1. At the same time, without any political conditions and economic benefit commitments, we will enter the affairs and fields controlled by western countries in developing countries in history through economic assistance, political support, economic and trade cooperation, and gradually fill the power vacuum caused by the decline and withdrawal of western countries. At the same time, in the face of the aggressiveness of the United States and Japan on the Diaoyu Islands, the East China Sea and Taiwan Province, as well as the territorial disputes with Southeast Asian countries on the South China Sea islands, we should develop ocean-going blue-water navy and safeguard the maritime interests and China's rights and interests in shipping safety, territorial integrity and overseas trade. In view of the conflict between China and India on border issues, we should improve the mobility of border troops and effectively prevent illegal invasion.
