The National Health Insurance Administration has the following internal organizations:
(a) Office. Responsible for the day-to-day operation of the organs, undertake security, confidentiality, letters and visits, open government affairs and international cooperation and exchange.
(2) Planning, Finance and Regulations Division. Organizes the formulation of medical security work planning. It undertakes the work of budgeting, organ finance, asset management and internal auditing of the organs and units directly under it, and promotes the construction of medical security informationization. It organizes the drafting of draft laws and regulations, rules and standards, undertakes the review of the legality of normative documents, and undertakes administrative reconsideration and administrative appeal.
(3) Treatment and Security Division. To formulate policies on medical insurance financing and treatment, and to coordinate urban and rural medical insurance treatment standards. Coordinating and promoting the construction of a multi-level medical insurance system. It establishes and improves the system of transferring and continuing medical insurance relations. It organizes the formulation of reform plans for the long-term care insurance system and organizes their implementation.
(4) Department of Medical Services Management. It formulates medical insurance directories and payment standards, establishes a dynamic adjustment mechanism, develops rules for negotiating access to medical insurance directories, and organizes their implementation. It also formulates medical insurance agreement and payment management for designated medical institutions, and management methods and settlement policies for medical treatment in other places. Organize and promote the reform of medical insurance payment methods. It organizes and carries out economic evaluation of drugs, medical consumables and medical technologies.
(E) pharmaceutical prices and bidding and purchasing Division. Formulates and organizes the implementation of policies on the prices of medicines, medical consumables, and charges for medical services and facilities, and establishes a system for monitoring and releasing price information. It formulates policies on bidding and purchasing, distribution and settlement management of drugs and medical consumables and supervises their implementation, and promotes the construction of bidding and purchasing platforms.
(VI) Department of Fund Supervision. To formulate supervision and management measures for the medical insurance fund and organize its implementation. It establishes and improves the safety prevention and control mechanism of the medical insurance fund, and establishes and improves the medical insurance credit evaluation system and information disclosure system. It supervises and manages medical service practices and medical expenses included in the scope of medical insurance payments, regulates medical insurance operations, and investigates and punishes violations of the law in the field of medical insurance in accordance with the law.
(7) Party Committee of the Organs (Personnel Division). Responsible for the party work of the organs and units directly under it in Beijing. Undertake personnel management, organization and preparation, education and training, team building and other work of the organs and directly under the unit.
