(1) High-risk area: There are more than 50 cumulative cases, and a cluster epidemic occurred within 14 days.
(2) Medium risk: there are newly confirmed cases within 14 days, and the cumulative number of confirmed cases is not more than 50, or the cumulative number of confirmed cases is more than 50, and there is no cluster epidemic within 14 days.
(3) Low-risk areas: No confirmed cases or newly confirmed cases for 14 days.

Article 10 The health administrative department of the State Council shall, in accordance with the requirements of classified guidance and rapid response, formulate a national emergency plan and submit it to the State Council for approval.
The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the national emergency plan and in light of local conditions, formulate emergency plans for emergencies in their respective administrative regions.
Eleventh national emergency plan shall include the following main contents:
(a) the composition of emergency headquarters and the responsibilities of relevant departments;
(2) Monitoring and early warning of emergencies;
(three) the system of emergency information collection, analysis, reporting and notification;
(four) emergency handling technology and monitoring institutions and their tasks;
(five) emergency classification and emergency treatment work plan;
(six) emergency prevention, on-site control, emergency facilities, equipment, treatment drugs and medical devices, as well as other materials and technology reserves and scheduling;
(seven) the construction and training of emergency handling professional team.
