Project bidding and contract documents shall be filed.

Bidding documents are ordinary documents.

Project bidding documents are the legal documents for bidders to bid for construction projects or purchase goods and services, the basis for bidders to prepare bidding documents and bids, the basis for bid evaluation, and the writing principles of documents, technical specifications or specifications to be followed when signing contracts.

The tenderer shall prepare the tender documents according to the characteristics and needs of the project subject to tender. The tender documents shall include all substantive requirements and conditions such as the technical requirements of the project subject to tender, the standards for qualification examination of bidders, the requirements for bid quotation and evaluation criteria, and the main terms of the contract to be signed.

If the state has provisions on the technology and standards of the project subject to tender, the tenderer shall put forward corresponding requirements in the tender documents in accordance with its provisions. If a project subject to tender needs to be divided into blocks and the construction period is determined, the tenderer shall reasonably divide the blocks and determine the construction period, and specify it in the tender documents.

Basic procedure

1. First, the tender information (which can be an announcement) is issued by the tender unit, explaining the construction project to be traded and the trading conditions, and inviting the contractor to put forward the bidding scheme and bid quotation within the prescribed time limit.

2. The bidder first obtains the tender documents, and after careful analysis and research (field trip), prepares the tender. In essence, the tender is a quotation or preliminary preparation valid until the specified bid opening date, and the content must be very clear.

It should include all the important contents that should be included in signing the contract with the tenderer after winning the bid, and it is not allowed to withdraw the bid, change the bid quotation or substantially modify the bid contents within the validity period.

3. Then, the tenderer selects experts to form a bid evaluation committee according to legal procedures, formulates unified bid evaluation rules, analyzes and compares the quotations and schemes of all bidders, selects the bidder with the most favorable conditions as the winning bidder, signs a contract with it, and implements the construction project in the performance.
