General provisions are as follows:
Article 1 In order to regulate the water conservancy project construction project important equipment, materials procurement management bidding activities, according to "water conservancy project construction project bidding management regulations" (Ministry of Water Resources Decree No. 14, hereinafter referred to as "regulations") and the relevant provisions of the State, combined with the characteristics of water conservancy project construction, the development of this approach.
Second This approach applies to water conservancy projects (hereinafter referred to as "project") important equipment, materials procurement bidding activities.
Article III of the project meets the "provisions of" Article III of the scope and standards, must be bidding procurement.
The State and the Ministry of Water Resources on the project technology is complex or have special requirements of water conservancy project construction projects important equipment, materials procurement otherwise provided, from its provisions.
The procurement referred to in these measures refers to the one-time procurement of important equipment and materials for the project.
Article 4 The important equipment referred to in these measures refers to:
Electromechanical equipment, automation equipment, metal structures and equipment, test equipment, prototype observation and measurement instruments and equipment directly used in the project's permanent works;
All kinds of construction equipment, construction machinery, and construction vehicles, etc. purchased with the funds of the project for use in the construction of the project;
office equipment, communication equipment, electrical equipment, medical equipment, environmental protection equipment, transportation vehicles and living facilities and equipment, etc., purchased with the funds of this project for serving this project.
Article 5 Important materials referred to herein refer to:
(1) important materials constituting permanent works, such as steel, cement, fly ash, silica fume, anti-wear materials, etc.;
(2) consumable materials used for the project in large quantities, such as oil, timber, civil blasting materials, etc.
Article VI of the water administration department in accordance with the law on the project important equipment, materials bidding procurement activities to implement administrative supervision. Contents include:
(a) supervision and inspection of the bidder in accordance with the bidding submitted for the record before the project bidding report for bidding;
(b) may be sent to supervise the important equipment, materials bidding and procurement activities, investigate and deal with violations of the law;
(c) acceptance of bidding according to law, filed by the bidding for the project's important equipment, materials bidding and procurement report.
Article 7 of the project important equipment, materials bidding and procurement activities shall follow the principles of openness, fairness, justice and honesty and credit. Project important equipment, materials bidding work by the bidder is responsible for, any unit or individual shall not in any way unlawfully interfere with the project important equipment, materials bidding procurement activities.
