Civil transport airport emergency rescue management rules Chapter III emergency rescue organizations and their responsibilities

Article 10 The airport management organization shall set up the airport emergency rescue work leading group under the unified leadership of the local people's government.

Airport emergency rescue work leading group is the airport emergency rescue decision-making body, usually should be by the local people's government, the airport management agency, the Civil Aviation Regional Administration or its agencies, air traffic management department, the relevant aircraft operators and other resident units in charge of the **** with the composition.

The leading group of airport emergency rescue work is responsible for determining the overall policy and focus of the airport emergency rescue work, reviewing the airport emergency rescue plan for emergencies and the duties between the emergency rescue member units, reviewing and determining the airport emergency rescue drills and other important matters, as well as making decisions on major issues encountered during the airport emergency rescue process.

Article XI of the airport emergency rescue commander-in-chief by the airport management agency or its authorized person, fully responsible for the command of the airport emergency rescue.

Article XIII of the airport air traffic management department in the airport emergency rescue work in the main responsibilities:

(2) timely understanding of the occurrence of emergencies aircraft captains intentions and the development of the incident and inform the command center;

Article 14 The main responsibilities of the airport fire department in the emergency rescue work at the airport:

(1) rescuing trapped persons in distress, preventing the fire from starting, and organizing and implementing the fire-fighting work;

(2) implementing the aircraft breaking work according to the needs of the rescue;

(3) coordinating the emergency support work of the local fire departments;

(4) Responsible for moving the remains of the victims and the injured to a safe area, and in the event that medical personnel have not yet arrived at the scene, in accordance with the humanitarian principle of "self-rescue and mutual rescue", to implement the emergency rescue of the injured.

Article XV of the airport medical rescue department in the airport emergency rescue work in the main responsibilities:

(a) the casualties of the examination and classification of casualties, on-site emergency medical treatment and evacuation of casualties. Record the casualty's injury and evacuation information.

(ii) Coordinate the emergency support work of local medical rescue departments.

(iii) Conduct on-site medical treatment and prevention and control of infectious diseases.

(D) is responsible for the organization and implementation of medical emergency disposal.

Article XVI of the aircraft operator or his agent in the emergency rescue work in the main responsibilities:

(a) provide relevant information. The information includes the flight number, aircraft type, nationality registration number of the aircraft where the emergency occurred, the crew, the list of passengers and their identification numbers, contact numbers, seat number on board, nationality, gender, the number of baggage, the amount of fuel loaded, the cargo loaded and dangerous goods and so on.

(2) Setting up temporary reception organizations and places at the airports where the aircrafts take off, the airports where emergencies occur, and the airports where the aircrafts were originally scheduled to land, and taking charge of the reception and inquiry work.

(3) It is responsible for opening emergency telephone service centers and for the notification and contact of relatives of casualties.

(d) Responsible for the counting and handling of cargo, mail and baggage.

(v) In case of emergencies during the process of aircraft entry and exit, it is responsible for informing the customs, border control and quarantine departments of the basic situation of the incident.

(F) Responsible for the removal of wrecked aircraft.

Article XVII of the airport ground support departments in the airport emergency rescue work in the main responsibilities:

(1) is responsible for the occurrence of emergencies at the scene and related areas to provide the necessary power and lighting, aviation fuel disposal, rescue materials and other security work;

(2) is responsible for the damage to the airport flight area field paths, visual aids to navigation facilities and equipment, such as the emergency restoration work.

The 10th International Air Transportation Organization (IATA) is a member of the International Air Transport Association (IATA).

Article 18 In addition to the units involved in Article 12, Article 13, Article 14, Article 15, Article 16 and Article 17 of these Rules, the duties of other local rescue units involved in the emergency rescue work shall be clarified by the support agreement concluded in accordance with Article 23 of these Rules.
