Five main steps of bid evaluation process

In project bidding, the evaluation process of bidding documents generally includes the following five main steps:

1. bid opening: at the bid opening time specified in the tender documents, the tenderer will preside over the bid opening, check whether the package is complete, and read out the main contents of the tender, including the construction period and quotation.

2. Bid clearing: mainly check the completeness, overall arrangement order, whether the document signing is qualified, whether the bid bond has been submitted and whether there is any calculation error. Check whether the bidding documents fully respond to the bidding documents and whether there is collusion.

3. Detailed review: Detailed review of the technical and commercial parts of the bidding documents. According to the scoring rules in the bidding documents, the technical schemes of each bidder are screened out for comparison and ranked; In the business part, credit evaluation and quotation comparison table are made. The technology is evaluated in strict accordance with the evaluation criteria specified in the tender documents, and the focus of the quotation is whether there is an unbalanced quotation.

4. Clarification: Clarify ambiguities and ambiguities in the bidding documents. In the process of clarification, the bidder's active clarification will not be accepted.

5. Preparation of bid evaluation report: according to the clarification results, score according to the bid evaluation method specified in the tender documents, and make the recommendation order of the successful candidates according to the score results. Scoring shall be conducted in strict accordance with the provisions of the tender documents and the response of the tender documents.
