Emergency Provisions for Public **** Health Emergencies in Liaoning Province (2011 Amendment)

Chapter I General Provisions Article 1 In order to effectively prevent, timely control and eliminate the hazards of public **** health emergencies, safeguard public health and safety of life, and maintain normal economic and social order, according to the State Council's "Emergency Response Regulations for Public **** Health Emergencies" (hereinafter referred to as the "Regulations") and other relevant laws and regulations, and in conjunction with the actual situation in our province, the formulation of these provisions. Article 2 The provisions of the public **** health emergencies (hereinafter referred to as emergencies), refers to the sudden occurrence of a major infectious disease outbreaks, causing or likely to cause serious damage to public health, mass unexplained diseases, major food and occupational poisoning, and other events affecting public health. Article 3 All units and individuals within the administrative area of the province must comply with these provisions. Article 4 After the occurrence of an emergency, the provincial people's government establishes the Emergency Response Command for Emergencies, which consists of the relevant departments of the provincial people's government, the relevant departments of the resident forces and the institutions directly under the central government, and is responsible for the unified leadership and command of emergency response to emergencies. Article 5 The emergency response to emergencies should follow the principle of prevention and constant preparedness, and implement the principles of unified leadership, hierarchical responsibility, timely response, decisive measures, relying on science, strengthening cooperation and management in accordance with the law. Article 6 The people's governments at or above the county level shall organize and carry out the prevention and treatment of emergencies related to the pathogenesis, transmission mechanism, clinical diagnosis, special drugs, medical devices and other scientific research, the establishment of emergency epidemiological investigations of emergencies, isolation of infectious sources, medical care, on-site treatment, supervision and inspection, monitoring and testing, health protection and other related materials, equipment, facilities, technology and human resources reserves, the necessary funds included in the financial budget of the government at this level. Article IX of the people's governments at or above the county level and its health administrative departments shall strengthen the relevant laws and regulations of the publicity, to carry out health and general knowledge of coping with emergencies education, enhance the society's awareness of preventive measures and coping capacity.

Encourage and support the monitoring of emergencies, early warning, response and treatment of relevant technologies at home and abroad exchanges and cooperation. Article 10 The people's governments at or above the county level and its relevant departments, shall establish a strict system of responsibility for emergency prevention and emergency response as well as the corresponding security system, a clear division of labor, the implementation of responsibilities, to ensure that emergency response to emergencies in the normal course of work. Article 11 The people's governments at or above the county level and their health administrative departments, shall participate in emergency response to emergencies in the medical and health personnel, to give appropriate subsidies and health care allowances; participation in emergency response to emergencies to make a contribution to the personnel, to give recognition and rewards; participation in emergency response to the work of the sick, disabled, dead, in accordance with the relevant provisions of the state, to give the appropriate subsidies and pensions. Chapter II Prevention and Emergency Preparedness Article 12 The provincial people's government, in accordance with the requirements of categorized guidance and rapid response, formulate the province's emergency response plan for emergencies. Provincial health administrative department and other relevant departments shall, in accordance with the provincial people's government emergency plan, develop emergency work program in line with the situation of the department. Municipal and county people's governments in accordance with the provincial people's government emergency plan, combined with the local actual situation, the development of the administrative region of the emergency plan. Article 13 The emergency plan for emergencies shall include the following contents:

(1) the composition of the emergency response agency for emergencies and the specific duties of the relevant departments;

(2) monitoring and early warning of emergencies;

(3) the system of collecting, analyzing, reporting, and notification of information on emergencies;

(4) emergency response technologies and monitoring Institutions and their tasks;

(v) grading of emergencies and emergency treatment work program;

(vi) emergency prevention, on-site control, protective measures and emergency facilities, equipment, treatment drugs, medical equipment, and other materials and technology reserves and scheduling;

(vii) emergency response to emergencies and the construction of professional teams and training;

(H) emergency plan start, termination conditions.

The plan shall be revised and supplemented in a timely manner according to the changes of the emergency and the problems found in the implementation. Article XIV of the people's governments at or above the county level and the competent administrative department of health shall strengthen the supervision and inspection of the implementation of health and other related laws, rules and regulations, found problems corrected in a timely manner, and in accordance with the laws, rules and regulations, do a good job in the prevention of infectious diseases and other public **** hygiene work, to prevent the occurrence of emergencies.
