Article 2 These Measures shall apply to the construction, maintenance and management of new residential water supply facilities for urban residents within the administrative area of this Municipality. Article 3 The term "new housing" as mentioned in these Measures includes residential commercial housing, affordable housing ("two-limit" commercial housing, affordable housing, policy-based rental housing, low-rent housing and centralized resettlement housing. ), comprehensive buildings and residential quarters where residents live, as well as public facilities and business premises supporting the residential quarters.

The measures referred to in new residential water supply facilities for urban residents refer to water supply pipelines, water tanks, pumps, motors, valves, automatic control facilities, power distribution facilities, disinfection equipment, pressure water containers, settlement water meters and their ancillary facilities from the planning red line of residential quarters to the user's settlement water meter, excluding other water supply facilities such as civil engineering, fire protection, hot water, direct drinking water and reclaimed water reuse.

Twentieth after the water supply facilities built in accordance with these measures are put into use, the water supply facilities from the water intake point of the urban public water supply network to the user's settlement water meter shall be handed over to the water supply enterprise for unified management.

Water supply enterprises shall establish and improve the management system for the operation and maintenance of water supply facilities, strictly implement the relevant technical standards, norms and operating procedures for the operation and maintenance of water supply facilities, and ensure the sound and normal operation of water supply facilities.
