Article 38 Because of the need to fight forest fires, the people's governments at or above the county level forest fire prevention commanding agency may decide to take the opening of firebreaks, removal of obstacles, emergency water collection, local traffic control and other emergency measures.

The people's governments at or above the county level shall decide on the requisitioning of materials, equipment and means of transportation due to the need to fight forest fires. After the fire-fighting work is over, the requisitioned materials, equipment and means of transportation shall be returned in a timely manner, and compensation shall be paid in accordance with the relevant provisions of the law.

Chapter IV Post-Disaster Disposal

Article 40 According to the area of the affected forest and the number of casualties, forest fires are classified as general forest fires, large forest fires, major forest fires and especially major forest fires:
