Chapter I General Provisions Article 1 In order to prevent and control solid waste pollution of the environment, safeguard human health, maintain ecological security, and promote sustainable economic and social development, according to the "Chinese People's *** and State Solid Waste Pollution Prevention and Control of the Environment Law" and other laws and administrative regulations, combined with the actual situation in this province, the formulation of these regulations. Article 2 These regulations shall apply to the prevention and control of solid waste pollution of the environment within the administrative area of the province and its supervision and management. Article 3 The prevention and control of solid waste pollution of the environment, adhere to the policy of environmental protection priority, the implementation of the reduction of solid waste generation and hazardous, full and rational use of solid waste and harmless disposal of solid waste principle, and promote clean production and the development of circular economy. Article 4 The local people's governments at or above the county level shall incorporate the prevention and control of solid waste pollution into the national economy and social development planning, increase investment, strengthen technical force, establish and improve the environmental protection target responsibility system, and improve the ability to prevent and control solid waste pollution.

Local people's governments at all levels shall strengthen the comprehensive improvement of the rural environment and the prevention and control of solid waste pollution in rural areas. The competent department of price administration of the provincial people's government shall formulate the management of solid waste disposal charges.
