What is the bid evaluation method

Legal analysis: the bid evaluation shall be carried out by the bid evaluation committee formed by the bidder in accordance with law, i.e. the bidder shall select qualified persons to form the bid evaluation committee in accordance with the provisions of the law, and shall be responsible for evaluating each bid document. For projects which must be tendered in accordance with the law, i.e. projects subject to statutory mandatory tendering, the composition of the bid evaluation committee must comply with the provisions of paragraphs 2 and 3 of this article; for projects subject to voluntary tendering other than projects subject to statutory mandatory tendering, the composition of the bid evaluation committee, which is not provided for in this Law, may be decided by the bidder itself. The bid evaluation committee formed by the bidder shall carry out the bid evaluation work in accordance with the bid evaluation standards and methods stipulated in the bidding documents, and shall be responsible to the bidder for selecting from among the bidding competitors the bidders that are most in conformity with the requirements of the bidding documents, so as to maximize the realization of the interests of the bidder. Bid evaluation principle is the bidding and tendering activities of the first related parties should comply with the basic rules, can be summarized in four aspects: (1) fairness, impartiality, science, meritocracy; (2) strict confidentiality; (3) independent evaluation; (4) strict compliance with the bid evaluation method.

Legal basis: "the Chinese people's *** and the State bidding law" Article 3 in the Chinese people's *** and the State of the following engineering and construction projects, including project investigation, design, construction, supervision and procurement of important equipment and materials related to the construction of the project must be tendered: (a) large-scale infrastructure, public utilities and other relations with the social public *** interests, public safety Projects; (b) all or part of the use of state-owned funds or state-financed projects; (c) the use of international organizations or foreign governments loans, aid funds. The specific scope and scale standards of the projects listed in the preceding paragraph shall be formulated by the development planning department of the State Council in conjunction with the relevant departments of the State Council for the approval of the State Council.

Law or the State Council on the scope of other projects must be tendered, in accordance with its provisions.
