China's only by the State Council, Hong Kong and Macao Affairs Office and the Ministry of Foreign Trade and Economic Cooperation jointly approved the establishment of Hong Kong branch of the calibration laboratory. Saibao Measurement and Testing Center is subordinate to the Fifth Research Institute of Electronics of the Ministry of Industry and Information Technology (China Saibao Laboratory), which is a fair and authoritative third-party calibration and testing institution authorized and recognized by the state and national defense. Since its establishment, it has specialized in technical services such as instrument and equipment calibration, testing, maintenance, research and development, and training.
As a third-party impartial testing organization, the center has obtained the authorization of the National Environmental Comprehensive Test Equipment Measuring Station, the National Defense Science and Technology Industry 4412 Secondary Measuring Station, the National Quality Supervision and Inspection Center for Environmental Test Equipment, and the Measurement and Technical Service Center of the Ministry of Industry and Information Technology, etc., and has been accredited by the China Council for the Accreditation of Conformity Assessment Laboratories (CNAS) as the Testing and Calibration Laboratory, and the Defense Laboratory Accreditation Committee (DILAC) as the National Defense Laboratory Accreditation Committee. The center has established 145 national and national defense measurement standards at all levels, and has the ability to calibrate 317 accredited items in nine specialties such as electromagnetism, radio, time and frequency, thermal engineering, mechanics, geometric quantities, acoustics, optics, chemistry, and the ability to test 40 accredited items, and owns more than 4,000 sets of first-class metrological standards and precision instruments in China.
The center has nearly 300 employees, with more than 200 professional and technical personnel, the vast majority of which have obtained the certificate of registered metrologist. Among them, a number of experts in the field of measurement were serving on the National Committee for Standardization of Gauges and Measuring Instruments, the National Technical Committee for Testing and Standardization, the National Committee for Standardization of Environmental Conditions and Environmental Tests for Electrical and Electronic Products, and the National Technical Committee for Standardization of Vibration and Shock and Condition Monitoring. In addition, there are a number of national defense and military measurement supervisors and national secondary measurement standards assessor.
The center has set up branch laboratories in Hong Kong, Suzhou, Chongqing, Ningbo, Foshan, etc., and its service scope covers the whole country (including Hong Kong and Macao) and Southeast Asia.

SABO (Hong Kong) Laboratory was officially registered in Hong Kong in March 2001 with the joint approval of the Hong Kong and Macao Affairs Office of the State Council and the Foreign Trade and Economic Cooperation Commission (FTEC), with a laboratory area of more than 200 square meters and more than 300 sets of advanced measuring equipment. The Hong Kong Laboratory's metrological calibration and testing capabilities are recognized by the China National Accreditation Service for Conformity Assessment Laboratories (CNAS), and it is capable of carrying out metrological calibration services in a wide range of disciplines, including electricity, radio, time and frequency, thermodynamics, mechanics, geometric quantities and so on. For instruments and equipments that are beyond the capability of the Hong Kong laboratory, they can be transported to the Guangzhou headquarter laboratory for metrological calibration by Guangdong and Hong Kong official vehicles, and enjoy convenient customs clearance channels at the Customs and Excise Department.
The engineers in the Hong Kong laboratory have working visas approved by the Hong Kong and Macao Affairs Office of the State Council and the Hong Kong Immigration Department, and most of them have been professionally trained in the United States and have working experience in large international companies. The engineers are all of good professional quality.
The Hong Kong laboratory mainly provides metrology and calibration services for Hong Kong government organizations and internationally renowned large companies in Hong Kong, and also provides on-site metrology and calibration services for companies and enterprises in Macau and Southeast Asia. There are hundreds of customers receiving metrological calibration services in Hong Kong, involving various industries in Hong Kong, including Philips, Siemens, NEC, UL, SGS, BV, DEKRA, ITS, MTR, HKPC and so on. Relying on the strong technical resources, rich talent pool and first-class instrumentation facilities of the Guangzhou headquarter laboratory, Suzhou Measurement and Calibration Laboratory was formally established in 2004 in Suzhou High-tech Zone, and brought the leading technical capabilities and excellent service concepts of the Guangzhou headquarter laboratory to the Yangtze River Delta region. In terms of metrological calibration, it can carry out specialties such as length mechanics, thermodynamics, electricity, electromagnetic compatibility, radio and many other specialties, and has realized the automated calibration within the scope of digital communication, basically covering the original test items. In addition the laboratory can also calibrate a variety of NI virtual instruments (PCI, PXI series).
Suzhou calibration laboratory engineers, most of whom have worked or received professional training in Hong Kong and Guangzhou headquarters, have rich working experience and good professional quality. Among the engineers specialized in radio communication, more than 70% of them have attended technical training of Agilent, RS and other professional instrument companies for many times, and 90% of them have obtained the qualification certificate of registered metrologist.
