit with the authority to apply for the examination. The above-mentioned certificates and related materials are required to be submitted in original form for inspection and to provide copies. Those who do not meet the application requirements upon review will be disqualified from the interview upon approval. The vacancies caused by abstention or disqualification will be filled in order from the highest score to the lowest score in the written examination.

(3) Interview. The interview adopts a structured interview method, which mainly tests the candidate's comprehensive analysis ability, organization and coordination ability, innovation and adaptability, language expression ability and behavior and other aspects of abilities and qualities. Social supervisors will be hired to conduct on-site supervision at the interview site, and the interview results will be announced on the spot.

The interviewer shall pay an examination fee of 70 yuan, which shall be paid at the same time when receiving the interview notice. Those who enter the interview area will receive the interview notice within the specified time. Those who fail to receive it after the deadline will be deemed to have given up automatically. The vacancies caused by abstention will be filled in order from the highest score to the lowest score in the written examination.

(4) Score calculation. The written test score is 60% and the interview score is 40% to calculate the total score. Written test scores, interview scores, and total scores are calculated to two decimal places, and the remainder is rounded off. According to the overall score from high to low, the candidates who enter the physical examination and assessment range will be determined according to the ratio of 1:1 in the job recruitment plan. If there is a tie in the total scores of the people who intend to enter the physical examination and assessment range, and the tied people cannot all enter the physical examination and assessment range, the candidates who enter the physical examination and assessment range will be determined based on the written test scores from high to low. For those whose scores are still the same, an interview will be reorganized. The candidates for the physical examination will be determined based on the scores in the additional examination from high to low (vacancies caused by failure to pass the physical examination or abstention during assessment, physical examination, and job selection will also be filled according to the above method). If the ratio of actual candidates at the interview site for certain positions is less than 1:2 and no effective competition is formed, the interview scores of the candidates must be higher than 60 points before they can be included in the scope of physical examination and job selection.

5. Physical examination and assessment

Those who enter the scope of physical examination and assessment will be organized by the competent department to undergo a physical examination at a general hospital at the county level and above. The physical examination expenses will be borne by themselves. Please refer to the physical examination items and standards for civil servant recruitment. To implement, the physical examination hospital must issue a written physical examination conclusion indicating whether the specific examination has passed or failed. If there is a avoidance relationship between the medical examiner and the examinee, the medical examiner shall be recused.

For those who have passed the physical examination, the public recruitment work leading group of the county public institutions will organize specialized personnel to conduct a comprehensive assessment of their morality, ability, diligence, performance and avoidance, etc. At the same time, their application qualifications will be further reviewed.

6. Position selection and employment

(1) Position selection. Those who pass the physical examination and assessment will be selected for positions. According to the major applied for, positions are selected in order from high score to low score based on the total score. No transfer is allowed within 5 years after arrival. Applicants cannot choose positions with which they have a kinship relationship that should be avoided.

(2) Employment. After the job selection is completed, a public announcement system will be implemented for the personnel to be hired, with a public announcement period of 7 working days. For candidates who have been publicly announced and have no objections, an employment contract shall be signed by both the employer and the applicant in accordance with the prescribed procedures.

Employed personnel shall implement a probation period system in accordance with regulations, and the probation period is included in the term of the employment contract. After the probation period expires, those who pass the assessment will be formally employed; those who fail will have their employment qualifications revoked.

7. Other Matters
