Environmental impact assessment procedure

Environmental impact assessment procedure

Environmental impact assessment is to analyze the possible impact on the environment after the project is completed and put into production, and put forward countermeasures and measures for pollution prevention and control. What are the procedures for EIA? Let's have a look!

General procedures for handling environmental impact assessment

1. Go to the Management Section of the Environmental Protection Bureau to get the environmental protection approval consultation form for the construction project (you need to handle the relationship with the director in charge of the Environmental Protection Bureau).

2. Submit the application materials to the Management Section of the Environmental Protection Bureau: the environmental protection approval consultation form for the proposed project in duplicate, a copy of the name approval notice, a geographical map of the surrounding area of the proposed construction project, and a copy of the house lease contract.

3. To make an EIA report, it is recommended that the EIA company recommended by the Environmental Protection Bureau issue a report, because they are familiar with it and can coordinate the minor problems in the report by themselves (pay attention to the amount of sewage discharged in the EIA report. If the amount of sewage is too large, it is impossible to build septic tanks, and it is necessary to join the sewage pipe network or install sewage treatment equipment. If you need to build septic tanks, you need to sign a sewage cleaning agreement with the Municipal Fertilizer Management Office of the Environmental Sanitation Bureau, and report a copy of the agreement to the Environmental Protection Bureau).

4. Submit the EIA report (provided by the EIA company).

5. After receiving the submitted EIA report, the Management Section of the Environmental Protection Bureau will go to the site for investigation (the workshop kitchen and canteen kitchen need to be equipped with oil fume treatment equipment).

6. Examination and approval of EIA report

7. After the construction of supporting environmental protection facilities is completed or relevant environmental protection measures have been implemented, it is suggested that the unit entrust a qualified environmental protection completion acceptance monitoring unit for acceptance monitoring (acceptance by the monitoring station of the Environmental Protection Bureau).

8. After passing the acceptance monitoring and obtaining the acceptance monitoring report, fill in the Application for Environmental Protection Acceptance of Construction Project Completion, Self-inspection Report on Environmental Protection of Construction Project, Rules and Regulations on Environmental Protection of Unit, and Acceptance Materials for Standardization and Rectification of Sewage Outlet (except those that are not needed) and other materials. The electronic version of the above information will be sent to the mailbox of the Environmental Protection Bureau, and the official text will be printed after being audited by the Environmental Protection Bureau.

9. Prepare the acceptance monitoring report, the application for environmental protection acceptance of construction project completion, the environmental protection self-inspection report of construction project, the environmental protection rules and regulations of the unit, and the acceptance data of standardized transformation of sewage outlets (except unnecessary ones) and submit them in triplicate to the Environmental Protection Bureau, which will organize on-site acceptance.

1 1. After the on-site acceptance is qualified, the Environmental Protection Bureau will issue a project acceptance opinion. The monitoring team of the Environmental Protection Bureau will conduct irregular inspections on construction projects (it is necessary to deal with the relationship between the director in charge of the Environmental Protection Bureau).

Required environmental impact assessment data

Detailed procedures and steps of enterprise project EIA and the required EIA data. The EIA work mainly includes the following stages.

1. First, the EIA unit signs an EIA contract with the project owner. This contract has only legal effect. Generally speaking, it will be stated in the contract that construction will not start until the down payment is received.

2. Collect information. This is a very important link in EIA, which is directly related to the quality of EIA. There are many kinds of data collected, and generally a list of data needed for EIA will be written for the construction party. Give you a list of information, you can refer to it.

1), name, model specification and quantity of main process equipment.

2) Supply and consumption of raw and auxiliary materials (annual consumption and unit consumption of raw materials, ingredients, electricity, fresh water and circulating water).

3) Utilities: Power supply system: How many substations need to be built? What is the scale of the substation? Water supply system: what are the fresh water consumption, circulating cooling water consumption, domestic water consumption, production water consumption and fire fighting water consumption?

Heating system: if the project has a self-built heating system, the size, type and scale of the heating boiler; Types, sources, annual consumption of fuel, and boiler circulating make-up water.

Steam supply system: Is there a new steam supply system for the project? If it is new, what is the scale of the steam supply system? What is the total steam consumption (including production steam, heating steam, deoxygenated steam, steam-water loss and steam consumption due to operation deterioration)? )?

Sewage treatment: What kind of sewage treatment process is adopted? What is the annual processing capacity? How to treat the sewage after the main treatment process? Discharge amount of domestic sewage of the project, initial concentration of COD, BOD and NH3-N in domestic sewage, and concentration, reduction and final discharge after treatment.

4) Boiler: the size, type, scale, use and the proportion of various uses of the boiler; Types, sources, annual consumption and circulating supplementary water of boiler fuel.

5) Solid waste: the output and destination of coal-fired slag and domestic garbage.

6) General layout of the project.

7) Main technical and economic indicators of the general layout of the project.

8) The total investment of the project and its sources.

9), the new structure index. (Name, area, volume and structural form of new structure)

10), regional geological exploration report of the plant area.

1 1), investigation report on environmental status.

12), project material transportation.

13), basic information of the project owner (company name, legal person, contact information, company address and industry)

If it is a report, the collected information also includes: meteorological data of the construction site in recent three years (including wind frequency, wind speed, wind direction, temperature, humidity, etc. ). These should go to the Meteorological Bureau to buy), monitoring data (including atmosphere, surface water, groundwater and acoustic environment. These should contact the local monitoring station and pay them to monitor), the feasibility study report of the project (generally speaking, it can be studied before the EIA), the hydrogeological exploration report of the project, the record certificate of the project, the approval document of the project and other documents.

3. Preparation of reports or forms. If there is any problem in the compilation process, it should actively communicate with the owner. For example, the selection of dust collectors, the investment in environmental protection, and the verification of total sewage discharge. (Especially in terms of the total amount of emissions, you must let the owner communicate with the Environmental Protection Bureau to get the total amount, otherwise the EIA you wrote will be meaningless. Generally speaking, it takes a long time to prepare the report, about forty days; The report preparation time is short, about fifteen days.

4. review. Generally speaking, the report needs to be reviewed by experts specially organized by the Environmental Protection Agency, and a review meeting needs to be held. The EIA unit needs to introduce the process, pollution discharge, pollution source, pollution discharge, environmental protection measures and investment of the project to experts and the Environmental Protection Bureau. Then the experts discuss and come to a conclusion. Generally speaking, the minutes of the meeting will say: the revised EIA can be used as the basis for the design and environmental management of this project.

5. modify. Generally speaking, experts will give some advice (because it is impossible not to mention it, otherwise why invite him? ), the EIA unit shall revise one by one according to the opinions written in the minutes of the meeting, issue supplementary materials or reprint reports after revision, and hand them over to the project owner.

6. recognition. The construction party can only get the approval of the Environmental Protection Bureau after getting the revised draft of the EIA unit.
