According to the Measures for the Administration of Private Investment in Setting up Medical Institutions, the local health and family planning administrative department is responsible for setting up secondary private medical institutions. Private medical institutions shall, in accordance with the relevant provisions of the state and local governments, carry out medical services only after being examined and approved by the administrative department of health and family planning. Local health and family planning administrative departments need to audit and certify the qualifications, medical equipment and medical personnel of private medical institutions to ensure compliance with national and local regulations and standards before approving them to carry out medical services.
