Conceptually, the construction of Hunan's most open city is relative to other cities in the province-wide urban system, referring to the construction of Chenzhou to become the most open city in the Hunan provincial urban system. Nowadays, two sets of indicator systems are generally used to measure the degree of openness of a city. One is the city's inter-district openness index system, the main indicators are: inter-district market dependence, inter-district industrial division of labor, inter-district capital dependence and mobility, logistics and passenger flow activity, labor mobility, technology dependence and transfer activity, domestic tourism dependence and activity, information mobility, and people's conceptual openness. The other set is the city's international openness indicator system, and the main indicators are: foreign trade dependence, foreign enterprise dependence and enterprise output, foreign investment dependence and capital output, international tourism dependence and activity, international human capital flow, international education exchange activity, international technology dependence and technology output activity, and international information mobility. If the comprehensive evaluation value of these two sets of indicators reaches the top in the city system of Hunan Province, it can be called the most open city in Hunan.
The construction of the inter-provincial regional center city of Hunan-Guangdong-Gan is relative to the other cities in the regional city system of Hunan-Guangdong-Gan border area, specifically relative to Shaoguan, Ganzhou and other cities, which refers to the construction of Chenzhou to become a large city or mega-city that is in a dominant position in the economic and social activities in the inter-provincial area of Hunan-Guangdong-Gan, and has an integrated function and a pivotal role. The criteria for measuring a regional center city are the population size of the urban area, the built-up area, the total economic volume, the scientific and technological innovation capacity, the degree of development of social undertakings, and the size of the radiation-driven area. The construction of inter-provincial regional center city of Hunan-Guangdong-Gan is to make Chenzhou become a city with large population size, wide built-up area, strong economic strength, developed scientific and technological innovation ability, high degree of social cause development and wide radiation-driven area in this region.

City construction is a comprehensive body, involving three major aspects of the city, economy and humanities. Therefore, the content of the "two cities" construction also includes these three aspects.
1, the city. Including urban scale, urban form, urban infrastructure, urban functions. Measuring the size of the city, mainly to see the population size and built-up area. Construction of the "two cities", the inevitable requirement of urban population size and built-up area is constantly expanding. By 2020, the population of Chenzhou city will reach 1 million, and the built-up area will reach 100 square kilometers. Urban form is the overall form of urban spatial composition, is a comprehensive reflection of the city's building density, spatial layout, including road networks, neighborhoods, nodes, urban development axes and other elements. The construction of the "two cities" should be committed to creating "one body, two wings and seven clusters" urban form, forming a pattern of the roc spreading its wings. Urban infrastructure mainly includes energy supply system, water supply and drainage system, road transportation system, post and telecommunications system, ecological and environmental protection system, disaster prevention and security system, etc. Each system is intersected horizontally and horizontally, connected by dots and lines, supporting the normal operation of urban production and residents' life. The city functions mainly include political function, economic function, social function, cultural function, scientific and technological function and so on. The construction of the "two cities" should be committed to building Chenzhou into an inter-provincial regional transportation hub city of Hunan, Guangdong and Gan, a new industrialization center city, and a regional center city for cultural exchanges and scientific and technological education.
2. Economy. Modern city is essentially a spatial agglomeration of economic activities. The urban economy includes enterprises, industries and markets. Enterprises are the main body of economic activity, the city is the center of enterprise agglomeration. Enterprises are clustered in cities to produce different types of material products and provide different kinds of labor activities, thus generating various types of industries. The competitive advantage of a city is mainly manifested in the competitive advantage of industries; the economic strength of a city is mainly reflected in the comprehensive strength of industries. The market is a synthesis of the spatial form, operation mechanism and business environment of the urban economy. The construction of "two cities" needs to vigorously cultivate and develop various types of enterprises at all levels, strengthen the leading industries with comparative advantages in Chenzhou, improve the level and strength of industries, and create a business-friendly market environment.
3, humanities. Including the spirit of the city, urban customs and lifestyle, citizens' cultural activities, education and science and technology, urban governance, the key is the comprehensive quality of citizens. The process of urban construction and development is also the process of urban humanities construction and development. Therefore, humanities construction has become an important part of the connotation of the "two cities" construction.

The main connotation of the "two cities" construction includes five aspects: openness, economic strength, carrying function, social atmosphere, ecological environment, and the "two cities" construction needs to do a good job in five aspects.
First, improve the degree of openness. In the allocation of resources, the introduction of innovative resources to utilize policies, mechanisms and ways to create a resource pooling and utilization of carriers and platforms, increase investment and intelligence, activate the vitality of economic and social development. In industrial development, adhere to the market-oriented, give full play to comparative advantages, promote independent innovation, bigger and stronger industries, actively participate in the inter-regional and international industrial division of labor, and improve the comprehensive competitiveness of Chenzhou industries. In the construction of facilities, efforts will be made to improve transportation conditions, build modern logistics parks, and construct tourist attractions and landscapes, so as to promote the prosperity of people and logistics. In terms of ideology and urban governance, break the narrow ideological constraints of localism and vassalism, establish an open and enlightened ideology, build a government-society-citizen interaction mechanism for urban construction and management, and form a synergy of economic and social development.
Second, to enhance economic strength. First, to enhance the strength of enterprises, including the ability of independent innovation, the ability to become bigger and stronger, the ability to withstand market risks, the ability to absorb employment, the ability to drive the regional economy. The second is to enhance the industrial strength, the advantage of the industry bigger and stronger, increase product market share, improve industrial economic efficiency. Third, to enhance the city's total economic strength, including the total GDP, GDP per capita, fiscal revenue, and strive for these three indicators are more than neighboring cities. Fourth, to enhance the competitiveness of the city's development environment, the formation of environmental conditions conducive to attracting and agglomerating various types of economic factors, resulting in a polarization effect.
Third, enhance the carrying function. Improve the urban road traffic carrying function, improve the commercial service carrying function, improve the municipal service facilities carrying function, improve the education, culture and sports facilities carrying function. Strengthen the construction of industrial parks and other functional areas to improve the city's economic agglomeration carrying capacity.
