1.1 In order to strengthen the standardized construction of relief management institutions, safeguard the basic living rights and interests of vagrant and beggar people living without means in cities (hereinafter referred to as vagrant and beggar people), and promote the healthy development of the cause of relief management, this specification is formulated in accordance with the Measures for the Rescue and Management of Vagrant and Beggar People Living without Means in Cities and the Implementing Rules for the Measures for the Rescue and Management of Vagrant and Beggar People Living without Means in Cities.

1.2 This specification applies to rescue management institutions organized by people's governments at or above the county level that provide temporary social assistance to vagrant beggars.

1.3 Rescue management agencies should provide life assistance and spiritual care to the recipients, and help them maintain optimistic beliefs through specialized rescue services.

1.4 The provisions listed in this specification are the minimum requirements. 2.1 Rescue management organization - refers to rescue management station, rescue management sub-station, rescue management counseling station and rescue service point.

2.2 Person seeking assistance - refers to the person who voluntarily applies for assistance from the rescue management organization.

2.3 Recipient - refers to those who have been screened by the rescue management organization, determined that they meet the conditions for rescue, and decided to be rescued, as well as those who have been directly rescued.

2.4 Physical condition - refers to the physical characteristics and mental condition of the person who seeks (receives) assistance, which can be determined through preliminary examination. Including: (1) obvious trauma, physical disability, mobility difficulties, etc.; (2) severe depression, restlessness, etc.; (3) mental retardation; (4) infectious diseases, suspected infectious diseases, mental illness, suspected mental illness, or suspected of suffering from other diseases.

2.5 Screening - refers to the process of deciding whether or not to provide relief services to a person after the relief administration organization has verified the identity information provided by the person seeking help and the reasons for seeking help, etc., and in accordance with the conditions for relief as stipulated in the laws, regulations, and rules.

2.6 Rescue conditions - refers to the criteria for granting rescue in accordance with the Measures for the Administration of Rescue of Vagrants and Beggars with No Means of Subsistence in Cities, the Implementing Rules for the Measures for the Administration of Rescue of Vagrants and Beggars with No Means of Subsistence in Cities, as well as other laws, regulations, and rules.

2.7 Non-rescue - refers to the cases where the application for assistance does not meet the conditions for rescue in accordance with the laws, regulations and rules. Including: (1) their own ability to solve the food and lodging; (2) after screening to identify a fictitious vagrancy, begging facts, fraudulent rescue; (3) enjoy the minimum subsistence guarantee or rural five guarantees of the place of application for assistance; (4) refused to provide or do not truthfully provide the personal situation.

2.8 Notification of denial of assistance - refers to a written document that contains the basic personal information of the person seeking assistance, the reasons for denial of assistance, the organization that made the decision and the person who carried it out, and the means of appeal.

2.9 Direct assistance - refers to the situation where the assistance is first given to those who are unable to provide personal information due to old age, infancy, disability, etc., and then the relevant information is ascertained.

2.11 Collaborative rescue - refers to the situation where, due to objective conditions, a single rescue management organization is unable to complete the entire content of rescue services independently, and requires the assistance and cooperation of other rescue management organizations. 2.14 Inter-provincial transportation - refers to the process of inter-provincial rescue management organizations escorting or collecting minors, the elderly, persons with disabilities and other mobility-impaired recipients who do not have the ability to return home on their own.

2.15 Special dietary needs - refers to the special needs of the elderly, minors, the sick and ethnic minority recipients in terms of dietary habits and nutritional preparation.

2.16 Unauthorized departure - refers to the situation where a recipient leaves the rescue management organization and rescue services without the consent of the rescue management organization and without completing the departure procedures.

2.17 Abandonment of rescue - refers to the situation where a recipient with full capacity for civil behavior voluntarily applies to leave the rescue management institution and rescue services.

2.18 Termination of rescue - refers to the situation where the rescue management organization terminates the rescue service according to the law and requires the recipient to leave the station when the recipient has the following circumstances. Including: (1) refusal to accept security checks; (2) found not to meet the conditions of the rescue; (3) violation of law and discipline, disturbing the management order, the impact is bad; (4) fraudulent rescue; (5) the expiration of the rescue service period, with the basic livelihood security, but refused to leave the station.

2.19 Notification of termination of assistance - a written document containing the basic information of the recipient, the reasons for termination of assistance, the organization that made the decision and the person who carried it out, and the means of appeal.

2.20 Pick up and drop off - refers to the situation where the recipient's relatives or relevant organizations pick up (send) him/her back.

2.21 Resettlement - refers to the situation where the elderly, minors, the disabled and other long-term residents who cannot identify their families are reported to the relevant authorities for long-term arrangements to be made in social welfare homes, homes for the aged, homes for the mentally ill and other relevant institutions to provide for their maintenance.

2.22 Isolation - refers to the temporary arrangement of separate accommodation and food for infectious patients, suspected infectious patients and mentally ill patients in the institutions, according to the explicit requirements of the medical institutions, in order to prevent contagion or nuisance or harm to others.

2.23 Targeted hospitals - refers to hospitals designated by the relevant authorities to provide medical treatment services for vagrant beggars.

2.24 Observation - refers to the temporary protective measures implemented by the rescue management organizations to facilitate the observation of the physical and mental conditions of sick persons, emotionally abnormal persons and the elderly, and to prevent accidents, casualties and the spread of epidemics.

2.25 Observation area - refers to a special management area where special personnel are arranged to be on duty 24 hours a day, conduct regular inspections and respond at any time. Special life care and nursing care is provided in the observation area.

2.26 Simple services - refers to the services provided by the rescue management organization for the assisted persons who only need to provide daytime food and communication assistance, and do not need other services.

2.27 Handing over - refers to the handing over of a person in need of assistance with public security, health, urban management, relatives or units of the person in need of assistance, other rescue management stations or rescue and protection agencies for vagrant minors, etc., the rescue management organization shall accept or hand over the person in need of assistance after checking and verifying the information of the person in need of assistance or the person who is to escort him/her, as well as the relevant certificates and documents. After checking the information of the receiver or escort and the relevant documents, the rescue management organization receives or hands over the person seeking (receiving) help and completes the "Handover Form for People Seeking (Receiving) Help". 3.1 Reception

3.1.1 The implementation of 24-hour reception system, warm and thoughtful service, civilized speech and behavior.

3.1.3 For those who come to the station to seek help, set up a "basic personal information file" for them, and initially examine their physical condition and record it carefully.

3.1.4 For the critically ill and mentally ill, they will be sent directly to the designated hospital.

3.1.5 For minors, arrangements will be made for them to be admitted to the rescue and protection organizations for vagrant minors to receive help; if there are no rescue and protection organizations for vagrant minors, assistance will be provided with reference to the Basic Norms for Rescue and Protection Organizations for Vagrant Minors.

3.1.6 For infectious diseases, suspected infectious diseases, timely report to the local health epidemic prevention department, according to its recommendations to take isolation or other appropriate measures.

3.1.7 For drug abuse and suspected criminals, contact the relevant departments for disposal.

3.1.8 For foreigners seeking help, the public security organs should first be contacted to confirm their identities; those who have entered or resided illegally will be dealt with by the public security organs; those who have entered or resided legally will be reported to the relevant government departments.

3.1.9 For the escort to the station for help, collect and verify the escort information, check the physical condition of the person seeking help and detailed records, confirmed by the escort for the handover procedures; escort refused to sign, should be recorded in detail the reasons for the refusal, witnesses and other circumstances after registration, filing, archiving.

3.1.11 For people who meet the conditions for direct assistance, first handle the admission procedures, and then find out the situation, and fill in the recipient's "basic personal information file".

3.1.12 For the collaborative aid station recipients, check the recipients of the "basic personal information file", handle the admission procedures, and fill out the recipients of the "rescue situation file".

3.1.13 For inter-provincial transportation of recipients into the station, after checking the recipient's "basic personal information file" and escort information, for the handover procedures, supplemented by filling in the recipient's "rescue situation file.

3.1.14 For critically ill and mentally ill persons admitted to medical institutions first, if they are screened to meet the conditions for assistance, they will be provided with assistance services, and their Personal Basic Situation Files and Assistance Situation Files will be established.

3.2 Entry

3.2.1 The security check of the recipients, the discovery of flammable, explosive, toxic, corrosive and other dangerous items and control knives, banned publications, should be confiscated; the discovery of sharp (sharpened) and other items that may cause injury to the person should be held in custody on behalf of the person; the discovery of banned medicines (substances), radioactive substances, should be disposed of by contacting the relevant departments.

3.2.2 Provide assistance for personal hygiene activities such as bathing, laundry and hairdressing for the recipients.

3.2.3 Equip the assisted persons with basic and clean personal living supplies.

3.2.4 Register and keep the items carried by the assisted persons.

3.2.5 Arranging for the sick, emotionally abnormal, and the elderly among the recipients to enter the observation area for observation; the recipients should not stay in the observation area for more than 36 hours.

3.3 Basic services

3.3.1 Provide diets that meet hygiene requirements, and implement a meal-sharing system, with the standard of basic living supplies not lower than the minimum living standard for local urban residents.

3.3.2 Take care of the special dietary needs of minors, the elderly, ethnic minority recipients and the sick.

3.3.3 Tableware and cooking utensils are cleaned and sterilized in a timely manner.

3.3.4 Arrange for the recipients to live separately according to their gender and physical and mental conditions, with a single person and a single bed; female recipients should be served and managed by female staff.

3.3.5 Rescue management organizations should agree with designated hospitals on the procedures for medical treatment, and rescue management stations in cities at or above the prefecture level should be equipped with appropriate medical equipment and medicines, and do a good job in health care and epidemic prevention.

3.3.6 Rescue management institutions should regularly disinfect the living rooms and activity areas of the recipients.

3.3.7 Organize the recipients to participate in cultural, sports and recreational activities conducive to physical and mental health, and help the recipients to understand the relevant legal knowledge and self-protection knowledge.

3.3.8 Help recipients contact their relatives or relevant organizations.

3.3.9 For those who need to be transported back to their hometowns, they will contact their relatives and units to negotiate for their return.

3.3.10 If it is difficult to find out the family's situation, issue a family search announcement; if it is really impossible to find out, report to the relevant departments for resettlement matters.

3.3.11 To provide the community with lost person inquiries and related services.

3.3.12 Properly keep the items stored by the assisted persons.

3.3.13 For the collaborative assistance personnel, should ensure their basic life during the period of collaborative assistance, and arrange for their return home as soon as possible.

3.4 Special services

3.4.1 For those who are unable to take care of themselves, they should be provided with appropriate conditions for food and drink, accommodation, bathing, dressing, toileting, and other living care and mobility facilities.

3.4.2 For the institution of sudden acute and serious illnesses, mental and behavioral abnormalities of the recipients, timely contact with the medical institutions to deal with, according to the recommendations of the medical institutions to take appropriate measures; sent to the medical institutions for treatment, should be carefully recorded the relevant circumstances, for the handover procedures.

3.4.3 For infectious diseases, suspected infectious diseases, should immediately contact the health epidemiological departments to deal with, according to the health epidemiological departments recommended to take isolation or other appropriate measures, a detailed record of the situation.

3.4.4 For minors, the rescue and protection work should be carried out with reference to the Basic Norms for Rescue and Protection Organizations for Vagrant Minors.

3.4.5 For those who are rescued with young children under the age of 6, facilities are provided for them to take care of their young children.

3.4.6 For the isolated recipients, their basic life should be guaranteed and necessary measures should be taken to prevent them from harming themselves.

3.4.7 According to the situation of the assisted persons, provide services in terms of rehabilitation, psychological counseling, knowledge of health care, and employment information. 3.5.1 For the departure procedures for the recipients, should be filled out to complete the "personal basic situation files", "rescue situation files"; involving the handover of personnel, for the handover of personnel procedures.

3.5.2 For sick recipients with full capacity for civil behavior, should be handled after the basic stabilization of their condition to leave the station; I request to leave the station by themselves, should be confirmed by their written application and signature to go through the procedures for leaving the station.

3.5.3 For recipients who are unable to bear the costs of returning home by themselves, they shall be provided with vouchers for returning to their home towns and necessary dietary assistance on the way home; if they need to be assisted by collaborative efforts to return home, the relief management organizations passing through shall not intentionally prolong the recipients' return time and journey.

3.5.4 For the unauthorized departure of the assisted person, two or more informed staff should provide proof, and registration, record and archive.

3.5.5 For the recipients to give up aid, should be recorded in detail the reasons for giving up, signed by the parties concerned to confirm and register, record and archive; the parties refused to sign, should be recorded in detail the reasons for the refusal, witnesses, etc. and then registered, recorded and archived.

3.5.6 For the termination of aid recipients in accordance with the law, the reasons shall be explained to the parties concerned, listen to their defense and statement, inform their complaints, issue a "notice of termination of aid", and handle the formalities of leaving the station; "notice of termination of aid" shall be signed by the parties concerned to confirm, and registered, filed, and archived; the parties refused to sign the notice, it shall be recorded in detail the reasons for the refusal, the witnesses, and other cases after Registration, filing, archiving.

3.5.7 For the transportation of recipients to leave the station, should check the information of the transportation, provide the relevant files and materials, and handle the handover procedures. For the basic stabilization of the condition of the recipients, transportation should be equipped with the necessary first aid medicines, daily necessities and assistive devices on the way.

3.5.8 For the judicial authorities to take away the recipients, should check the information of the person who took away and the relevant supporting materials, for handover procedures.

3.5.9 For recipients who meet the conditions for resettlement, assist the relevant departments to handle the resettlement procedures.

3.5.10 For the death of the recipient during the period of assistance, the judicial appraisal organization or medical institution to issue documents. Timely notification of the deceased's relatives, units; unable to identify the real situation of the deceased, in accordance with the relevant provisions of the announcement and do a good job of the aftermath. 4.1 Institutional Setup

4.1.1 Cities at or above the prefecture level may set up rescue management stations, rescue management sub-stations, rescue management counseling stations, and rescue service points as needed; county-level cities shall set up rescue management stations as needed.

4.1.2 Rescue management organizations should be reasonably distributed and set up in areas that are conveniently located, easy to find, and far from danger.

4.1.3 by the government at all levels of rescue stations, the name should be preceded by the location of the province (autonomous regions, municipalities directly under the Central Government), city (prefecture, state), county (county-level cities, municipal districts) administrative division name; in the autonomous regions of ethnic minorities, should be labeled with the corresponding ethnic characters.

4.1.4 Rescue management substations, rescue service points can be named in a variety of forms, reflecting the concept of humane service.

4.1.5 Rescue management organizations should hang the name plaque and other signs in a conspicuous position.

4.1.6 Rescue management organizations should be conspicuous, easy to identify the guidance signs, set in the traffic flow of large traffic avenues, busy areas.

4.2 Basic facilities and equipments

4.2.1 Rescue management organizations shall set up facilities and equipments that meet the basic functional requirements of rescue management; all kinds of facilities and equipments shall meet the safety requirements and prevent accidental injuries; and there shall be no sharp corners and protruding parts of equipments and appliances.

4.2.2 Cities that have not set up rescue and protection organizations for vagrant minors shall set up a separate living area for minors within the rescue and management organization, equipped with appropriate facilities and equipment.

4.2.3 Reception halls (rooms) shall be equipped with computers, desks, chairs and other office equipment and stationery; they shall be equipped with service facilities such as resting chairs and drinking water equipment for the convenience of those who seek help; and they shall be equipped with assistive devices such as presbyopia glasses and walking sticks.

4.2.4 Reception hall (room), corridors, activity rooms and other public **** activities in the area, should be equipped with monitoring and other safety and security equipment.

4.2.5 Dormitory per capita living area of not less than 4 square meters, the living room should be equipped with single beds and other basic living furniture; bedding according to the season.

4.2.6 Restaurants, kitchens, food storage rooms, etc. should be in line with the requirements of the health and epidemic prevention departments.

4.2.7 Bathroom should be equipped with hot water bathing equipment, non-slip mats, handrails and changing rooms.

4.2.8 Toilets should be equipped with squatting toilet, bidet, etc., with disabled assisted handrails, toilet paper, paper baskets and so on.

4.2.9 Washroom should be equipped with washing equipment.

4.2.15 There is an appropriate outdoor activity site.

4.2.16 The construction of the rescue management organization should basically conform to the norms for the construction of barrier-free facilities, and set up ramps and handrails for the convenience of the recipients.

4.2.17 Communication facilities.

4.2.18 Equipped with wheelchairs, crutches, stretchers, presbyopes, child seats and other assistive devices.

4.2.19 Specialized vehicles to meet the needs of the work.

4.3 Basic environment

4.3.1 The living environment of the assisted persons should be quiet, clean, ventilated, translucent, and odorless.

4.3.2 Ensure the supply of water, electricity and heating, and ensure that facilities and living equipment such as water supply, lighting, heating, cooling, sewage disposal, fire fighting, alarms, communications, and so on, operate normally.

4.3.3 The outdoor environment should be green and beautified.

4.3.4 Environmental hygiene should be in line with relevant state regulations. 5.1 Human Resource Allocation

5.1.1 Rescue management staff shall meet the qualification requirements of the corresponding posts, and those who do not have the corresponding qualification shall be trained and qualified after examination.

5.1.2 The administrators and managers of rescue management organizations in cities at or above the prefecture level should have college education or above, and should be proficient in the knowledge and skills of the work they are engaged in; at least one member of the leadership team should have professional knowledge of social work.

5.1.3 Rescue management organizations in cities at or above the prefecture level should have professional and technical positions in medical care, legal affairs, social work, information management, etc., and the staff should have college education or above, and be able to skillfully use professional knowledge to carry out their business work; if they do not have the conditions for the time being, they can make use of the social forces to carry out their work.

5.1.4 Directly for the assisted persons to provide life care service personnel, qualified by the training and assessment before taking up their duties.

5.1.5 Personnel engaged in catering, water, electricity and heating operation and maintenance, motor vehicle driving and other logistical support work, should have the appropriate licensing qualifications.

5.2 Institutional construction

5.2.1 Rescue management organizations should clearly define the duties and responsibilities of the positions, and establish and improve the internal management system; they should strictly implement the regulations on foreign affairs, finance, personnel, donations, and publicity; they should formulate the medium- and long-term development plan and annual plan, and conduct regular performance evaluation.

5.2.2 Rescue management organizations should agree with designated hospitals on rescue procedures, establish and improve collaboration and cooperation mechanisms with public security, urban management and other relevant departments.

5.2.3 Regularly organize staff to participate in business training.

5.2.4 Regular organization of staff health checks.

5.2.5 Establish a mechanism to deal with emergencies such as food poisoning, major casualties, mass incidents, missing recipients, and evacuation of people in emergencies, formulate contingency plans and organize regular drills.

5.2.6 In accordance with the requirements of open government, publicize the workflow, job duties, work basis, complaints and grievances, and staff members wear permits to work.

5.2.7 Publicize and guide the public, social organizations and volunteers to participate in rescue management. 6.1 The Basic Personal Information File, the Rescue Situation File, the Notice of No Rescue, the Handover Form for Persons Seeking (Receiving) Assistance, the Notice of Termination of Rescue, and the Registration Form for Simplified Service Situations are attached.

6.2 These norms are formulated and interpreted by the Ministry of Civil Affairs, and shall come into force as of the date of issuance.
