In order to implement the provincial government for the people to do a good job of rural women's "two cancers" checkup, according to the provincial and municipal work requirements, combined with the actual situation of the county, the implementation of the program is hereby formulated.
First, the work goal
(a) the overall goal. For our county 35-64 years old rural women for "two cancers" free examination, with the province synchronized with the two programs in 2020, the two plans "women's common diseases regular examination rate of more than 80%" of the target requirements.
(ii) Annual target. Take three years as a cycle, the county 35-64 years old rural women for a "two cancer" free examination, of which in 2018 to complete the target population of more than 25%;
2019 to complete the target population of more than 35%;
2020 to complete the target population of more than 20%. Through the implementation of the project, rural women's awareness of self-care has been gradually improved, and the knowledge rate of women's "two cancers" prevention and treatment has reached more than 80% in the county. The technical level and service quality of medical personnel will be further improved, and the coverage rate of the training of personnel responsible for rural women's "two cancers" checkups will reach more than 95%.

(a) Screening objects. All women aged 35-64 years old with rural household registration in the county who voluntarily participate and can receive the examination, all the objects receiving cervical cancer examination are required to sign an informed consent form.
(2) The content of the examination. First, cervical cancer examination. Including gynecological examination, cervical exfoliated cells Pap smear (TBS classification), colposcopy, histopathological examination. The second is breast cancer examination. Including breast clinical examination, breast color b ultrasound examination and breast molybdenum target machine x-ray examination.
Fourth, safeguard measures
(a) Strengthen organizational leadership. The Leading Group of Rural Women's Two Cancer Screening Work in Minle County was established, and a target responsibility letter for rural women's two cancer screening work was signed with each member unit to further solidify the work responsibility and promote the implementation of the work. During the implementation of the project, each town shall achieve overall coverage of the project in a 3-year cycle with the village as the unit;
Fully grasping the mobility of the population to be examined, the towns shall arrange for eligible rural women to be examined at the designated medical institutions in a planned and organized manner. Women who work outside the country can be organized to be examined during the National Day or during their return home around the Spring Festival.
(ii) clear work responsibilities. The county health and planning commission shall carry out the work responsibilities in accordance with the requirements of "Gansu Provincial Rural Women's "Two Cancers" Screening Work Technical Implementation Plan", and organize the implementation seriously. County Maternal and Child Health Hospital is the initial screening institution for rural women's "two cancers" screening project, and it should organize professional staff to carry equipment to the towns and health centers to carry out the screening in the vicinity of the towns and health centers. The towns and health centers shall actively cooperate with the initial screening institutions, do a good job of propaganda and launching, and organize the "two cancers" screening targets to do a good job of screening. The medical and health institutions undertaking the inspection task should strictly follow the standardized technical standards and inspection process, do the inspection work well, report the project data and information in a timely manner through the direct reporting system of the National Maternal and Child Major Public **** Health Service Project, save the personal inspection data properly and do a good job in keeping the confidentiality. Towns and county maternal and child health hospitals in the 20th of each month, respectively, to the county women's federation, the county health planning commission reported this month, "two cancers" check the completion of the task statistical table, quarterly thematic reports, until the completion of the project.
(C) Strict quality control. The county health planning commission is responsible for the quality control of the project implementation, according to the technical specifications of the rural women's "two cancers" screening project formulated by the former Ministry of Health, and regularly carries out quality control of the medical and health institutions undertaking the task of "two cancers" screening to standardize the operation process and review the results of the screening;
Regular meetings on quality control are held to inform on the quality of examinations and propose improvement measures. The laboratory management of medical and health institutions undertaking the "two cancers" screening program for rural women should be strengthened. They should be equipped with testing equipment and qualified testing personnel that are suitable for the relevant screening tasks, improve the relevant working system, and standardize the testing operation process and result reporting. Strict laboratory quality control to ensure smooth operation. The laboratory to undertake the task of testing should be timely feedback to the initial screening department test report.
(D) strict fund management. The county maternal and child health hospitals should regularly report to the county health planning commission to check the number of people and testing projects, etc., by the county women's federation, the county health planning commission review and approval, by the county financial bureau in accordance with the relevant provisions of the allocation of funds. The special subsidy funds must be earmarked for specific purposes, and no unit or individual shall in any way retain, squeeze or misappropriate the special subsidy funds. The management of special subsidy funds, the use and benefit of women should be regularly announced to the community, accept the public supervision.
(E) strengthen supervision and inspection. County Women's and Children's Working Committee organized the relevant units to set up an inspection team, quarterly inspection of the towns to check the completion of the task, the work of the operational management, the use of funds, the implementation of the quality control and the effect of supervision and inspection and notification, to ensure that the work is solidly in place, completed on schedule.
