In order to strengthen the management of motor vehicle washing stations and standardize motor vehicle cleaning and cleaning activities, these measures are formulated in accordance with the provisions of the State Council's Regulations on the Administration of Urban Appearance and Environmental Sanitation, Sichuan's Regulations on the Comprehensive Management of Urban and Rural Environment, Chengdu's Regulations on the Administration of Appearance and Environmental Sanitation and Chengdu's Regulations on Urban and Rural Planning, and combined with the actual situation of Chengdu. Article 2 (Scope of Application)
These Measures shall apply to the establishment, operation, supervision and management activities of motor vehicle cleaning stations in the following areas of this Municipality:
(1) Central cities;
(two) other districts (cities) outside the central city where the county-level government is located;
(three) the town (township) government is located in the built-up area;
(four) areas where urbanization management is implemented, such as industrial concentrated development areas and new rural communities.
The areas listed in Item (4) of the preceding paragraph shall be demarcated and announced by the district (city) county government. Article 3 (Meaning of Terms)
The term "motor vehicle washing station" as mentioned in these Measures refers to a place with a fixed business place, equipped with facilities and equipment for car washing and beauty, and facilities and equipment for car washing water, drainage and sewage treatment. It has a certificate suitable for its business scale, and is engaged in motor vehicle cleaning and cleaning activities. Article 4 (Government Support and Encouragement)
City and district (city) county governments should strengthen the leadership of the management of motor vehicle cleaning stations, and cultivate and support the development of motor vehicle cleaning industry.
Encourage operators of motor vehicle washing stations to invest in building innovative, energy-saving, environmental-friendly and water-saving car washing systems. Article 5 (Division of Responsibilities)
The management of motor vehicle cleaning stations shall follow the principle of combining territoriality with compartmentalization.
The city management department is responsible for the daily supervision and management of motor vehicle cleaning stations.
The competent department of urban and rural planning is responsible for the planning and management of supporting parking lots and professional public parking lots with motor vehicle cleaning stations.
The competent department of environmental protection is responsible for the supervision and management of environmental impact assessment, pollutant discharge permit and pollution control of motor vehicle washing stations.
The water department is responsible for the supervision and management of water use, water saving and drainage of motor vehicle cleaning stations.
The traffic administrative department of the public security organ is responsible for the supervision and management of the parking order of motor vehicles on the roads around the motor vehicle cleaning station.
Construction, transportation, price, land, safety supervision, industry and commerce departments shall, according to their respective functions and duties, do a good job in the supervision and management of motor vehicle washing stations.
Street offices and town (township) governments shall, under the business guidance of relevant competent departments, supervise and inspect motor vehicle cleaning activities within their respective jurisdictions. Article 6 (Self-discipline of Trade Associations)
Motor vehicle cleaning industry association shall, under the business guidance of the competent department of urban management, strengthen industry self-discipline, formulate cleaning service standards, and assist in the relevant management of motor vehicle cleaning stations. Chapter II Supporting Construction and Planning Article 7 (Supporting Construction and Site Selection)
The location of motor vehicle cleaning stations should avoid intersections, congested areas and areas with heavy traffic on both sides of urban primary and secondary roads. Article 8 (Setting Conditions)
To set up a motor vehicle cleaning station, the following conditions shall be met:
(1) Having sites, facilities and equipment that meet the requirements of these Measures;
(2) Having a sound internal management system and operational norms;
(three) there are cleaning service employees who are suitable for the scale of operation;
(four) in line with the requirements of urban management, environmental protection, water affairs, urban and rural planning, public security traffic control and other relevant departments. Article 9 (Formulation of Standards)
Motor vehicle cleaning station shall meet the following standards:
(a) the operation area should be divided into car washing area and car washing area, and the car washing area should be equipped with intercepting ditch, tertiary sedimentation tank and sludge temporary storage facilities;
(2) The floors of the operation area and the vehicle entrance and exit passages shall be hardened with concrete, and the walls of the operation area and the facade of the clear water pool shall be covered with anti-leakage materials;
(3) The total area of the car washing area and car washing area dedicated to the indoor cleaning station shall not be less than 100 square meter;
(four) according to the provisions of the design of the city's unified motor vehicle cleaning station logo;
(five) other requirements stipulated in the "Technical Specification for Motor Vehicle Cleaning Stations" issued by the competent construction department of the State Council. Article 10 (Forbidden Area)
It is forbidden to set up motor vehicle cleaning stations in the following areas:
(a) the house on the ground, and the next floor is a residential building;
(two) the red line control area on both sides of the urban primary and secondary roads;
(3) Scenic spots, core areas of cultural relics protection and drinking water protection areas;
(four) municipal public facilities such as urban roads, squares, street parks, fire exits, parks and green spaces, high-voltage corridors, river embankment protection areas;
(5) Other areas prohibited by law. Article 11 (Requirements for Setting Supporting Parking Lot)
New urban public * * * management and public * * * service facilities, commercial service facilities and other projects, the total number of underground or ground supporting parking spaces within the Third Ring Road is more than 500, and the total number of underground or ground supporting parking spaces outside the Third Ring Road is more than 800, a motor vehicle cleaning station with an area of not less than 100 square meter shall be set up.
