The water conservancy engineering facilities referred to in these regulations, refers to the reservoirs, flood ponds, channels, embankments (dams), irrigation stations, wells, small hydroelectric power stations and rural drinking water for human and animal life, urban water supply, drainage, soil and water conservation and flood control and drought control, water observation, hydrological observation and other projects and facilities. Article 3 The water conservancy projects and facilities invested by the State belong to the State; the water conservancy projects and facilities constructed by the people's government or the villages and communities with their own funds belong to the villages and communities collectively; the water conservancy projects and facilities invested and constructed by individuals belong to the individuals.

Article 8 The scope of management and protection of water conservancy engineering facilities within the administrative area of the autonomous county is:
(1) the body of various buildings and facilities such as lift irrigation stations, wells, small hydroelectric power stations, drinking water for human and animal consumption, and interception projects, water intakes, reservoirs, water supply points, and other buildings and facilities, and the surrounding three to five meters;

(3) twenty to one hundred meters outside the body and foot of the floodplain;
(4) two to five meters outside the body and foot of the river embankment (dam);
(5) three to five meters outside the body and along the line of the mouth of the river protection wall, flood discharge ditch;
(6) zero-point-five to one meter outside the body and foot of the fill channel slopes (f) One point five to six meters outside the line of the mouth of the excavated channel.
Water conservancy facilities management and protection of land within the scope of ownership, right of use in accordance with the relevant provisions of the national and provincial people's governments. (F) logging, deforestation of protective forests;
(G) reclamation, turf shoveling and other activities to destroy the natural vegetation and cause soil erosion;
(H) other behaviors that endanger the safety of water conservancy projects and facilities.
